I. Facts of Montenegro Southeast European Country Population of 625 000 people, where about ¼ of population lives in capital Podgorica Area 13 812 km 2, of which more than 60 % is mountain region Candidate country for European Union (EU) Contracting party of Energy Community Treaty Energy Community in 2013

1. Legislation Reforms in Energy Efficiency Energy Policy until 2030 sustainable energy one of the three priorities EU continuosly improving EE legislation: o Directive 2012/27/EU on energy efficiency amending Directive 2009/125 and 2010/30 and repealing Directive 2004/8/EC and 2006/32/EU o Directive 2010/31/EU of the European Parliament on the energy performance of buildings The one of EE priorities is building sector Case of Montenegro The first Energy Efficiency Law was adopted in 2010, and the building regulation was adopted recently in 2013, treted energy efficiency on demand side only o Based on existed EU legislation, now already the old EU directive framework Based on the new EU legislation, the new national legislation needs to be set up

2. Institutional Framework What is the optimal national institition to work in EE? Institutional framework in EE is differentely from state to state Building sector is interdisciplinary and ussualy treated by many institutions The new EU legislation designed to remove barriers in the energy market and overcome market failures that impede efficiency in the supply and use of energy Case of Montenegro Energy Efficiency Agency was proposed in period 2009-2010 Because of economic crisis, Agency was not established, and the new sector inside ministry responsible for economy, separated from energy sector, was created Domain of EE institution is not clear and overlapped with different institutions is frueqent The institution has to be very efficient with engouh technical capacity for continuously improving EE legislation and prepare, manege and monitor EE projects

3. EE Financing Public Buildings The Governmental loans from international financial institution (The World Bank and KfW) for implementing energy efficiency measures in education and health buildings (L. Rakocevic s presentation on panel Case studies on EE financing) o Reconstruction of envelope buildings (windows and thermal thermal insulution) o Reconstruction of heating, ventilation and air condition systems No prive investments in pablic sector (no ESCO) Chalenge is satisfy ambitions EU reconstruction buildings plans Households Podgorica financing 50 % of thermal insulation of façade and roofs and maintenance of facade of existing apartment building from local budget Soft loans for households for baying energy efficiency or renewable energy equipments (solar-thermal systems and stoves on modern biomass) For the small electricity systems that uses renewable energy and cogeneration can exchange electricity with electricity suppliers

4. Awerness Raising Measures 4.1. Public Awerness raising Campaign Public awerness started on the project Energy Efficiency Year in 2009 Promotional TV and radio ads, Documentary movies on EE in Montenegro and varios TV shows (all available on YouTube) TV documentary movies and shows, 2009 and 2012 Energy tour project with EE theme for children in preschool and primary school age Summer EE school

4. Awerness Raising Measures 4.1. Public Awerness raising Campaign Brochure with advices on EE for interested public Brochures on various EE projects Various presentations, seminars, thematic working breakfasts with a goal to inform and educate public about EE issues Regional conferences in EE in 2009 and 2010 Regional EE conference in Budva, 2009

4. Awerness Raising Measures 4.2. Infrastructure for informing citizens on EE Web-site for EE in Montenegro www.energetska-efikasnost.me Free phone line for informing and advising of citizens on EE 080 081 660 Info-centers in local municipalities The EE web page Info-center in Bijelo Polje Regular Public opinion polls on level of awareness of citizens regarding EE Awareness of citizens is growing

5. Increasing Technical Capacity Education Program for Energy Managers in Municipalities Program for Energy Auditors of Buildings was developed Training materials Education of Energy Managers Every municipality has nominated energy manager Three generation of energy auditors, total 41 people

6. Conclusions EU continuously improving energy efficiency legislation For implementing energy efficiency legislation needs to be done in collaboration between different institutions and energy efficiency institution has to have clear The financial challenge is to satisfy ambitions EU reconstruction buildings plans Strong public awareness has been conducted since 2009 year Technical capacity in energy efficiency field increasing
