MID-COLUMBIA COUNCIL OF GOVERNMENTS ADVISOR/INSTRUCTOR Part-Time Job Development Emphasis Range 22 JOB DESCRIPTION GENERAL STATEMENT OF DUTIES: Part-Time position (30 hours per week or less) provides training, job development, and placement services for eligible adult and dislocated workers in the employment and training program. Employees may be assigned to one specific area of responsibility or may perform complete scope of tasks. SUPERVISION RECEIVED: Works under the supervision of the Direct Services Manager who reviews for adherence to the instruction on those tasks to be completed and to the appropriate practices. SUPERVISION EXERCISED: Supervision of other employees is not normally a responsibility of positions in this classification. EXAMPLES OF PRINCIPAL DUTIES: (Any single position of a class will not usually involve all of the duties listed and many positions will involve duties not listed.) This position will focus on Job Development activities (See Item #2 below) for Adults and Dislocated Workers primarily. As paid or unpaid Work Experience opportunities occur, host sites in public and Private Non-Profit program will need to be developed. Eligible participants will be matched to host sites in order to gain employment and occupational skills. Job descriptions and work site orientations will be developed along with skill development objectives. Agreements between the agency, host site and participant will be completed and put in place. Participants will be transitioned to the host site with the assistance of the Job Developer, and monitored regularly (i.e.: weekly). Time sheets will be collected and reviewed prior to submission with the agency. This position will provide for ombudsman types of services between the agency, host site and participant and will work to resolve any emerging issues, to assure a successful experience for all parties. This position will assist periodically with the Job Club or other agency activities in order to develop an understanding of the participants work and employment potential and to match works sites and participants. The additional duties that follow may be included in whole and or in part, as determined by the DSM, and the needs of the position. Page 1 of 4 06-07-2012

Performs case management and counseling responsibilities. * Interviews applicants using a variety of interviewing methods. * Provides for testing, scoring, and interpretation of test results for aptitudes, interests, and training requirements. * Develops participant action plans, establishing goals and opportunities. * Maintains accurate, thorough client files and records in accordance with established standards and procedures. * Identifies participants' training needs and determines appropriate training tracks. * Assists participants in maintaining realistic expectations. * Assists participants in identifying barriers, both artificial and real, and develops plan for overcoming barriers. * Provides program tracking via appropriate MIS data/tracking/monitoring system as required by grant contract from enrollment to termination. * Provides follow-up activities after closing files and documents. 2. Provides job development activities. * Maintains communication with public/private community resources. * Assists participants and employers to match people with jobs. * Contacts private business and industry to introduce program services to develop employment opportunities. * Assists employers in maintaining realistic expectations of successful job performance and satisfaction. * Develops training outlines/position descriptions. * Develops OJT and WEX Agreements, matching participant and employer needs; reviews training agreement terms and requirements with employers. * Assures maintenance of effort and union concurrence. * Provides information on wage and hour, child labor laws. * Provides employer and site supervisor orientations. * Assists participants with employer contacts and job search techniques. * Works with employer and employee to problem solve issues that arise to help retain employment. 3. Participates in staffing with other agencies, supervisor, and Employment and Training staff. 4. Promotes program services through community education efforts such as speeches, radio talk shows, and presentations to schools and business group meetings. 5. Coordinates as needed with other organizations and service providers to maintain effective participant and community services. 6. Assesses for, and provides, counseling and supportive services as needed to achieve employment outcomes. * Assesses monetary needs to address barriers to employment. * Completes purchase order request. * Follows up on purchase order and determines outcomes. PHYSICAL DEMANDS: While performing the duties of this job, the Advisor/Instructor is frequently required to sit, talk, see, and hear. The employee is occasionally required to stand, walk, use hands to finger, handle, or feel objects, tools, standard keyboards of office equipment or controls; and reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close vision, night vision, and the ability to focus from near to far or far to near objects.
