CHAPTER 500 STREET PAVEMENTS, CURB, GUTTER AND SIDEWALK CONSTRUCTION SPECIFICATIONS The following list of Standard Documents defines the methods, materials, and testing to be utilized when designing and constructing roadway improvements. The sections in this specification are intended to further define particular elements of both design and construction of roadways in Lombard, IL. The Village Engineer shall decide on all questions which arise as to the interpretation of the specifications. SECTION 500.01 PROTECTION OF RIGHT-OF-WAY IMPROVEMENTS The developer and contractor shall protect the pavement and property, curb and gutter and other right-of-way improvements, whether newly constructed or existing, from any and all damage. Sufficient means shall be employed by the contractor to protect against such damage to the satisfaction of the Private Engineering Services Division. Any damage to newly constructed or existing improvements shall be repaired, or replaced, in a manner which is satisfactory to the Private Engineering Services Division. The contractor and/or developer shall secure all necessary rights to perform any work on private property not within the ownership rights of the developer. The developer shall bear the sole responsibility for damages which may occur as a result of work performed under contracts which he initiates. Section 3 of the Subdivision and Development Ordinance outlines when right-of-way improvements need to be made. Refer to sections 154.301 to 154.306 when creating subdivisions or engaging in development or construction activity. SECTION 500.02 STREET PAVEMENT - DESIGN CRITERIA All pavement shall be designed in accordance with the Institute of Traffic Engineers (ITE) Geometric Standards and Illinois Department of Transportation (IDOT) Motor Fuel Tax requirements. All roadway designs shall be submitted for review and approval by the Private Engineering Services Division. Refer to the Subdivision and Development Ordinance Section 154.407 A-D for the design standards of street pavement. Proposed new streets shall comply with the design standards as set forth in the Subdivision and Development Ordinance, Section 154.503. PARKING LOTS AREAS SUBJECTED TO ONLY AUTOMOBILE LOADING 2.5 AREA SUBJECTED TO TRUCK LOADING 3.0 **THE MINIMUM STRUCTURAL NUMBER FOR ARTERIAL ROADWAYS SHALL BE DETERMINED BY PROJECTED TRAFFIC COUNTS AND ACTUAL SOIL CONDITIONS. Although minimum structural numbers are specified, the design engineer shall prepare a roadway design which meets the pavement life criteria. This may, under some conditions, necessitate a pavement structural value higher than the required minimum. All pavement designs must be supported by design calculations which are to be submitted together with the final engineering plans. EXISTING PAVEMENT At its discretion, the Village of Lombard may require the developer or his engineer to submit pavement core samples and soil samples of existing roadways together with a soil report prepared by a soils engineer to document the structural adequacy of the existing pavement for the proposed use. The report shall be submitted for review and approval by the Private Engineering Services Division. SECTION 500.04 SUBGRADE A soils report, prepared by a qualified soils engineer, shall be prepared describing the subsurface and surface materials for the site and shall be submitted together with the final engineering plans. If on-site borrow pits are to be utilized by the contractor, then their locations shall be shown on the plans and are subject to approval by the Private Engineering Services Division. At least one (1) Standard Density Test (performed in accordance with AASHTO T99) shall be taken in each fill section, with a minimum distance between tests of three-hundred (300) feet. One (1) Standard Proctor Test shall be taken from each different source of borrowed material, if required by the Private Engineering Services Division. The Proctor and Density tests must be submitted for review and approval by the Private Engineering Services Division. Upon approval of these tests, the subgrade must be approved prior to placing any type of curb and gutter or base material. All subgrade material shall have a minimum Illinois Bearing Ratio (IBR) of 2.5. Subgrade material having an IBR of less than 2.5 shall be removed and replaced with select suitable fill. The soil support IBR values selected for use by the designer shall represent a minimum value for the soil to be used. All subgrades shall be designed and constructed such that positive drainage is maintained and the construction site is free of