Maras Cement Ltd Environmental Clearance reg. Sir, Kindly refer your letter no.nil dated 16 th April, 2007 along with project documents including Form I, draft TORs and Pre-feasibility Report and subsequent clarifications furnished communications dated 7 th September, 2007 regarding above mentioned cement project. 2. 0 The Ministry of Environment and Forest has examined the application. It is noted that the proposal is for Cement Grinding Unit (0.75 MTPA) at Kattuputtur, Uthiramtrur. Kanchipuram, T.N. Total project area is 25 acres. No R & R is involved. Total cost of the project is Rs. 90.00 Crores. Two bird sanctuaries viz. Karaikkili Bird Sanctuary and Vedanthangal Bird Sanctuary are located at 5.6 and 10.6 km respectively. Six reserve forests viz. Edamichi RF (4 km, N), Kavanipakkam RF (8 km N), Hanumautha Putheri RF (11 Km, NE), Valluvapakkam RF (8 Km SE), Perungoli RF (9 km, SW), Marudam RF (8.5, NW) are located within 15 km of the project site. State highway is located at 1.1.km. 3.0 The clinker (3 MTPA) will be sourced from existing cement plant of M/s. MCL at Alathiyur & Ariyalur, T.N. Gypsum will be sourced from EIS Parry. Fly ash (1.8 MTPA) will be sourced from North Chennai Thermal Power Station (NCTPS), Althipatty, Ennore, T.N. Truck tippler, clinker hooper, clinker silo, PPC silos, packing machine and bag filters will be provided to the clinker grinding mill to control air emissions to <50 mg/nm 3. The fly ash, clinker and Portland pozzolona Cement (PPC) produced will be stored in silos and gypsum in stored shed. Total ground water requirement will be 78 m 3 /day and used for cooling in the process and as such no waste will be generated from the process. The dust collected from the various pollution control equipment like Bag filters, dust collectors will be recycled in the PPC cement manufacturing process.

4. After considering the facts mentioned above and with due diligence, the Ministry of Environment and Forests hereby categorizes the project in Category B-2 requiring no EIA/EMP and Public Hearing/ Consultation and accords environmental clearance under the provisions of EIA Notification, 2006 subject to strict compliance to the following specific and general conditions: A. Specific Conditions: The efficient bag filters shall be installed to control particulate matters within 50 mg/nm 3 One ambient air monitoring station should be set up each in the Karikkili and Vedantangal Birds Sanctuary located at 5.6 and 10.6 km. respectively and regular data submitted to the Ministry s Regional Office at Bangalore, Central Pollution Control Board (C PCB) and Tamil Nadu Pollution Control Board (TNPCB.) The Fly ash, clinker and Portland Pozzolona Cement (PPC) shall be stored in silos and gypsum in storage shed to control fugitive emissions. Efforts shall be made to reduce impact of the transport of the raw materials and end products on the surrounding environment including agricultural land. Total ground water requirement shall not exceed 78 m 3 /day and pripor permission for the drawl of ground water shall be obtained from the State Ground Water Board/ Central Ground Water Authority. All the waste water will be used for cooling in the process, green belt development and other plant related activities and no liquid effluent shall be discharged outside the premises and Zero discharge shall be followed. Domestic effluent will be treated in septic tank followed by dispersion trench. Solid waste viz. fly ash and dust etc. from the air pollution control equipments (bag filters etc) shall be properly recycled and reutilized in the process itself for Portland Pozzolona Cement (PPC) cement manufacturing. No solid waste shall be disposed off outside the factory premises. Greenbelt shall be developed in 9 acres (36%) out of total 25 acres land acquired to mitigate the effects of air emissions as per the CPCB guidelines in a time bound manner. All the recommendations mentioned in the Corporate Responsibility for Environmental Protection (CREP) shall be followed and complied. Necessary statutory clearance from concerned departments including No Objection Certificate from the TNPCB shall be followed and complied. Permission and recommendations of the State Forest Department regarding impact of the proposed cement grinding unit on the surrounding six reserve forests viz Kdamichi RF (4 km., N), Kavanipakkam RF (8 km. N), Hanumautha Putheri RF (11 Km, NE), Valluvapakkam RF (8 km SE), Perungoli RF (9 km, SW), Marudam RF (8.5, NW) shall be obtained all the comments and recommendations need to be implemented.

