specific tasks on the European Central Bank (ECB) concerning policies relating to the prudential supervision of credit institutions on the basis of Article 127(6) of the Treaty on the Functioning of the European Union. In order to establish its prudential supervisory function, the ECB is seeking a professional with substantive experience in the development and application of internal models, gained in a supervisory authority, commercial bank, or in related consulting services, to fill the following position: Head of Internal Models Division; The Directorate General Micro-Prudential Supervision IV will be responsible for carrying out horizontal supervision and specialised expert functions (in areas such as supervisory quality assurance, supervisory policies, the development of methodologies and standards, authorisation, enforcement and sanctions, crisis management, capital market risk analysis and model validation, bank governance and business models, and on-site inspections). The main task of the Internal Models Division will be to ensure the consistency of supervisory approaches and the uniform interpretation of the internal models used by credit institutions and to review the joint supervisory team (JSTs) draft decisions before they are submitted to the Supervisory Board. Furthermore, the Division will participate in the further development of internal model-related supervisory methodologies both by the supervisory policy and methodology function and by the standards development function, and will support the JSTs by providing expert support to the latter s work on the approval and ongoing supervision of Pillar I and Pillar II models. Main tasks of the Head of Division: The successful applicant will be entrusted with the following main tasks: managing the Division so as to ensure the efficient and effective fulfilment of its tasks; dealing with matters pertaining to, among other things, the Division s human resources, budget, performance, output and longer-term strategic direction; establishing and maintaining a high level of expertise in the Division s field of responsibility in order to provide sound guidance to the Deputy Head of Division and the staff members in carrying out their duties; establishing an appropriate working atmosphere that is conducive to the fulfilment of the Division s tasks, by taking all appropriate action to ensure that staff remain motivated, competent and committed to achieving the goals set; setting the agenda for the Division, developing annual work programmes, managing the divisional budget and building up appropriate and sustainable working structures; supervising the Division s activities related to the preparation of notes, memos, external publications (including the ECB s official publications) and dossiers for the SSM Supervisory Board and the ECB s decision-making bodies; providing advice in the Division s area of competence to support the decision-making bodies and senior management;
representing the Division and the ECB at meetings as well as on a range of internal and external committees and in other high-level fora, and maintaining regular contact with all strategic partners and counterparts in supervisory authorities, institutions and bodies. Qualifications, experience and skills Applicants must have the following knowledge and competencies: Job-specific technical competencies a master s degree in a relevant field, preferably in mathematics, physics, statistics or econometrics, or a bachelor s degree in one of these fields combined with at least four years of relevant professional experience; ideally, five or more years of professional experience (or nine or more years in the case of a bachelor s degree, as mentioned above in banking supervision, financial stability, financial or legal services or in the coordination of relevant internal and international policies or related consulting services; ideally, four years or more of experience in successfully managing and leading a team of highly qualified staff; sound experience in the development of own models in a commercial bank would be a very strong asset; sound professional experience gained in central banks, (banking) supervisory authorities and/or an international organisation or an EU institution, body or agency would be an asset; proven expertise in advising policy-makers, ideally in a central bank, (banking) supervisory authority or major international organisation, on the discharge of their key duties would be an asset; a proven ability to work with multilingual and multicultural teams would be an asset; direct exposure to the establishment of the banking union or experience in setting up an international organisation would be an asset; Generic technical competencies: an advanced command of English with proven drafting ability; a good knowledge of at least one other official language of the EU is also required;
knowledge of other EU languages would be an asset; a good knowledge of the working methods of the Eurosystem and the European System of Central Banks and/or other relevant European and international fora would be an asset; Working modalities examines issues critically and adopts relevant approaches geared towards successful business solutions; has an informed and balanced perspective when forming policy judgements; understands what motivates staff, finds ways to harness this motivation in order to attain organisational goals and has a number of well-established ways of defusing tension and coping with work pressure; builds relationships of mutual trust by giving reliable advice based on his/her understanding of issues relevant to the Division and the institution as a whole, and gives timely and constructive feedback, both negative and positive, to those who report directly to him/her; communicates complex issues in a clear and effective manner to varying audiences and ensures mutual comprehension; negotiates skilfully in difficult situations involving both internal and external parties and establishes mutually agreeable solutions; establishes and maintains cooperative relationships with staff and management at all levels, both inside and outside the organisation; understands the key organisational goals and the wider context in which the ECB works; possesses the highest degree of loyalty to the ECB s objectives and shows outstanding commitment to the achievement of organisational goals. Further Information Five-year fixed-term contract, with possible conversion to a contract of indefinite duration subject to individual performance and organisational needs. The successful candidates will be expected to perform regular business trips.