standing water. Methods of grading or underdrains shall be implemented to the satisfaction of the Private Engineering Services Division. A copy of all design assumptions and computations (i.e. design speed, traffic generation, design vehicles, soil data) shall be submitted with the final engineering plans. SECTION 500.05 GEOTEXTILES The use of all geotextile products shall be approved by the Private Engineering Services Division. Such products shall be utilized in accordance with the manufacturer's recommendations and IDOT Special Provisions with regard to the intended application and installation procedure and shall be supported by a written recommendation from the developer's soils engineer. SECTION 500.06 CONSTRUCTION SCHEDULE The developer and contractor shall submit to the Private Engineering Services Division, at the pre-construction meeting, a construction schedule which outlines the various elements of work and the projected completion time of each element. Work shall be performed in accordance with the specifications at all times. Roadway construction shall be permitted between April 15 and November 15, weather permitting. Any work to be performed before April 15 or past November 15 shall be expressly authorized in writing by the Private Engineering Services Division prior to proceeding with the work. This authorization will in no manner void the obligation of the developer and contractor to adhere to the specifications or guarantee the work performed. SECTION 500.07 RIGID (CONCRETE) PAVEMENT The pavement shall be of Portland cement concrete with or without reinforcement, constructed on a prepared subgrade and sub-base. A) RIGID PAVEMENT DESIGN REQUIREMENTS The design of the concrete pavement section shall be based upon the existing soil conditions and projected traffic volumes. Arbitrary sections are not permissible. All rigid concrete pavement designs are to be supported by design calculations prepared by a qualified registered professional engineer and must specify the intended materials and construction details. The minimum thickness of the concrete pavement shall be seven and one-half (7 ½ ) inches. B) SUB-BASE All rigid and composite concrete pavements within the public right of way shall be placed on a compacted crushed aggregate sub-base, a minimum of four (4) inches in thickness, type CA-6. C) ADMIXTURES No admixtures other than air entrainment agents in accordance with ASTM-C33 shall be used in the concrete without prior written approval of the Private AASHTO and ASTM standards and requirements. The use of calcium chloride is not allowed. D) COMPOSITE PAVEMENT CHAPTER 500 - PAGE 5.5

Pavements designed with a Portland Cement Concrete base course shall reference the provisions of both Sections 500.07 and 500.08 below. SECTION 500.08 FLEXIBLE (BITUMINOUS) PAVEMENTS The pavement shall be of bituminous concrete surface and binder course constructed on a prepared subgrade, sub-base and base course. A) FLEXIBLE PAVEMENT DESIGNS REQUIREMENTS The design of the flexible pavement sections shall be based upon the existing soil conditions and projected traffic volumes. Arbitrary sections are not permissible. All flexible pavement designs are to be support by design calculations prepared by a qualified registered professional engineer and must specify the intended materials and construction methods. The flexible pavement shall be based on the minimum structural design number for the type of street in question. 1. A minimum of nine (9) inches of compacted bituminous concrete is required on all pavements with a structural number of 3.2-4.0.* The pavement shall consist of a one and one-half (1 1/2) inch bituminous concrete surface course, modified Class I and one and one-half (1 1/2) inches bituminous concrete binder course, Class I and six (6) inches of bituminous base course. B) BITUMINOUS CONCRETE BASE COURSE FOR PUBLIC ROADWAYS All flexible pavements with a bituminous concrete base course shall be placed on a compacted crushed aggregate sub-base a minimum of four (4) inches in thickness, CA-6 gradation. The material shall meet the requirements of IDOT subbase granular material, type B. MIX DESIGN AND GRADATION Bituminous concrete base course, bituminous concrete binder course and bituminous concrete surface course shall meet the mix design and gradation for the State of Illinois specifications for Bituminous Aggregate Mixture, Bituminous Concrete Binder Course Class 1 modified, and Bituminous Concrete Surface Course Class 1 modified, respectively. All mix designs shall be submitted for approval by the Private Engineering