DIRECTOR OF TRANSPORTATION & SCHOOL SAFETY FLSA STATUS: EEMPT Last Revised: 3/2010 Created: 05/2018 DEFINITION Provides direction and management oversight for overall operation of the department to include driver training, dispatch, administration, payroll, finance and budget planning, new and existing equipment, State and Federal laws/compliance, and vehicle maintenance. The incumbent will also lead the initiative of school safety to include; development and coordination of school safety/security plans. SUPERVISION RECEIVED AND EERCISED: Under general direction of the Superintendent and/or designee. Supervises department staff; clerical support, garage mechanics, garage manager, school bus drivers and bus monitors. ESSENTIAL FUNCTIONS: Performance of these functions is the reason this job exists. Assigned job tasks/duties are not limited to the essential functions. 1. Provides leadership in managing, directing, and coordinating safe, efficient, and economical operations of the school and activity bus system within the school district. 2. Coordinates the organization, staffing and operational activities for the Transportation Department including bus route planning, bus driver training and vehicle maintenance. 3. Participates in the development and implementation of goals, objectives, policies and priorities for pupil transportation services; identifies resource needs; recommends and implements policies and procedures. 4. Selects, trains, motivates and evaluates Transportation Department personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. 5. Directs coordinates and reviews the work plan for the Transportation Department; meets with staff to identify and resolve problems; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures. 6. Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff, implement improvements. 7. Coordinate transportation services with those of other divisions and outside agencies and organizations; provide staff assistance to the Assistant Superintendent; prepare and present staff reports and other necessary correspondence.

8. Participates in the development and administration of the Pupil Transportation Services Program budget; forecast additional funds needed for staffing, equipment, materials and supplies; monitor expenditures; recommends adjustments as necessary. 9. Investigates accidents and incidents involving District buses; negotiates and resolves sensitive issues and complaints concerning pupil transportation. 10. Reviews bus misconduct reports; interviews students regarding behavior problems; contacts parents; schedules and attends conferences between drivers, students and parents concerning student behavior; determines and implements appropriate disciplinary action in conjunction with site administrators. 11. Conducts safety-training meetings for all drivers; train drivers as necessary to quality for commercial driver s licenses. 12. Serves on the District Safety Committee and the Discipline and Attendance Committee. 13. Participates in Special Education IEP meetings as appropriate under the direction of the Director of Special Services. 14. Develops school safety plans that would help direct emergency responses. 15. Establishes and maintains a district Safety Program including; appropriate lighting and signage; building safety systems; building surveillance systems; equipment identification procedures; student and personnel identification procedures; visitor registration and identification procedures; emergency plans for evacuations; lock downs and other crisis, safety staff orientation and training programs; effective and efficient deployment of safety personnel; and coordination of services with local, State and Federal Law Enforcement and emergency agencies. 16. Coordinates district collaborative efforts with municipal agencies for accident investigations, crossing guard deployment, law enforcement, traffic management, protection of property, health and fire inspections, and the development of emergency plans. 17. Serves as the district liaison to Federal, State, County and local investigative, law enforcement, and judicial agencies, civil defense and emergency planning committees. 18. Performs related duties and responsibilities as assigned by the Superintendent and Board of Trustees.

QUALIFICATIONS Knowledge, Skills and Abilities: (KSAs are the attribute required to perform a job; generally demonstrated through qualifying experience, educations, or training.) Knowledge, Skills and Abilities: Federal and State regulations regulation regarding school transportation, including vehicle specifications; Supervisory, administrative and organizational techniques; Preventative maintenance techniques; Moderate to advanced computer/technological skills, including spreadsheets, databases, accounting software, and purchasing software; Use good judgment in applying established guidelines to solve work problems; Work independently and without close supervision but as directed by the Superintendent; Direct others in the safe operation and maintenance of the District s Transportation Department & School Safety program; Handle multiple assignments, with shifting priorities, to meet established deadlines; Communicate effectively with all people contacted in the work environment, including staff and the general public; and Understand and carry out moderately complex written and oral instructions. Experience and Training Guidelines - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education, Training and Experience: Five (5) years progressively supervisory experience in student transportation administration and a broad knowledge of school safety planning. An Associate s Degree with major coursework in business or public administration or a related field; or any equivalent combination of experience and training, which provides the knowledge, skills and abilities to perform the work; experience working in a school district, governmental agency or institutional setting highly desirable. High school diploma or equivalent (GED) Required Certifications and Licenses: A valid Nevada driver s license; license must be maintained for the duration of the assignment. A Nevada Class B commercial driver s license with passenger endorsement. License must be maintained for the duration of the assignment.

A valid driver trainer certification issued by the Nevada Department of Education. Certification must be maintained for the duration of the assignment. Must have sufficient grasp to maintain control of steering a commercial vehicle. (Federal Motor Carrier Safety Reg. 391 a person shall not drive a commercial motor vehicle with an impairment of a hand or finger, which interferes with préhension or power grasping. Pushing/Pulling: Up to 150-175 lbs., transitioning student(s) in wheelchairs on/off the bus. Physical Demands: Occasional balancing, lying on back/stomach, and crawling. Frequent standing, walking, climbing, pushing, pulling, bending, twisting, kneeling, stooping, crouching, reaching, handling, and repetitive fine motor activities. Requires sitting for long periods of time. Walking up to 500 feet at any one occurrence without rest. Climb steps and curbing constantly. Neck motion, continuous neck motion and flexion is performed throughout the work shift. Vision, frequent near and far acuity, depth perception, focal length change, color vision, and peripheral vision. Hearing/Vision, constant looking and listening to identify hazards and/or emergency vehicles far enough in advance to react. Hearing and speech to communicate in person, over the telephone, or by two-way radio. Environmental Conditions: Climate controlled office setting and exposure to weather with temperatures ranging from mild/moderate to extreme cold/heat. Exposure to noise levels ranging from moderate to very loud for occasional to frequent time periods. Hazards: Furniture, playground/office equipment, communicable diseases, chemical and fumes (as related to specific assignment), and power/hand-operated equipment, and machinery (as related to specific assignment).
