Dudley Council for Voluntary Service (Dudley CVS) is delighted to hold the contract to deliver Healthwatch Dudley, the champion for health and care services in Dudley borough. From April 2013, Healthwatch Dudley has been the influential and effective voice for local people and a key stakeholder in the local health and care system. Dudley borough boasts a diverse community with a wide variety of health issues. This independent service provides meaningful opportunities for local people to influence how health and care services are provided. We are now looking for a talented, knowledgeable and experienced person to take over from our existing Chief Officer, leading the team into an exciting future. What is Healthwatch? The Health and Social Care Act 2012 made way for a new champion and Healthwatch was launched in April 2013. The service operates on two levels, nationally through Healthwatch England and regionally through 148 local Healthwatch organisations. Healthwatch gives people a stronger voice to influence and challenge how health and care services are commissioned and delivered in their areas. Healthwatch in Dudley Borough Dudley Council has responsibility for commissioning the local Healthwatch service and awarded the contract to deliver Healthwatch to Dudley CVS. We have a dedicated team of staff and volunteers that support Healthwatch Dudley in ensuring the voices of local people are heard and listened to by commissioners and providers of health and care. Healthwatch Dudley operates independently of Dudley CVS and has its own board that is made up of voluntary and community sector representatives, members of the public and people who access health and care services in Dudley borough. About Dudley CVS Dudley Council for Voluntary Service represents and support voluntary and community sector organisatons, groups and their volunteers within Dudley borough. It provides networking and training opportunities to facilitate the sharing of knowledge, improved planning and enhanced fundraising activity to build a stronger and more resilient voluntary sector. Travel throughout the Borough is an essential part of this role. Context and main purpose of job Healthwatch is the champion for health and care for people living in England. Healthwatch Dudley supports Dudley borough residents and Healthwatch England provides national advice and guidance. To provide strategic support, leadership and management to ensure a trusted, inclusive, collaborative, challenging and influential Local Healthwatch. To have the skills to create a successful new independent social enterprise, with a diverse range of income streams if future developments are required. To ensure that the work of Local Healthwatch conforms to all required principles, objectives and statutory obligations, and meets contract requirements between Dudley CVS and Dudley Council. Main duties and responsibilities 1. Strategic To support the Chair and Board on all issues, including leadership and governance of Healthwatch Dudley to enable it to prepare for and fulfil its statutory responsibilities, as contracted by Dudley Council. To work with the Healthwatch Dudley Board to formulate and review the vision and strategic plan and monitoring outcomes of work against plans and targets. To be responsible for staff leadership, management and administration of Healthwatch Dudley in the execution of the Board s plans and decisions. Support the Chair with respect to the continued engagement and involvement of all members of the Board and the agreed process of self assessment and development. Plan long term for the sustainability of Healthwatch, developing funding strategies and lead the submission of applications for funding and tendering opportunities as required. Initiate and maintain good working relationships with commissioners, key health and social care providers, formal partnerships and boards. Build on existing strong relationships with local voluntary organisations, community and faith groups and social/micro enterprises. Engage with people (volunteers, citizens and communities) so they can have a voice in influencing their health and care, with a particular emphasis on those marginalised in mainstream routes to influence. Work with all of the above to develop Healthwatch Dudley, including the governance structure, the involvement of the public and people who access health and care services, communications and performance management. Lead, facilitate and implement delivery plans for Healthwatch Dudley, in conjunction with sustainability of Healthwatch governance structure and Board. Facilitate collaborative relationships. Work closely with stakeholders (external and internal) to ensure that Healthwatch Dudley continues to promote an assertive and credible presence with an ethos of collaboration to influence - locally, regionally and nationally. Maintain positive and constructive working relationships with local stakeholders and national bodies such as Healthwatch England and the Care Quality Commission. Take responsibility for ensuring the contract requirements of Healthwatch Dudley are fully met. Represent Healthwatch Dudley at relevant strategic planning and operations meetings to include Health and Wellbeing Board, Dudley Clinical Commissioning Group Board, Children and Young People s Alliance, Adults Alliance and Dudley Adult Safeguarding Board. 2. Financial management Oversee budget design, monitoring and reporting to comply with all requirements; including producing accurate reports and spreadsheets, budget forecasts and proposals. Report to and work with Healthwatch Dudley Board, Dudley CVS Chief Executive and Treasurer; ensure sign off for budget changes where needed, and monthly review of expenditure. Ensure that required reports for Healthwatch Dudley Board, Dudley Council and the Department of Health are produced within deadlines and in the required formats. Monitor expenditure against budgets; negotiate variations to contract if required. Identify new income streams and scope for expanding the work of Healthwatch. 3. Operations management Recruit, induct, support and line manage a team of paid staff and volunteers using Dudley CVS employment and volunteer policies and procedures. Build a strong, effective and motivated team with personal and team work plans and objectives. Ensure that the Healthwatch team is delivering to agreed communications and engagement approaches and strategies, using Healthwatch Dudley branding effectively and appropriately. Ensure that staff and volunteers have access to appropriate training and development opportunities and are supported as needed to take advantage of them. Work to Dudley Safeguarding policies and practice, e.g. ensuring that DBS checks are managed according to regulations. Contribute to Dudley CVS s leadership team and operational activity as appropriate to the work of Healthwatch to ensure genuine added value for Healthwatch Dudley. 4. Information Management With partners, ensure that appropriate systems to signpost people to health and care services, information, support and guidance are shared, up to date and accessible. Ensure that the Healthwatch Dudley team maintains appropriate information, evidence and records. Ensure that all those involved in Healthwatch activities are able to use accessible data, information and record keeping systems, and are complying with policies and procedures including General Data Protection Regulation. Other requirements: Willing to work flexible hours and travel across and outside the borough.