Services Division. The surface course on all roadway construction and pavement widening shall be comprised of only virgin materials. (The use of recycled materials is not allowed in the surface course.) E) CONSTRUCTION STAGING The bituminous concrete binder course for all flexible pavements shall set for a minimum of nine (9) months including one winter and one spring prior to the construction of the bituminous concrete surface course unless prior written approval is obtained by the Private Engineering Services Division. The developer shall maintain the integrity of the pavement, provide periodic cleaning of the pavement, and perform snow removal until final acceptance of the roadway. SECTION 500.09 CURB AND GUTTER A) TYPES CHAPTER 500 - PAGE 5.7

The curb and/or curb and gutter shall be six (6) inch concrete barrier type, as depicted in Standard Detail PAVEMENT 8. Curb and gutter shall not be constructed integrally with concrete pavements. B) SUB-BASE A uniform four (4) inch thick compacted aggregate sub-base, CA-6 gradation, extending a minimum of twelve (12) inches beyond the back of curb, is required for all roadways. In cases where the base course extends below the bottom of the gutter flag, the sub-base shall be constructed full depth to the subgrade. Furthermore, this sub-base is considered as a structural aspect of the pavement section in accordance with Section 402.1. C) ADMIXTURES No admixtures, other than air entrainment agents in accordance with ASTM-C- 33, shall be used in the concrete without prior written approval of the Private Engineering Services Division. Admixtures shall meet all applicable AASHTO and ASTM standards and requirements. The use of calcium chloride is not allowed. D) PROTECTIVE TREATMENT All concrete curb, gutter, sidewalk and other concrete pavements in the Village of Lombard shall be constructed in accordance with the requirements of Sections 606 and 1020 of IDOT "Standard Specifications for Road and Bridge Construction", latest edition. When membrane curing compounds are utilized they shall also be of a type which provides a protective seal which is satisfactory to the Private Engineering Services Division. All membrane products should be applied in accordance with the manufacturer's recommendations. E) PROTECTION AND REPAIR The contractor shall protect the curb and gutter in the public right-of-way. The Private Engineering Services Division shall have the sole authority in determining if the curb and gutter has been damaged. Upon request of the Private Engineering Services Division, the contractor shall remove the damaged sections of curb and gutter, no less than five (5) feet in length, and replace with the new curb and gutter. New curb and gutter section is to be doweled in place with two (2) dowels on each end of the replacement section. Each dowel will be a three quarter (3/4 ) inch diameter by eighteen (18) inch long, coated smooth dowel bar fitted with a punched stop cap that will provide one (1) inch of expansion. When newly poured curbs are installed, the contractor shall use a Village approved stamp to indent the wet concrete with an "S" to identify the location of each sanitary sewer stub and indent the wet concrete with a "W" to identify the location of each water valve or water service. The letters shall be indented at the top of the curb and shall be one and one-half (1 1/2) inches to two (2) inches in width, embedded at least three-eighths (3/8) inch deep. If the developer and/or the contractor fail to indent the curbs as outlined above, the Village may require that identification medallions or other symbols as approved by the Private Engineering Services Division be affixed to the curb. SECTION 500.10 MATERIAL TESTING During the construction of any public roadways and parking lots within the corporate limits of the Village of Lombard, test results and/or verification of materials and workmanship shall be provided to the Village. Failure to provide the applicable test reports will impede adjustments to bonds, letters of credit, the execution of further work, and acceptance of the improvements or the issuance of certificates of occupancy. The materials testing consultant and laboratory shall meet the general requirements of the ASTM-E-329 "Standards of Recommended Practice for Inspection and Testing Agencies for Concrete, Steel and Bituminous Materials used in Construction". The materials testing consultant shall provide qualified personnel and shall cooperate with the Private Engineering Services Division or his representative and the contractor. Any irregularities or deficiencies in the