History District Guidance February 2010 Modeling Procedure To Address The New Federal 1 hour NO 2 Standard April 2010 3 Tiers 1) Maximum hour over the modeling period, 2) 8 th highest hour over the modeling period, and 3) 98 th percentile over the modeling period. NO 2 Post-Processor 98 th percentile (5yr average of the daily 1-hour maximum by receptor) Paired-Sum 5

History District Guidance EPA clarification memoranda's in June 2010 Assessment of Non-Regulatory Option in AERMOD which provided for: Tier 4) Paired-Sum Addressed Appendix W Section 3.2.2 (e) requirements for alternative model use (OLM / PVMRM)» i. The model has received a scientific peer review;» ii. The model can be demonstrated to be applicable to the problem on a theoretical basis;» iii. The data bases which are necessary to perform the analysis are available and adequate;» iv. Representatives from Air Districts in California California Energy Commissions With input from California Air Resources Board and EPA Region IX 7
