1 TOWN OF BRECKENRIDGE POSITION DESCRIPTION Position Title: Mechanic Department: Public Works Division: Fleet Position Classification(s): Regular/Full Time Pay Plan Level(s): 65-NE Work Status/Schedule(s): Full-time, Year-Round, with variable hours and schedule. FLSA Status: Non-Exempt [Classification, Pay Plan Level and Work Status subject to change, based on management needs] I. NATURE OF WORK The incumbent in the Mechanic position performs the various operations of the Fleet Division including, but not limited to, Fleet service records; divisional purchasing; fleet repair & maintenance services; performance of preventive maintenance and skilled mechanical repairs and services on light and heavy equipment, Town vehicles, specialty power equipment, attachments, and shop tools. The incumbent also performs various welding design and fabrication projects. Incumbents in the position are required to perform work in a manner consistent with and exemplary of the Town s Leadership Values & Philosophies and the Town s Equal Opportunity Employment policy. II. III. IV. SUPERVISION RECEIVED The incumbent in the Mechanic position works under the direct supervision of the Fleet Manager and Fleet Supervisor and the indirect supervision of the Public Works Director and Assistant Directors. The individual works cooperatively with other divisions and departments with respect to project specific activities or assigned work. In addition, the incumbent will oversee the results of outside suppliers and vendors to complete certain maintenance and repair items requiring the expertise of a mechanic, welder or other technical vendor or contractor. SUPERVISION EXERCISED None. KNOWLEDGE, SKILLS & ABILITIES The following Knowledge, Skills and Abilities are required for incumbents in the Fleet Mechanic position: 1. Knowledge of the operation and repair of gasoline and diesel engines, and electrical, hydraulic, chassis, and suspension systems. 2. Knowledge of the assembly, adjustment, and maintenance of a diversified automotive and light/heavy equipment fleet. 3. Knowledge of fleet testing and diagnostic equipment. 4. Ability to effectively and efficiently use shop tools and equipment for the repair & maintenance of the Town fleet. 5. Ability to use and maintain the fleet records system. 6. Ability to weld all common metals in all positions. Page 1 of 6

Ability to operate all light and heavy vehicles and equipment (including specialty equipment) in the Town fleet for the purpose of testing or transporting same for repair and maintenance purposes. This includes the ability to maintain a valid CDL license with P2 endorsement, or ability to obtain same within 60 days of employment. 8. Ability to maintain an accurate and effective inventory of all shop tools, equipment, parts, and supplies. 9. Familiarity with all applicable regulations, rules and standards pertaining to the efficient operation of a Fleet shop. 10. Computer skills. 11. Ability to visually discern colors and distance, communicate effectively via radio, maintain effective working relationships and communication with other employees, supervisors and with the general public. 12. The ability to work as an individual and as a member of a team. 13. The ability to communicate effectively in English (both orally and in writing) including the ability to interpret technical information. 14. The ability to effectively perform a wide variety of activities directed at achieving Town of Breckenridge goals in the areas of risk management, customer service, communications, safe work performance, and customer safety. 15. The ability to prioritize & multi-task. 16. The ability to anticipate and respect the needs and interests of others. 17. The ability to remain calm under stress. 18. Knowledge of safe operational procedures and ability to detect hazards and violations and recommend corrective actions. 19. The ability to train others in operational and developmental functions. 20. The ability to use independent judgment in routine and non-routine circumstances, and in critical situations. 22. The ability to establish and maintain good relations with all Town departments, employees, senior management, co-workers, and the public. 23. A combination of technical skills, analytical skills, organizational skills, communication skills, interpersonal relations skills, and professionalism is required. 25. Ability to obtain and hold a Commercial Drivers License (Class B, P2 Endorsement) 26. Ability to work assigned shifts (including early mornings, days, nights, weekends, holidays) 27. Knowledge of safe driving, general operational procedures, and ability to detect hazards and violations, and recommend and follow up on potential corrective actions 28. Able to meet requirements for CDL holders with respect to the Town s drug & alcohol policy. 29. Ability to meet Department of Transportation physical requirements for CDL drivers V. VI. ESSENTIAL JOB FUNCTIONS Fleet Mechanics are assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the Town, Department Division and pursuant to laws, regulations and practices. Incumbents in this position must be able to successfully perform, occasionally may be responsible for and/or assist in the fulfillment of many job functions and duties. Essential job functions for Fleet Mechanics include, but are not limited to the following: 1. Achieves Town goals, as they relate to this Division, in the areas of risk management, customer service communications, job knowledge, and safety. 