All HGV Drivers are required to have accumulated 35 hours of CPC training prior to 9th September 2014. Level A covers: General Awareness For all staff involved in handling air cargo but excluding drivers of vehicles. This might include general warehouse staff, cleaners, and office staff that require access only to secure areas. The Air Cargo Security Level A course covers: The duration of this course is approximately 1/2 a day. Level B Covers: General Awareness for Drivers This includes the general awareness but is specifically aimed at drivers of vehicles, collecting and delivering SPX (known) cargo. Drivers who are required to handle cargo are required to attend the Level D course.
The Air Cargo Security Level B course covers: The duration of this course is approximately 1/2 a day. Level D covers: This course is designed for staff involved with the protection of screened cargo from interference, access control, pass issue, patrolling of controlled areas. The Air Cargo Security Level D course covers: Level D is the standard for signing a CSC. However, on occasions, Level A will be sufficient providing that there is something auditable from the person who has declared the cargo as SPX to the person who is signing the CSC. The duration of this course is approximately one full day. Level E covers: This course is designed for Staff involved in the screening of air cargo. This includes packers and other people who are responsible for securing the freight in readiness for despatch by
air. The Air Cargo Security Level E course covers: Module 8 Physical Examination The duration of this course is approximately one full day. X-ray screeners must complete this course prior to undertaking Module 7 Using X-ray Equipment and the National X-Ray Competency Test (NXCT) for cargo screeners. Level F covers: Aimed at those staff supervising security measures. This includes individuals whom are responsible for making decisions about the appropriate level of screening and supervising security standards locally. The Air Cargo Security Level F course covers:
Module 8 Physical Examination Module 9 Security Supervisor The duration of this course is one and a half days. Level G covers: Is the required level of training those staff who responsible for the management of security and screening within their company. The Air Cargo Security Level G course covers: Module 8 - Physical Examination Module 9 Security Supervisor Module 10 Security Manager The duration of this course is two full day's. NXCT Individuals carrying out cargo screening duties by x-ray must sit and pass the NXCT as required by the Department for Transport Candidates wishing to attend NXCT course must hold valid Level E and x-ray Module 7 certificates issued within the last two years in order to be eligible to sit the test. In addition to the above the candidate must have also completed and have documented evidence of 10 Hours on the job training prior to sitting the NXCT.
The test must be successfully re-taken every 13 months in order to remain valid. The Department for Transport also suggests that individuals who do not carry out screening for a period of 3 months must re-sit and pass the NXCT prior to re-commencing x-ray operations. EU Legislation now requires candidates or employers to have completed background or pre-employment checks prior to attending the security training course.
