2 Section 126 Clean Air Act A state may petition the Administrator for a finding that a major source or group of stationary sources emits or would emit any air pollutant in violation of the prohibition in 110(a)(2)(D) (Prohibits a source in one state from causing or significantly contributing to a NAAQS violation in another state)

4 Portland Generating Station Located in Pennsylvania but within 500 feet of New Jersey Unit 1 Coal-fired, 160 MW / 1958 Unit 2 Coal-fired 240 MW / 1962 No existing emission controls for SO 2, ESP for particulate matter controls, low-nox burners In 2009, the facility emitted more SO 2 than all units in the entire State of New Jersey

10 Use of Calpuff Based on EPA Guidance CALPUFF - apply at locations with complex, non steadystate local winds generated by terrain variations. CALPUFF can be approved for use if: 1) There is an applicable performance evaluation 2) CALPUFF performs better for the given application than EPA s preferred model (AERMOD) CALPUFF/AERMOD Validation Study (see CALPUFF and AERMOD Model Validation Study in the Near Field: Martins Creek Revisited, A. Dresser and R. Huizer, June 2011 Journal of AWMA)