work observed during the performance of services shall be promptly reported to the owner, the owner's project engineer, and the Private Engineering Services Division. The contractor shall co-operate with the materials testing consultant by providing sufficient notice in advance of operations to allow assignment of personnel and scheduling of tests, providing access to the work and manufacturing facilities, and providing representative samples of the materials to be incorporated into the work. The right is reserved by both the owner's project engineer and the Private Engineering Services Division to order additional testing. The cost of both the initial testing and any additional testing shall be paid for by the project owner. The contractor reserves the right to contract the services of an equally qualified independent testing laboratory, at their expense, to perform additional inspections, sampling and testing when the initial tests indicate that the work is not in accordance with the contract document and specifications. The Private Engineering Services Division shall have the final authority regarding the acceptability of the work. CHAPTER 500 - PAGE 5.9

SECTION 500.11 MAINTENANCE OF TRAFFIC The contractor shall employ the appropriate methods of traffic control in accordance with the plans, specifications, IDOT Highway Standards, and the Manual on Uniform Traffic Control Devices, such that the safety of vehicles and pedestrians is preserved at all times. The erection and maintenance of the traffic control devices shall be to the satisfaction of the agency of jurisdiction and the Village Engineer. SECTION 500.12 PUBLIC SIDEWALKS Public sidewalks within the public right-of-way shall meet the provisions of this section. Improvements to sidewalks shall comply with the standards set forth in the subdivision and Development Ordinance section 154.504. A) GENERAL All sidewalk approaches shall be constructed of Class SI concrete (6.0 bags of cement) with an air entrainment of 5-8% and a minimum 28 day compressive strength of 3500 psi. An adequate number of cylinders is to be provided to assure compliance with sidewalk specifications. Sidewalks shall have a minimum width of five (5) feet, and may be wider, based upon projected pedestrian volumes. Sidewalks shall be constructed in the public right-of-way or dedicated sidewalk easement, typically one (1) foot from the property line or easement line. The minimum lateral separation between the edge of a sidewalk and any above ground obstruction, (i.e. posts, poles, tree trunks, utility boxes, etc.) shall be one (1) foot. When such conflicts require a lateral change in sidewalk alignment a 10:1 transition shall be made. The location shall comply with the Subdivision & Development Ordinance. B) CONSTRUCTION REQUIREMENTS All sidewalks and driveway approaches shall be constructed in accordance with the Village of Lombard Standard Details, (PAVEMENT 2, PAVEMENT 3A, PAVEMENT 3B, PAVEMENT 4, PAVEMENT 6, and PAVEMENT 7), and Sections 424 and 1020 of the IDOT "Standard Specifications for Road and Bridge Construction, and sidewalk width and grade shall comply with the Illinois Accessibility Code/ADA Standards. Standard Sidewalk 5" 2" Through Residential Driveway 6" 4" Through Non-Residential Driveway 8" 4" C) BACKFILLING AND RESTORATION The sub-base material shall be laterally supported by a sufficient amount of initial backfill material to prevent movement of the sub-base during placement of the concrete and/or removal of the form work. As soon as possible, but not later than 7 days after the placement of the concrete, the sidewalk and parkway shall be backfilled to the required elevation with suitable embankment material and topsoil. The embankment material shall be compacted until firm, and the topsoil neatly graded. D) PROTECTIVE TREATMENT All public sidewalks in the Village of Lombard shall be placed and cured in accordance with the requirements of Sections 424 and 1020 of the IDOT "Standard Specifications for Road and Bridge Construction". When membrane curing compounds are utilized they shall also be of a type which provides a protective seal which is satisfactory to the Private Engineering Services Division. All membrane products should be applied in accordance with the manufacturer's recommendations. E) PERMITS AND INSPECTIONS In accordance with the Village of Lombard Municipal Code, all sidewalk contractors must be licensed and the contractor must request an inspection for all work within the public right-of-way. SECTION 500.13 DRIVEWAY PAVEMENTS Driveway pavements within the public right-of-way shall meet the provisions of this section. A) BITUMINOUS DRIVEWAY PAVEMENTS CHAPTER 500 - PAGE 5.11

