Goals Goal: General description of the desired outcome Example: Target high-risk, high-need offenders to maximize the impact of the drug treatment court program. Example: Expand the supportive services offered to drug treatment court clients. Center for Court Innovation 13 Objectives Objective: Specific, measurable strategy for achieving a goal Example: Drug treatment court staff will screen all offenders prior to arraignment using a validated risk-need screening tool. Tasks Task: Specific, measurable action items for carrying out each objective. Example: Research and compare available risk needs assessment tools. STRATEGIC PLANNING FOR LOCAL DRUG TREATMENT COURTS Center for Court Innovation 21 Recommended Process 1. Assemble planning committee 2. Decide whether to use an outside facilitator 3. Set aside 1-2 days for initial planning meeting Discuss the overall planning process, develop preliminary vision, mission, and communication statements, and prepare for the needs assessment. 4. Conduct needs assessment (assign tasks to individual team members and/or sub-committees) Allocate several weeks for the needs assessment. Create written summaries of stakeholder interviews, organize data, etc. Center for Court Innovation 22 11

Conducted research, held informal focus groups with practitioners and experts, conducted interviews, and surveyed drug court staff throughout the state The results were a series of findings, each with several related goals and objectives Center for Court Innovation 30 15

Sample Finding New N York does not currently use a consistent t fidelity review process to assess how well the state s drug courts are adhering to the Key Components and related evidence-based practices. A clearly-defined fidelity review model is needed to ensure that the state s s drug courts are in the best possible position to reduce recidivism, promote sustained recovery, and operate in a cost-effective manner. Center for Court Innovation 31 Sample goal Adopt t a clearly-defined l d fidelity review model for all drug courts in the state. The Office of Court Administration will lead the development of a consistent fidelity review model to be used by drug courts throughout the state. This model will set clear requirements for the composition of fidelity review teams, the review process to be used, performance standards to be measured, frequency of fidelity reviews, and other key factors. Objective 1B: Form a committee to guide the design and implementation of the fidelity review model.
