We have studied the bank requirement for the development of RSETI Building at Farrukhabad & Mainpuri Centre. The Bank has clearly state the scope of the work and its requirement.we have also studied the duties list as per annexure enclosed herewith. We are agreeable to undertake the work as per the information furnished by the bank and we submit herewith the price bids in respect of professional fees which is as under. Sr. Parameter no 1. Preparing Standard Layout /Plan The Layout will be revised till its meet the requirement of the Bank. The charges quoted will be inclusive of furnishing details plan, elevation, 3D etc. Preparation of estimate, Bill of quantity, Rate analysis.preparation of required no of tender document issued to the contractors which includes detailed specification of items including civil/electrical /air conditioning /fire safety etc. scrutinizing prequalification application of contractor recommendation,scrutiny of tender,supervision, certification of bills,approval from the statutory approval and all other related function not mentioned here but necessary for smooth completion of work. Professional fees. a Professional fees in terms of % of actual value of work completed..% of actual value of work b. Obtaining the approval from all the statutory bodies whose approval is mandatory for commencement of construction work and occupying the building upon its completion. Please list down the approval necessary for construction. c Project Management charges toward providing full time engineer (3 Year experience qualified (minimum diploma holder) engineer day to day site supervision during actual construction work +till the finalization of bills. The salary of the site engineer will be borne by the Architect including all the site expense. Only statutory payment will be reimbursed upon the receipts of bills. d The consulting Architect visit to the site as when required to ensure the proper supervision.however the travelling expense shall be borne by the bank as per scale iv provision. GENEARL INFORMATION. The government of India has formulated the policy and advised the banks to set up Rural Employment Training Institute (RSETI) in its lead district.the central government has directed state government to make the land available to the bank for construction of own RSETI Building at various centre at a nominal cost. The land is allotted to the bank in the two districts namely Farrukhabad &Mainpuri centre.. The list of the address &plot no are illustrated below. Farrukhabad Centre : Mainpuri centre Plot No:184&188 Daheli,P.O Jaitpur,Near Hariayli Market Bewar Road,Fategarh District. : Plot No:3009,3023,3025,3026 Auden parariya, Mainpuri District. The minimum covered area for construction for RSETI Building should be 8000 sft.the requirement of amenities to the proposed RSETI Building are itemized below. Two to three Class room with toilet facilities (Separately for women and physically challenged friendly ) Two workshops, two dormitories with bath & facilities. One kitchen & One dining hall. One director Room, one administrative room,one store room,two guest room. Three staff quarters including one for director and two for maintenance staff of the institute. One reception counter and one common room for with basic amenities. 1
Scope of work : The selected Architect will have to understand the requirement of RSETI by visiting the allied centre in nearby districts. Accordingly the consulting Architect have to prepare plan providing the best amenities as per requirement of bank to trainees. The plan shall be submitted to local authorities for approval in this regard only legitimate bill will be reimbursed to consulting Architect upon the receipts of bills. The Architect have to work out detailed estimate bill of quantity and submit the same to the bank for approval. The Bank will be inviting tender and work will be awarded to L1 Agency.During the execution, the Architect has to provide quality supervision &certification of work to enable the bank to release the payment raised by the contractors.upon the completion of work the architect will have to obtain completion certificate. The Architect will have to plan,architectural drawing related to plumbing,sanitary work,sewerage,air conditioning,furnishing work,landscape,bore well etc. Duties /scope of work expected from the project Architect. Taking the instruction from the bank visiting the sites,preparing sketch design which shall be in accordance with the local governing codes /standard regulation etc (including carrying out necessary revision till the sketch design are finally approved by the bank)making approximate estimate of cost by square meter, square feet or other wise and preparing reports on the scheme so as to enable the bank to take a decision on the sketch design. Submitting a proper PERTCHART/BAR CHART incorporating all the activities required for the completion of the project well in time i.e preparation of working drawing, structural drawing detailed drawing, inviting tender etc.the program should also include various stage of service to be provided by the project Architect/consultants. Attending the visits of Chief Technical Examiner ( CTE) or any other officers appointed by Central Vigilance Commission, make presentation before the CTE and suggest rectifications, if required and guide the Institute and contractor on the matter. Submitting required drawing to the Municipality and other local authorities and obtaining the approval. Preparing Architectural drawing, structural calculation and structural drawing,layout drawing for water supply and drainage electrical installation telephone Installation, furnishing plan, cross section etc. detailed estimate and all such other particulars as may be necessary for preparation of bills of quantities. 2
