Smart Mobility Advancing Operations What is TSM&O presented to 2016 Ohio Planning Conference presented by Mark Geib, Michigan DOT July 27, 2016

TSM&O Transportation Systems Management and Operations (TSM&O) is an integrated program to optimize the performance of existing multimodal infrastructure by implementing systems, services, and projects to preserve capacity and improve the security, safety, and reliability of the transportation system. 2

Introduction Present baseline understanding of TSM&O The Michigan Dept. of Transportation and TSM&O Hear from you on your thoughts on how TSM&O integrates with your planning processes. Answer questions 3

Traditional Approach to Managing Transportation Predict future (long range) traffic volumes Fund major capital projects to provide additional capacity This only addresses 40% of the congestion problem Also becoming more and more difficult to provide new capacity Causes of Congestion (Source: FHWA) 4

TSM&O Can Help Address Transportation Challenges Leverage Technology Enhance safety Preserve and maximize existing capacity Promote mobility and customer outreach Improve reliability for commuters and freight Enhance sustainability and livability Monitor performance Helps achieve regional safety and mobility goals Implement quickly and less costly compared to adding lanes, etc.

Remedies to Reduce Delay and Unreliability 6

Where we are going with this: FHWA sponsored a capability maturity self-assessment workshop (SHRP2 L01/L06) to measure and advance MDOTs TSM&O capabilities Based on the MDOT workshop, we developed a TSM&O Implementation Plan (IP) from several agency stakeholders across Michigan 14

MDOT selected two priority action items to move TSM&O forward: 1. Develop a TSM&O business case document for external audiences (outside MDOT) including MDOT benefit/cost analysis for all TSM&O projects, programs, and activities, including ITS infrastructure/operational investment. External audiences include:» Politicians/Legislators/Policy-Makers» Transportation partners (locals, MPOs, suppliers, etc.)» General public/motorist 2. Develop a statewide TSM&O plan suitable for incorporation into State Long Range Transportation Plan (SLRP) and a related program/budget suitable for the STIP & TIPs.» Two year project starting September 2015, Status: Draft Business Case Outreach in process working on documents Working with Michigan Transportation Planning Association (MTPA) group - Input needed! 15