Where necessary to remove and replace driveways, driveways shall be restored to a condition equal in appearance and quality to the condition prior to construction. For new construction, patches within aprons are not acceptable unless approved by the Private Engineering Services Division. Minimum sections shall consist of a Bituminous Prime Coat, Bituminous Concrete Binder and Surface Courses Class I on a sub-base of crushed aggregate, CA-6, with a minimum thickness as indicated below: REQUIRED MINIMUM THICKNESS DRIVEWAY PAVEMENT BINDER/SURFACE COURSE SUB-BASE RESIDENTIAL 3" 6" NON-RESIDENTIAL 4" 10" Base and surface courses are to conform to requirements of the IDOT "Standard Specifications for Road and Bridge Construction." Rigid driveway pavements shall be constructed of non-reinforced Class SI concrete (6.1 bags of cement) with an air entrainment of 5-8% and a minimum 28 day compressive strength of 3500 psi. An adequate number of cylinders is to be provided to assure compliance with these specifications. All non-reinforced rigid driveway pavements shall be placed on a sub-base of crushed aggregate, CA-6 gradation, with a minimum thickness as indicated below: REQUIRED MINIMUM THICKNESS SUB- DRIVEWAY PAVEMENT NON-REINFORCED CLASS SI CONCRETE BASE RESIDENTIAL 6" 2" NON-RESIDENTIAL 8" 4" Concrete driveway pavements shall conform to the requirements of the IDOT "Standard Specifications for Road and Bridge Construction." PERMITS AND INSPECTIONS In accordance with the Village Municipal Code, all driveway pavement contractors must be licensed and the contractor must request an inspection for all work within the public right-of-way. SECTION 500.14 PEDESTRIANWAYS OR BIKEWAYS Pedways, bike lanes, and bike routes shall be provided when deemed beneficial to provide access or circulation within a subdivision for access to schools, playgrounds, shopping centers, or other community facilities. All pedways, bike lanes, and bike routes shall comply with the requirements of section 154.511 of the Subdivision and Development Ordinance. If slopes adjacent to a pedway, bike lane, or bike route exceed 3:1, a fence or handrail shall be required. The following pavement types are acceptable for pedestrianways or bikeways, within the Village of Lombard. The Village of Lombard encourages the use of flexible pavements for pedestrianways, or bikeways. However, based on the suitability of the pavement type, the Director of Community Development may require rigid pavement. SECTION 500.15 LOADING -UNLOADING BERTHS Berths provided in non-residential area for loading and unloading of materials or merchandise from vehicles must be constructed of a minimum eight (8) inches reinforced concrete pavement on four (4) inches of stone or four (4) inches of bituminous concrete surface course on ten (10) inches of stone. SECTION 500.16 PAVEMENT MARKING REQUIREMENTS On all new asphalt pavements, markings shall be inlayed. Primer will be required for markings on new concrete streets. This work shall be performed in accordance with Section 780 of the STANDARD SPECIFICATIONS with the following modifications. 780.02 Materials. Add the following: All pavement markings shall be Stamark High Performance Tape Series 381 and 420 (intersection, crosswalks, legends and symbols) as manufactured by the 3M Company. The publication Pavement Surface Perpetration and Application Techniques for 3M Stamark Tapes must be adhered to. The CONTRACTOR may view the VILLAGE S copy of this publication. 780.07 Preformed Plastic. Delete the first sentence of the fifth paragraph and replace with the following. A primer sealer shall be applied on all pavement surfaces CHAPTER 500 - PAGE 5.14

where new preformed plastic pavement marking material is to be applied with the exception of inlay applications on new asphalt concrete surfaces. SECTION 500.17 PARKWAY All public right-of-way shall be restored with topsoil and sod. The sod shall be installed per section 800 of the specifications manual. Parkway trees shall be planted between March 15, through May 15 and between October 1, through December 1. If a tree needs to be planted at a time other than specified above, a non-refundable cash deposit of $300.00 per tree will be collected by the Private Engineering Services Division. The money will be deposited with the Forestry Division of the Department of Public Works. The Forestry Division will be responsible to plant the parkway tree during one of the specified times listed above. CHAPTER 500 - PAGE 5.15