Necessary permission and recommendations from the Chief Wild Life Warden regarding impact of the proposed cement grinding unit on the two bird sanctuaries viz. Karikkili Bird Sanctuary and Vedantangal Bird Sanctuary located at 5.6 and 10.6 km respectively shall be obtained all the comments and recommendations need to be implemented. B. General Conditions: i. The project authority shall adhere to the stipulations made by T.N Pollution Control Board (TNPCB) and state Government. ii. iii. iv. No further expansion or modification of the plant shall be carried out without prior approval of this Ministry. The gaseous and particulate matter emissions from various units shall confirm to the standards Prescribed by the T.N. Pollution Control Board. Continuous on-line monitors for particulate emissions shall be installed in stacks. Interlocking facility shall be provided in the pollution control equipment so that in the event of the pollution control equipment not working, the respective unit is shut down automatically. Cement grinding shall be carried out in closed clinker and will have efficient bag filters to control air emissions from cement grinding mill below 50 mg/nm 3 v. Ambient air quality monitoring stations (AAQM) station shall be set up as per statutory requirement in consultation with Tamil Nadu Pollution Control Board (TNPCB) and data submitted to the Ministry s Regional Office at Bangalore, CPCB and TNPCB regularly. The instruments used for ambient air quality monitoring shall be calibrated time to time. Ambient air quality including ambient noise levels shall not exceed the standards stipulated under EPA or by the state authorities. vi. The company shall install adequate dust collection and extraction system to control fugitive emissions. Fugitive emissions from raw material handling areas, loading/ unloading points, transfer points, hopper, storage, silos, weigh feeders, grinding mill and packing machines shall be controlled by providing silos and covered sheds for storage of raw materials, fully covered conveyors for transportation of materials etc. Water sprinklers shall also be provided to control fugitive emissions. vii. The overall noise levels in and around the plant area shall be kept well within the standards (85 dba) by providing noise control measures including acoustic hoods, silencers etc. on all sources of noise generation. The ambient noise levels shall confirm to the standards prescribed under Environmental (Protection) Act, 1986 Rules, 1989 viz 75dBA (day time) and 75 dba (night time). viii. Rainwater harvesting measures shall be adopted. The company must also harvest the rainwater from the rooftops and storm water drains to recharge the ground water and use the same water for the various activities of the project to conserve fresh water. ix. The company shall undertake eco-development measures including community welfer measures in the project area.

x. Proper housekeeping and adequate occupational health programme shall be taken up. A separate environmental management cell to carry out various management and monitoring functions shall be set up under the control of Senior Executive. The funds towards capital cost and recurring cost/ annum for environmental pollution control measures shall be suitable allocated and used to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government. The funds so provided shall not be diverted for any other purpose. The Regional Office of this Ministry at Bangalore / CPCB / TNPCB shall monitor the stipulated conditions. A six monthly compliance report and the monitored data along with statistical interpretation shall be submitted to them regularly. The Project Authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development works. The project proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the T.N Pollution Control Board/ Committee and may also be seen at Website of the Ministry of Environment and Forests at http:/envfor.nic.in. This should be advertised within seven days from the date of issue of the clearance letter at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same shall be forwarded to the Regional office at Bangalore. 5.0 The Ministry or any other competent authority may stipulate any further condition(s) on receiving reports from the project authorities. The above conditions shall be monitored by the Regional Office of this Ministry located at Bangalore. 6.0 The Ministry may revoke or suspend the clearance if implementation of any of the above conditions is not satisfactory. 7.0 Any other conditions or alteration in the above conditions shall have to be implemented by the project authorities in a time bound manner. 8.0 The above conditions shall be enforced, inter-alia under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 the Air (Prevention and Control of Pollution) Act, 1981 the Environment (Protection) Act, 1986 and the Public Liability Insurance Act, 1991 along with their amendments and rules.
