1 ASBESTOS MANAGEMENT
2 ABOUT US Clifford Devlin has been providing specialist services to manage asbestos for over 25 years. The company is licensed by the Health & Safety Executive (HSE) to remove and dispose of asbestos containing materials (ACMs) but we also provide a comprehensive range of services to help clients manage the potentially dangerous substance and comply with their legal obligations and responsibilities. We operate on a nationwide basis and have built up an impressive portfolio of clients in the public and private sectors. The company has adopted the systems approach to controlling its business processes and implementing best practice. All of our asbestos-related activities are managed by audited systems for quality, environment and safety which are certificated against ISO 9001, ISO and OHSAS respectively. RISQS and UDVB Verify accreditation enables us to remediate asbestos for infrastructure and utilities sectors. We have been members of the industry body, the Asbestos Removal Contractors Association (ARCA), since All of our work is carried out in compliance with industry best-practice and ARCA membership rules. Mark Collins (Senior Asbestos Contracts Manager) Mark has been involved in the asbestos removal industry for over 25 years. He is now five years into his second spell at Clifford Devlin. His first stint began back in 1994 when he joined as an asbestos removal operative. Having quickly worked his way through the ranks to Contracts Supervisor then Contracts Manager he took a five-year sabbatical to run his own Asbestos Management operation in 2002 before returning in 2007 following a management re-structure. Mark is responsible for estimating, project management, labour utilisation and general contract performance. He oversees all operational aspects of the Asbestos Division as well as providing client liaison.
3 RESOURCES Our Asbestos Division directly employs over twenty highly trained operatives who work in Supervised field-teams. All have attended refresher courses organised by ARCA in the previous 12-months and in recognition of an average pass rate of 97% we received a fifth-consecutive GOLD award in We have also developed a supply chain of our own to resource-up when the need arises. We use recognised and approved suppliers that are able to provide accredited, skilled removal operatives at short notice - most of whom have experience of working with us. Our management structure enables us to seamlessly assimilate new operatives to scale-up and match fluctuations in demand. We have considerable stocks of equipment for remediating ACMs from negative pressure units (which vary in size suitable for enclosures from 25 cu metres to 350 cu metres) to H-Type vacuum cleaners and mobile (EH47-compliant) decontamination units as well as air locks, components and PPE. We have developed a purpose-built asbestos decontamination unit to enable equipment used in asbestos removal to be serviced and cleaned under controlled conditions. The airtight structure, which is located at our Head Office, contains an air extraction/filtration system to prevent fibres escaping its confines. The Division has developed over the last 30 years and now has the management systems and structures in place to provide a responsive service to supplement repair, refurbishment and regeneration programmes. All of the Division's activities are controlled and regulated by a Quality Management System which is certificated against ISO 9001.
4 REMEDIATION Our multi-disciplined teams of asbestos operatives apply a comprehensive range of techniques to contain, remove and dispose of ACMs. Our proposed methodology is documented in advance in a detailed method statement in accordance with the Control of Asbestos at Work Regulations Clifford Devlin is licensed by the Health & Safety Executive (HSE) to remove and dispose of Notifiable asbestos containing material. Our current license (No ) expires in March Where ACMs are not damaged and are unlikely to be disturbed, repair by either sealing or enclosing them is often the most prudent course of action. We can perform the encapsulation of ACMs by installing cladding around the material or applying a suitable sealant coating, which is impact resistant, flexible and is impervious to water, oil and grease. Sealing is typically the treatment of choice for Asbestos Insulating Board products. Where ACMs can give rise to potential release of fibres and thus pose an imminent threat to occupants we will affect immediate removal. A negative pressure enclosure will typically be established to seal and contain the contaminated area and prevent the spread of fibres during the removal operation. This will comprise a 3-stage airlock system and be smoke-tested to establish its integrity prior to commencement of work. We now routinely photograph every stage of the removal process from the erection of the enclosure to the removal, disposal and reinstatement Images can be uploaded to the client's project portal at regular intervals or even in real-time as a permanent record but can also be used to demonstrate compliance, as evidence in disputes and during training to illustrate best practice. We use CCTV to safely supervise the removal process for all Notifiable projects and we are currently trialling the introduction of digital CCTV to enable us to record the procedure and possibly stream a feed via the Internet to enhance the monitoring process.
