I. Background The African Development Bank is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. It has 54 member states from Africa and 24 nonregional members from Asia, Europe, and the Americas. It cooperates with a large network of international development partners and think tanks, and has a very good standing with the capital markets. In order to create a client-focused, knowledge based institution, and recognizing the critical link between operational knowledge, research, data, and capacity building, the Bank Group established the Office of the Chief Economist (ECVP) consisting of five Departments. The departments are the Macroeconomics Policy, Forecasting and Research (ECMR), Statistics (ECST), Governance and Public Financial Management (ECGF), African Natural Resource Center
(ECNR) and African Development Institute (ECAD). The ECVP Complex has responsibilities for scaling up knowledge management and providing overall guidance to, and coordination of the Bank s research work as well as initiating a process towards making the AfDB a knowledge institution. To fulfill its mandate, ECMR therefore undertakes evidence based and policy relevant development research, collects and collates Bank and country statistics, and conducts training and capacity building activities, which feed directly into the Bank s operations and government work in regional member countries (RMCs) or indirectly through inputs into Country Strategy Papers (CSPs), Economic Sector Work (ESW) and portfolio-related work. ECMR has also intensified linkages with Field Offices and the Bank s Regional Resource Centres as part of its outreach and dissemination of its knowledge products. To this end, ECMR is in charge of producing a number of knowledge products, including flagship reports, documents, research papers, economic briefs and presentations. To support the team of researchers, the Bank is seeking to recruit highly qualified Consultant to work as Research Expert/Economic Analyst with the research team. The Consultant will actively participate in the research work program as well as contribute to the preparation and production of the Bank's flagship publications, working papers and briefs. II. Duties and Responsibilities of the Consultant Under the overall guidance of the Director of the Macroeconomics Policy, Forecasting and Research Department, and supervision of the Manager (ECMR1), the Consultant s tasks are to: Contribute analytical content to Bank s standing publications Undertake thematic research in areas such as financial shocks and household income; macroeconomic policy, labour markets, remittances and financial inclusion Produce and disseminate research output and contribute to preparation of economic intelligence (statements, briefs, policy reviews) on economic development issues (macroeconomics, international trade, commodity prices and regional integration, natural resources management, sectoral issues, fragile states and finance). Contribute analytical content to Country Strategic Papers (CSP) and the Economic Sector Work (ESW) and participate in other activities related to improving the Banks operational effectiveness. Contribute to the Impact Evaluation work on land Governance and remittances. Review operation documents and participate in review meetings. Perform other duties as may be assigned by the Supervisor. III. Requirements Education Advanced university degree (PhD desirable) in economics or finance Work Experience Relevant work experience of at least Five (05) years in economic analysis. A focus on emerging
and developing countries is required. Languages The working languages of the AfDB are French and English. For this task, fluency in English is required; knowledge of the other is desirable. Other Skills Capacity to deliver output in a timely manner and ability to use relevant computer technology especially Stata and other econometrics applications. Ability to manipulate large datasets is indispensable. IV. Duration and remuneration The Consultant will be hired for a period of three (3) months (renewable for further three months subject to availability of budget) and paid a lump sum following the Bank s procurement guidelines and conditions to be negotiated with the recruiting unit. The consultancy will take place at the Bank s HQs in Abidjan, Côte d Ivoire and requires regular fulltime presence in the Bank s offices. The Consultant will be granted two (2) days of leave per month or 6 days cumulative for the duration of the assignment. The Bank will cover travel costs to join HQ, in line with the Bank s authorized rules for engagement of individual consultants.
