(2) CERTIFICATE III in INVESTIGATIVE SERVICES) CPP30607 Introduction Thank you for contacting the Institute in relation to Career Training for the Investigation and Commercial Agents Industry. The AIPD is the largest body representing Private Investigators in Australia and is proactive nationally in the promotion of professional standards and continuous improvement, training & development for its members and the industry. The AIPD published the first National Code of Practice for the Industry, which denotes what is considered presently the best practice educational standards. The document is OH&S based with industry training forming a vital support component. The Certificate III in Investigative Services CPP30607 is the latest version of the investigation training course being part of the CPP07 National Training Package under the Australian Quality Training Framework (AQTF) and replaces the previous course PRS30303 under the Asset Security Training Package. There are few changes in the course. This course has been adopted as a mandatory qualification in most States of Australia and for commercial/private investigation licensing purposes. The NSW Police Registry adopted PRS30303 as part of that State s new CAPI Act 2004 and Regulations 2005, as from 26.5.2006 and now embrace the new CPP30607 in their licensing requirements. This new Course Certificate III in Investigative Services CPP30607 also forms part of the CPD (continuous professional development) initiatives of the AIPD in accordance with the National Code of Practice for Private Investigators in Australia (see www.aipd.com.au), OH&S Laws and the various State and Territory Commercial Agent licensing requirements. It is important to note that this qualification CANNOT be issued by the State or Territory Investigation/Commercial Agent licensing bodies and they DO NOT formulate the actual course or the course content. They can, as a statutory body empowered by law to manage investigation and mercantile licensing, select and cite the actual units of the National Training Packages to meet their requirements. The Unit content and development of the course units emanates from the training industry advisory bodies. This is co-ordinated by the Department of Education Employment and Workplace Relations through its Vocational Education & Training program, the AQTF system that operates very effectively now in all areas of industry and the public sector in Australia. The AIPD is able to offer its members the above course as well as many other industry related Nationally Accredited courses under its Licence arrangements with Ed French & Associates, a leading Registered Training Organisation which has been a registered RTO with the Australian National Training Authority (now Department of Science Education & Training) since 1990. Ed French & Associates also developed the first Accredited Competency Based Security Industry Course in Australia. Upon successful completion of the investigation course and satisfying the required competencies by RPL or by full unit study, you will receive a NATIONALLY RECOGNISED QUALIFICATION CERTIFICATE III in Investigative Services CPP30607 and a record of Achievement listing the Units of Competency you have attained. NSW In NSW you will need to present the Certificate document to the CAPI licensing authorities in NSW when renewing a Private Investigator s License to secure a Master Licence or Operator s Licence under the Police Registry s requirements. recognition of prior learning This is a process to allow Unit credits to persons who have secured the competency knowledge and abilities of a Unit or Units of the Course by previous industry and work experience, duties conducted, employment positions held, roles undertaken or other courses, education, training or qualifications. It is however important to understand that the onus is placed upon the candidate to produce evidence to substantiate competencies in each of the units. The RPL process can reduce the duration of the Course/training required and also the costs. Please inform us if you feel you are already competent in certain areas of the Course so that we can recognise in what areas you are already competent and whether it is deemed from the evidence you provide, that certain units may not be required. Please take into consideration that if you have chosen to enrol for a Full RPL Assessment (which is a much reduced fee from the standard course fee) and it is deemed by our RTO that you do not meet the competency requirement based

(3) CERTIFICATE III in INVESTIGATIVE SERVICES CPP30607 on the evidence provided, of any unit of Unit of the course, then you will have to undertake study of the specific Unit or Units that you do not meet competency assessment. Extra fees are applied for these extra units (presently at $130.00 per unit). Delivery of the extra units can be done by distance learning as per the AIPD current RPL price list. If face to face delivery is a specifically desired requirement by the applicant, extra charges apply and are on a case by case application basis at this time. Entry Requirements for full rpl To secure this qualification under the National RPL process, the applicant must have working experience in the units contained in the course and then must be able to produce suitable evidence to show they have the knowledge and competency standard for each unit. If the evidence is not suitable to secure a Competency level assessment, you will be required to study the unit or units which the RTO Assessor requires. Extra charges apply to each extra unit you need to study, over and above the initial payment an applicant makes for a FULL RPL application. These charges are defined in the Course Registration Agreement which you have already agreed to and also herein. Those that have worked as Licensed Private Investigators or Licensed Sub-Agents or conducted such activities for a Government Department or Agency may be eligible for RPL assessment (Recognition of Prior Leaning) in some of, or even all of the Course units. New Entrants As stated, RPL is subject to the furnishing of adequate evidentiary documentation of competency and experience relating directly to the Course Unit/s. Even if you are a new entrant to the investigation Industry, prior experience in other fields can qualify you for some RPL in certain units of the course. Training & Employment pathways The Course is now a legal requirement for all State P I Licensing. Irrespective of this, it is now incumbent upon Commercial/Private Investigators, Commercial Agents, Governments and the major corporate institutions, (under OH&S Law and its due diligence requirements) in Australia, that persons are properly qualified and trained to safely perform the duties required of them. It is also part of the best practice guidelines contained in National Code of Practice for Investigators and Mercantile Agents in Australia (Reference www.aipd.com.au). This valuable qualification will enable you to apply for a Provisional Practicing Certificate with the Institute to further substantiate your level of competency, expertise and professionalism. Please speak to the AIPD training Officer in relation to the additional qualifications required for a Full AIPD Practising Certificate. The National Practising Certificate is only offered to members that have met the Code of Practice qualifications and quality management standards. We believe this document offers members an advantage when negotiating commercial contracts for the supply of their professional services and also assist their client in the selection of reputable and competent Commercial Investigation service providers. Course Certification In order to achieve a Full Qualification, candidates must demonstrate competency against all 12 core units and the 3 electives. Successful candidates will receive the Certificate III in Investigative Services CPP30607 and a record of Achievement. If only part of the Qualification is completed, the candidate will receive a National Statement of Attainment for the units achieved.

Up to two of the required electives may be selected from other qualifications aligned at the Certificate II, III or IV level in this Training Package or from other relevant endorsed Training Package qualifications aligned at the Certificate II, III or IV level (with a maximum of one unit from Certificate II).
