Job Description Job Title: Compliance Officer Gas and Electrical Grade: Grade 9 Section: Asset Management Reports to: Compliance Manager Responsible for: None The Job Is to: under the direction of the Compliance Manager, take responsibility for the Compliance function associated with all areas of work within WDH; lead on ensuring that all gas and electrical servicing, testing and inspection processes are carried out correctly and remedial/follow on works are undertaken on a risk basis; ensure servicing, testing and inspection process is fit for purpose and that the records and certification is appropriately recorded, validated and current. The Bigger Picture You will: translate strategy, policy and procedures relating to gas and electrical into objectives, KPI s, management information, and assist in production of report to boards and committees; manage up to date information relating to gas and electrical compliance risks including ensuring the operation and development of appropriate data management systems accurately recording all testing, inspection, and remedial works; provide input as required to the development of landlord compliance risk reduction strategy and procurement strategy, contribute towards investment that mitigates risk and work closely with Repairs and Maintenance leads in relation to responsive and void maintenance; assist with compliance and legislative requirements for all investment activities within the region, to include delivery of a comprehensive programme of training in gas and electrical safety; develop and maintain a high level of personal expertise in health and safety compliance legislation;
assist the Compliance Manager in delivering the Gas and Electrical compliance requirements of WDH; enable the continuous development of working standards and practices to comply with recognised performance standards and achievement of agreed targets and objectives; contribute to the overall work of the health and safety function through attendance at appropriate meetings, to include making presentations to groups of employees and managers, and undertake projects or any other duties commensurate with the overall purpose of the job and the grade The Day to Day You will: undertake audits on direct labour/sub contract electricians and gas engineers as well as offer advice and guidance to the compliance manager on electrical matters. contribute towards the development of systems and processes to ensure effective Health and Safety management in all areas within the organisation; contribute to and be part of the compliance team with the Asset Management department at WDH; support the compliance manager and wider compliance team with any technical advice; contribute to the compliance forum and compliance dashboard on your compliance related findings; develop safe systems of work, risk assessments, to ensure all unsafe work practices related to gas and electrical are eliminated from within the organisation; provide complex advice and guidance to managers within the existing compliance policies and procedures, promoting awareness and commitment to compliance Health and Safety, and keep up to date regarding developments and best practice in compliance to enable, in consultation with the Compliance Manager, appropriate policies and procedures to ensure WDH meets its legal responsibilities and that managers are provided with timely advice. Personal Skill Characteristics Qualifications and Training A qualification at Level 3 of the Qualification and Credit Framework in a relevant subject area, for example a City & Guilds Level 3 2391 Inspection & Testing or equivalent. A willingness to undertake a relevant gas qualification A willingness to undertake a qualification at Level 4 of the Qualification and Credit Framework in a relevant subject area, for example a City & Guilds Level 4 or equivalent. Ability to produce and write detailed audit reports when inspecting the work of others Capable of delivering results to tight deadlines and under pressure.
