EXPRESSION OF INTEREST Contractor: WorleyParsons Canada Services Ltd. Project: Hebron Topsides Project Package: 9023 V-Door Windwall Operating Equipment Category: XXXXX-XXXXX Closing Date: 07 October 2011 General WorleyParsons (Contractor) is seeking expressions of interest (EOI s) from qualified suppliers to provide V-Door Windwall Operating Equipment for the Hebron Topsides Project. The selected supplier will be required generally to design, fabricate and test the equipment in compliance with Hebron Project requirements. The purpose of this EOI is to develop a list of suppliers that are interested in providing the equipment or services required by the Project in order to begin the prequalification process. Once EOI responses are received from suppliers interested in performing the work described below, they will be evaluated by WorleyParsons review team. Based on the evaluation of the data requested in this EOI, a recommendation will be made to move forward with the prequalification process. Suppliers shall be responsible for any expenses incurred in responding to this EOI, the terms of which are subject to change or cancellation by WorleyParsons at any time. Notwithstanding the nature or content of responses received, WorleyParsons is not under any obligation to add a supplier to a Bidders List, to proceed with an invitation to tender (ITT) or to award a contract to any supplier with respect to the services described in this EOI. Project Overview The Hebron Field will be developed using a standalone concrete gravity-based structure (GBS) production platform. The GBS will consist of a reinforced concrete structure designed to withstand the weight of the Topsides (not to exceed 42,000 tonne), sea ice, icebergs, and meteorological and oceanographic conditions at the offshore Hebron Project Site. The Platform topsides facilities will comprise a utilities and process module (UPM), a drilling derrick and its support module (DES), a drilling support module (DSM), personnel living quarters (LQ), and ancillary equipment (flare boom, lifeboat station, and helideck). Scope of Work Work will consist of, but not necessarily be limited to providing the following oilfield drilling equipment: 502 - V-Door Windwall Operating Equipment The V-Door Windwall Operating equipment shall be used for the purpose of opening and closing the Windwall doors at the V-door (East) side of the DES to allow transport of drilling equipment from the Pipe Deck to the Drill Floor. The V-Door Windwall Operating Equipment shall consist of cylinders, valves, piping, limit switches, local control panel, guides, instrumentation and system interlocks through the Driller Control and Data Acquisition (DCDA) and Zone Management System. The two (2) V-Door Windwall Operating Equipment cylinders shall each be double acting. Approximate dimensions (to be confirmed): Hydraulic Operating Pressure - 21 MPa (3,000 psi) (Hydraulic Power Unit (HPU) provided by others) Usable Stroke - 2.5 meters (8 ft.-2 in.) Cylinder Inside Diameter - 100 mm (4 in.) Rod Diameter - 38 mm (1-1/2 in.) Rod Material - 17-4 ph stainless steel Cylinder Mounting - End clevis mounted Stops - Shock absorbing stop tubes installed internally V-Door Weight - approximately 1125 kg (2,480 lbs.) each (to be confirmed) Environment - The cylinders and other hardware are to be properly protected for use in a salt laden and corrosive atmosphere. Cylinder control valving shall be intrinsically safe and installed in a proper cabinet on the Drill Floor close to the V-Door. The V-Door Windwall Operating Equipment controls shall allow for fast opening speed that slows to a stop for full open and full close capability. All electrical junction boxes and mounting hardware required for connecting the V-Door Windwall Operating Equipment to the control system and power source via service loops shall be included. In addition, hydraulic and pneumatic panels, filters, regulators that would provide fluids service to the V-Door Windwall Operating Equipment via service loops shall be included. Page 3 of 6
Scope of Work - General Notes Engineering calculations required to confirm equipment capabilities. Certified Installation Information required within fourteen (14) days After Receipt of the Purchase Order (ARO). Among other items, to possibly include arrangement drawings (paper and native electronic), service space requirements, performance data, utility requirements, external connection information, weights and centers of gravity (CG), mounting requirements and foundation reactions. Additional Requirements. May include as-built drawings, recommended procedures (examples - test, start-up, commissioning), recommended spare parts lists, Operating and Maintenance (O&M) Manual, Equipment Data Book, Quality Plan, Factory Acceptance Test (FAT) and operator training. The equipment must be in compliance with all Canadian Regulatory requirements, including those of Newfoundland and Labrador. These requirements will be detailed in the project specifications. Minimum Environment Temperature - Minus seventeen (17) degrees Celsius Note - Technical information is given only to provide a general understanding of the overall scope. The actual equipment ordered may vary from that described above. Schedule WorleyParsons plans to issue Request for Quotes in 2 nd quarter of 2012 to suppliers interested with a potential award to the successful bidder in 3 rd quarter of 2012. EOI Submittals Suppliers interested in bidding on this requirement are required to complete and submit by 07 October 2011 the following: 1. Supplier s details as described below. 2. Supplier Experience Questionnaire (Attachment A) EOI responses without this returned may be deemed incomplete and not subject to evaluation. Supplier Details Suppliers interested in performing the work shall provide details and evidence for the following: a) Safety: A record of the number of hours worked annually for the past five years, together with the number of restricted work cases, lost time injuries and fatalities experienced. Health, Safety and Security Management System b) Quality Management System: Copy of certificate of registration to ISO-9001-2008 or equivalent. The ISO 9001:2008 certificate of registration must be accompanied with a list of exemptions, if any, taken to ISO-9001-2008. c) Financial: A current Dun & Bradstreet Business Information Report or equivalent for the supplier.
