EOI SCHEDULE Name of work Supply of Individual & package of machinery for establishment of Custom Hiring Centres, Tobacco, Hiring center for SMSRI (paddy), SSI (Sugarcane), Maize, Groundnut & Cotton Crops Ref No No.Agros/FMD/AP Agri/2015-16 dt.08-09-2015 a) Preamble * * * * * * The Department of Agriculture, Government of Andhra Pradesh State is implementing various subsidy schemes for supplying various types of agricultural implements / machinery etc., to the farmers in the State of Andhra Pradesh through the Nodal Agency A.P.S Agro Ind. Dev. Corp. Ltd. (APSAIDCL), a Government of Andhra Pradesh undertaking. EOI Schedules and price quotes are invited for supply of Individual & package of machinery for establishment of Custom Hiring centre for SMSRI (Paddy), SSI (Sugarcane), Maize, Groundnut & Cotton crops b) ELIGIBILITY CONDITIONS FOR SUBMISSION OF EOI SCHEDULE 1. The Offerer(s) shall be a importer / manufacturer of Machinery / equipment listed in the EOI schedule (as per Government of India Guidelines vide ref.f.no.8-1/2004-my.(i&p),ministry of Agriculture, Dt.14-09-2010) and shall enclose a copy of manufacturing license. The Offerer(s) must produce FMTTI test reports from the Central Farm Machinery Training & Testing Institute, Hissar / Budni / Garladinne / Biswanath / Chairali for the following equipment listed in the EOI. a). Tractors, b). Laser guided land leveler, c).paddy transplanters, d). Budchip planter, e). Combine harvester (self propelled / tractor powered) f). Straw baler. The firms should also submit Central Motor Vehicles Rules certificate (CMVR) issued by the competent authority for wheel type self propelled Combine Harvester and tractors. In the case of High capacity Automated Power thresher, Seed drills, Rotovators only test report from the Central Farm Machinery Training & Testing Institute Hissar / Budni / Garladinne / Biswanath / Chairali must be submitted or from Indian Agricultural University testing centres recognized by Ministry of Agriculture, Govt. of India. 2. Apart from Importers of equipment listed in the EOI, only manufacturers are allowed to participate in the EOI. 4

3. In case of importers, only one authorized dealer / distributor from the importing manufacturing company is allowed to participate for all models in the EOI. 4. The authorized dealer / distributor of the imported machinery / equipment must produce the specific authorization letter from the principal manufacturing company. 5. In addition to the above, the proforma in the Annexure I will also be evaluated for technical eligibility. c) INSTRUCTIONS FOR SUBMISSION OF EOI SCHEDULE 1. The concerned manufacturers / authorized Importers must supply complete technical specifications and literature in their EOI schedule along with all documents indicated in Annexure-I in a separate sealed cover duly superscribing EOI schedule for Individual & package of machinery for establishment of Custom Hiring centre for SMSRI (paddy), SSI (Sugarcane), Maize, Groundnut & Cotton crops and price quote as per annexure-ii in a separate sealed cover superscribed as Price Quote for supply of high Individual & package of machinery for establishment of Custom Hiring centre for SMSRI (paddy), SSI (Sugarcane), Maize, Groundnut & Cotton crops with name and address of the applicant. Both covers are to be placed in a third sealed cover along with covering letter and EMD demand draft as stipulated under item no.2 of the instructions for submission of EOI schedule. (In case of exemption, details of demand draft submitted in previous year are to be indicated in the covering letter itself). 2. Earnest Money Deposit (EMD) Rs.2.00 lakhs (Rupees Two lakhs only) for supply of Sugarcane harvesters, Combine Harvesters (all types), Paddy transplanters and Rs.1.00 lakh (Rupees one lakh only) for supply of high capacity automated power threshers, Tractors, Rotovators, straw balers, Rs.25,000/- in case of tractor drawn implements, seed drills, plastic trays & aluminum ramps, soil pulverisers, shall be paid in the form of Demand Draft only drawn in favor of A.P.S.A.I.D.C. Ltd., payable at Hyderabad. EOI without EMD will be rejected. The demand draft towards EMD is to be attached to the technical quotation. 3. The applicant shall submit duly notarized declaration along with the application as per the proforma furnished under Annexure -III hereto, on Rs.100/- Non Judicial stamp paper. 4. The authorized person representing the applicant who is signing on the EOI documents and also participating in the opening of EOI Schedules shall attach a copy of authorization along with EOI schedule from the appropriate authority of the firm as per the By-laws of the firm / Company. 5