Preparing prequalification documents and carrying out scrutiny. Preparing detailed tender document for various trades, general contractors work and specialist services such as water supply and sanitary installation electrical installation,furnishing etc. complete with articles of agreement special condition,condition of contract,specification,bills of quantities including detailed analysis of rated based on market rates times & progress chart etc. Preparing tender notices for issue by bank for inviting tender from prequalified, shortlisted parties on behalf as the case may be for all the trades and submitting assessment reports thereon together with recommendation, specifying abnormally high and low rated items comparative statement, justification for acceptance of contract.preparing contract document for all trades and getting them executed by the concerned authorities. The assessment report shall be based on detailed estimate, proper analysis of rates with constants from an approved standard Handbook and market rate of materials and labour for major items of work costing about 90% of the estimate cost of the work. All commercial conditions shall be evaluated in financial terms instead of merely saying whether a condition may be accepted or not. When conditions are not susceptible of evaluation the alternative procedures of calling all the tenderers for negotiations and asking them to submit final bids based on the terms accepted to the bank may be adopted. Preparing for the use of the bank, the contractors and site staff,4 copies of contract document for all trades including all drawing specification and other particulars,preparing such further details and drawing as are necessary for proper execution of the works. Assuming full responsibility for supervision and proper execution of all works by general & specialist contractors who are engaged from time to time including control over quantities during the execution to restrict variation,if any to the minimum. No deviation or substitution should be authorized by the Architect without working out the financial implication, of any of the contractor and obtaining approval of the bank. However where time does not permit and where it is expedient basis the architect may take decision on behalf of the bank,the total cost of the items deviation of which should not exceed Rs.10,000/- This deviation shall be got subsequently ratified from the bank duly justifying his action at the earliest. 3
Working out the theoretical requirement and actual consumption of cement and steel and any other material specified for each bill. Deploy a full item /temporary site engineer for supervision of proposed work. Checking measurement of work at site.checking contractor bills issuing periodical certificate for payment and passing and certifying the account,so as to enable the bank to make the payment to the contractors and adjustments of all accounts between the contractors and the Bank Architect shall assume full responsibility for all the measurement certified by them. It shall be mandatory on the part of the Architect to check the measurement of various items of the extend of 100% of each item of work claimed in each running bill. The Architect shall endorse the certification in the relevant measurement book recorded by the site engineer. Wherein the contractor has submitted the bills for releasing the payment.the bills should be certified in Standard format as per IBA Norms and duly recommended for payment by the concerned architect. The Architect shall certify after test /commissioning /final inspection and check as the case may be, the application of the work and or satisfactory functioning of the system in service and utilities as the case may be. Submitting a detailed account of steel, cement and any other material that employer /bank may specify and certifying the quantities utilized in the work. Obtaining final completion certificate and securing permission of Municipalities /Gram panchayat and such other service along with a brief report on the project and relevant structure design calculation and submitting & copies of the same for the records of the bank. Further, the Architect shall verify and confirm that identification marks are made on all services installation /cables/wiring/etc for easy identification to carry out maintenance jobs. The Architect shall be wholly responsible for the successful completion of the project in all respects consistent with safety and structural stability from the inception upon handing over occupation to the bank. The Architect shall assist the bank in all arbitration proceeding between the contractors and the bank also defend the bank in such proceeding. The Architect shall furnish one complete set of structural design,calculation and structural drawing for the bank record. Any other services connected with the work usually and normally rendered by the Architect but not referred to herein above. The Architect /consultants shall also assist in inspection & replying to the queries raised by vigilance /audit authorities. 4
The supervising staff deployed by the architect /consultant shall maintain following registers on daily basis i.e duly progress report,site order book,material testing record,high value material receipts register, Hindrance register etc. The Architect /consultants shall conduct site meeting on weekly basis to be attended by the bank /contractor representatives. Any other services connected with works usually and normally rendered by the Architects but not referred to herein above. In case,it is established that due to fault of the Architect /consultant the bank has to pay any extra amount due to over run of the project over measurement faulty description of tender item or any other lapse on the part of the Architect /consultant necessary recovery may be effected from the Architect /consultant fees as per provision of section 73 of Indian contract act 1872 under section 30of Architect Act 1972 control Act No:20 of 1972)besides Banks taking recourse to proceed against the Architect /Consultants for recovery of the extra amount incurred by the bank. The Architect/ consultants liability may be however limited to 105of the fees paid to them. In the event of any dispute difference or quantities arising out of touching or concerning assignment given to you at any of the field office the same shall be referred at the option of either party to the arbitration of sole arbitrator mutually agreed upon and in default of such agreement both the parties shall appoint one arbitrator each and both the arbitrator shall appoint one presiding arbitrator (umpire ).All the arbitrator shall fellow of the Indian Institute or institution of engineers.the said arbitration proceeding shall be under the provision of the Indian Arbitration and conciliation act 1996 together with any statutory modification thereof. The award of the arbitrator or umpire in the case may be shall be final and binding upon the parties. The Architect /consultant shall take proper care in estimating the quantity of work required and shall not increase quantum of work after acceptance of contractor bid. The professional fees to be paid to the Architect shall be restricted to a maximum of 110% fees on the value of accepted tender. The Architect /consultant shall not be recommending mobilization advance to any of the contractor agency.in case the advance is to be paid the same shall carry interest at the rate of PLR and again submission of bank guarantee for equal amount from the prime bank. Under no circumstance you will be submitting recommendation of contract other than lowest. 5