5 DISPOSAL Asbestos material that has been removed is sealed in clearly labelled, heavy-duty red polythene sacks before being transported to a licensed disposal site. We operate our own fleet of purpose-built vehicles for transporting ACMs which have been customised with completely air-tight 2.5 cubic metre compartments that can only be accessed from the sideloading door to prevent fibres from being released during transit. Clifford Devlin operates its own asbestos waste transfer station in London which is licensed by the Environment Agency (Permit No ) for managing the disposal of asbestos containing material. The facility is capable of processing up to 32 cubic metres of asbestos waste on a daily basis and can be used by clients who require immediate disposal of damaged or fly-tipped asbestos containing material. It is particularly useful for smaller projects where it may not be feasible or cost effective to have an enclosed skip located on site. Located at our premises in Bow it provides good access to the A13, A12 and M25. All of our disposal procedures are carried out in compliance with the Hazardous Waste Regulations 2005.
6 RESPONSIVE SERVICES We have considerable experience of providing asbestos removal to support reactive or planned maintenance programmes - either direct for Local Authorities or Housing Associations or as a sub-contractor to principle contractors. A documented escalation system has been developed for processing requests and call outs - supervisors or senior operatives are placed on-call on a rota basis for out-of-hours availability. All have fully-equipped vehicles with them to provide rapid response. This enables us to provide a 24 / 7 / 365 service to deliver responsive maintenance contracts which can be subject to Service Levels Agreements - typically involving target response times for emergencies and non-critical circumstances. We have particular experience of supporting social housing refurbishment programmes and are therefore familiar with working in occupied premises. All of our staff are given training in how to behave in residents' properties and how to manage their requirements and expectations. We place particular emphasis on liaising with elderly, disabled or vulnerable tenants and communicating with those whose first language may not be English. We have experience of monitoring our work using Key Performance Indicators (KPIs) and are able to provide data on various aspects of the service such as accident/incidents, defects, response times, programme and customer satisfaction. We have experience of surveying residents for their views on different aspects of our performance using customer satisfaction questionnaires.
7 CONSULTANCY Dutyholders are legally obliged to prepare and implement a plan to manage any ACMs located in their premises. Documentation provided in the Asbestos Management Plan should include: Asbestos Policy Statement Asbestos Register Management Plan Responsibilities and duties (including a Management structure flow chart) Procedures Training Arrangements Implementation and Review of the Policy /plan (including time-scale for monitoring and re-inspection of sealed or undisturbed ACMs) Our experts can offer advice and consultancy to help clients comply with their legal duties. We can even manage the whole process for them from surveying the premises to preparing and maintaining a management plan, conducting any remedial action and carrying out ongoing inspection and monitoring.
8 HEALTH & SAFETY The high risk nature of the work we carry out means that maintaining heath and safety is a fundamental issue to be managed and a core commitment of the Clifford Group. We have developed a robust system of health and safety management to protect the public and our staff during activities involving asbestos materials. We have developed and implemented a Health & Safety Management System which comprises a set of documented procedures, safe systems of work, an audit and review schedule. The system is maintained by a full-time, in-house Health & Safety team and is certificated against International Standard OHSAS Each of our site teams are regularly audited by our Health & Safety team to ensure best-practice is being implemented. Our health and safety arrangements are also externally audited by ARCA as part of our accreditation with the Association's Site Audit Scheme. In recognition of our structured approach and excellent safety record we have received consecutive Gold Awards, the highest available, from the Royal Society for the Prevention of Accidents (RoSPA).
9 TRAINING We are keen to share our knowledge and experience of managing asbestos with our clients and partners. We offer a number of asbestos-related seminars which can be delivered at clients' premises and adapted to suit the particular requirements of the audience. Asbestos Awareness for Contractors This classroom-based ½ day seminar provides background information on asbestos, how to identify it and what to do in the event that it is encountered on-site. The legal content is explained, what contractors responsibilities are under the CDM Regulations with reference to recent case studies. It is suitable for site operatives and contractors involved in refurbishment, construction and demolition projects. Managing Asbestos in the Workplace This course covers the history of asbestos, typical examples of ACMs and discusses the legal responsibilities that dutyholders have with regard to this potentially hazardous substance. The seminar includes a step-by-step, practical guide on what to do if asbestos is located in workplace premises. It is suitable for employers, landlords, facilities management and maintenance staff as well as Health & Safety professionals. Asbestos Remediation This practical one-day workshop-style course is designed to give asbestos operatives advanced instruction in repair, removal and disposal techniques. The training involves desk study as well as practical training and scenario-based tuition which is carried out in simulated conditions.