5. The last date for submission of sealed schedule is upto at.2.30 p.m. The Technical Quotes will be opened at 3.30 P.M. on the same day. 6. The EMD of unsuccessful applicant(s) shall be returned on finalization of applications. 7. The EMD of successful applicant(s) shall be retained by the Corporation and refunded only after satisfactory completion of the contract. The EMD shall be adjusted against Performance Guarantee for successful applicants. This deposit will not carry any interest. 8. The manufacturers / importers who are having dealers & service centres in Andhra Pradesh only eligible to participate in the EOI. The equipment has to be supplied through their authorized dealers who are having VAT / CST / Registration in Andhra Pradesh state. D. GENERAL TERMS AND CONDITIONS 1. The price quotes of only those offerer(s) whose technical quotes are qualified for acceptance will be opened with due intimation to them. 2. Negotiations will be held as per the decision of the Technical committee appointed by the Government. The aim is to reach agreement on all the points and sign a contract agreement. 3. The agreement period will be upto 31-03-2016 from the date of agreement. The agreement period may be extended based on mutual consent of both parties. No Escalation charges will be paid for supply of above listed equipment during the agreement period. Failure to supply the equipment due to price variation will attract blacklisting of the firm and shall not be allowed to participate in the EOI process called by Department of Agriculture for 3 years. 4. The firm shall be responsible for providing intensive training regarding operation & maintenance of the equipment to the farmers who purchase the above equipment and shall be responsible for supplying spare parts and performance warranty of the machine for a period of two years. For this purpose the approved firms will have to provide a Bank Guarantee / Demand draft for sugarcane harvester is Rs.35.00 Lakhs, Combine harvesters (all types) - of Rs.20.00 lakhs, Paddy Transplanters - Rs.5.00 lakhs, High power automated threshers for Rs.1.00 lakh, Rotovators 1.00 Lakh, Seed cum fertilizer drills, Tractor drawn implements, pulveriser, Aluminum ramp, Plastic trays Rs.50,000/- in the name of the Vice Chairman & Managing Director, APSAIDC Ltd. Hyderabad. In case the firms fail to discharge their above liability, APSAIDC ltd can invoke the Bank Guarantee and get the work done at applicants risk and cost. The manufacturers shall be liable for blacklisting and further prosecution. 6

5. The supplies made, shall be invoiced on tax invoice with Serial No. of invoice printed on it. No invoice other than tax invoice will be accepted. Rates quoted should be inclusive of all taxes, duties, Cess, Octroi etc. and free on rail/lorry at site. 6. In case of Rotovators, power operated threshers A). All the manufacturers of Rotovators, are instructed to emboss a serial number on the mainframe instead of engraving and the number should indicate the State, year of supply along with a unique serial number on the chassis or main frame of the implement. B). The serial number and any other unique number should be communicated in advance to ADA indicated to be delivered at the ADA division. C).All the manufacturers of Seed drills, Tractor drawn implements must and should engrave the name of the equipment, firm name, company logo, and unique serial number, model, State, month, year on the main frame of the equipment 7. Any dispute or difference arising out of the agreement between the two parties relating to any aspect of the agreement, the parties should attempt to settle the dispute through mutual and amicable discussions. If the dispute is not settled through such discussions, the matter shall be referred / settled as per provisions of Arbitration & Conciliation Act, 1996. 8. It is further to be agreed by both the parties that all differences and disputes if not resolved as above, shall be got resolved through the Court of Law of Hyderabad jurisdiction only. 9. AP State Agro Industries Development Corporation Limited reserves the right to award the contract either in part or full or empanel on rate contract or to follow any other suitable procurement procedure. AP Agros at its sole discretion and without assigning any reason thereof, reserves the right to accept / reject any or all EOI schedules at any stage of the process. 10. Information relating to evaluation of proposals and recommendations of Evaluation Committee concerning awards shall not be disclosed to the applicant(s) who submitted the application(s) or to other unauthorized 7

persons, until the winning firms have been notified that it has been awarded the contract. 11. EOI schedule shall be rejected if at any stage of the procurement process it comes to our knowledge that any applicant is involved in any fraudulent practice or misrepresentation of the facts or tried to influence the selection process or indulged in any corrupt activities in competing with other firms. 12. The equipment supplied must be covered with warranty for two years from the date of supply against any defective manufacture / workmanship etc., Repairs / Replacements / servicing shall be attended at farmer s place during the warranty period at free of cost within 7 days from date of intimation. They shall also ensure that all the components shall be made available through dealers network at least for a period of three years from the date of supply of the unit on payment basis. 13. The responsibility of quality of the equipment supplied lies with supplier only. 14. The approved firms shall supply the ordered equipment as per terms and conditions within the stipulated time indicated in the purchase order placed by the competent authority from time to time to the beneficiary place. 15. They shall also ensure that all the components shall be made available through dealers net work at least for a period d of 3 years from the date of supply of equipment on payment basis beyond warranty period and the transport charges are to be borne by the supplier within 10 days from the date of intimation at the farmers place. 16. Liquidated damages will be levied @ 0.5% of the total value of the work per week up to a maximum of 5% in case of default in the supply of equipment as per schedule. 17. The firm has to submit the utilization certificate within one week after delivery of the equipment/machinery. E. TERMS OF PAYMENT 1. A). Payment of non-subsidy shall be made by Demand Draft directly in the name of the supplier against delivery after production of proof of delivery signed by the beneficiary and counter signed by the Mandal Agriculture officer Assistant Director of Agriculture along with invoice B). Payment of non-subsidy shall be made by the bankers to the suppliers directly by Demand Draft wherever loan is sanctioned by the Bank. 8

Subsidy amount shall be released to the firm by the concerned District Joint Director of Agriculture within 90 days in their Bank account after submission of utilization certificates signed by the beneficiary and countersigned by the Mandal Agriculture officer, Assistant Director of Agriculture along with Photograph if there is no complaint in working of machinery / equipment and after receipt of proceedings from the Commissioner & Director of Agriculture. If there is any complaint on working of machinery/equipment the payment will be made after rectification of defects.