2. Maintains work orders, service records, maintenance schedules, computer data updates, reports, requisitions, spare parts, accessories, and parts inventory control. 3. Performs preventive maintenance on all Town vehicles and equipment including specialized items of small equipment. Effectively repairs all system equipment including gasoline and diesel engines, chassis, bodies, electrical systems, special attachments, and other types of equipment. 4. Diagnoses mechanical, hydraulic, and electrical systems through the use of visual inspection, road testing, and/or the use of testing equipment or devices. Initiates and completes needed repairs. 4 5. Installs specialized mechanical and electrical accessories on and in all types of equipment or vehicles in the Town fleet. Repairs and maintains/adjusts front & rear axle assemblies, drive lines, transmissions, transfer cases, clutches, steering, suspensions, transaxles, ignitions, brakes, fuel injection systems, carburetors, electrical systems, air conditioning systems, and hydraulic systems. 6. Ensuring equipment and vehicle operators are familiar with specific inspection and minor maintenance procedures. 7. Actively participates in and assists with implementation of safety programs; engages in safe work practices; maintains awareness and an ability to perform work consistently with material safety data sheets and other safe practices outlined by management or expected in the occupational area. 8. Performs design welding and fabrication as well as maintenance welding for repair or modification on chassis and implements. 9. Performs engine and component rebuilding as necessary. 10. Assists in the effecting completion of safety matters relating to the Fleet operations for employees and the public. 11. Strives to ensure quality control of outside services on the Town fleet. 12. Assists with control of inventories. 13. Assists in the preparation of purchase specifications. 14. Performs required on-call Fleet duty and, therefore, demonstrates availability on certain evenings, weekends, holidays, etc. 15. Responds to Fleet emergencies or customer service needs within 1.5 hours when on-call and, therefore lives within a 55-minute drive time to Breckenridge town limits. 16. Assists in the coordination of outside service repairs with contractors. 17. Keeps internal customers informed of vehicle/equipment downtime necessary for repairs. 18. Establishes and maintains good working relationships with co-workers, other divisions, other departments, and the public. 19. Driving and operating vehicles safely and efficiently in accordance with local laws and ordinances, and Town standards and guidelines for commercial drivers. 20. Observing, documenting, reporting and addressing vehicle safety or other safety issues to appropriate individuals (Fleet Manager or handling independently) 21. Coordinating and communicating with other PW and Town staff to determine the safety and serviceability of the vehicle 22. Supporting, and communicating with supervisors and co-workers regarding routine and non-routine work related issues or concerns 23. Fleet Mechanics are responsible for modeling proper operational procedures within the established divisional guidelines and practice; and for setting an example for team membership to include a positive attitude, safety awareness, superior service delivery, and professionalism in the workplace OTHER DUTIES: Depending on organizational need, incumbents may be assigned various other duties which may include, and not be limited to the following: 1. Maintaining required certifications and licenses and immediately notifying management of any incident which could impact license status and ability to meet essential job requirements. Page 4 of 6
5 2. Performing assigned duties on various committees and in meetings. 3. Performing related work and assisting other departments as necessary. 4. Continuing job knowledge and learning in order to remain aware of current methods and procedures 5. Other miscellaneous support functions as assigned. VII. MATERIALS AND EQUIPMENT USED Materials and equipment used include, but may not be limited to the following: a. EQUIPMENT: Position requires the operation of various vehicles including buses, heavy equipment, light equipment (golf carts/other), staff vehicles, and other light vehicles. Additional equipment use includes, but is not limited to refueling stations, fluid dispensing systems, hand- tools, bus/car wash facility & equipment, two-way radios, computers, calculators, copiers, printers, fax machines and telephones. b. MATERIALS: Position requires the use of paint (colored), non-hazardous and hazardous chemicals, fuels, grease, degreasers, paint thinner, cleaning supplies, fuel, oils, lubricants, antifreeze, battery acid, solvents, office supplies and other materials used in the maintenance of vehicles. VIII. WORKING ENVIRONMENT, PHYSICAL ACTIVITIES & REQUIREMENTS The working environment, physical activities and requirements may include the following: 1. Working Environment: Work is performed in an outdoor and indoor environment with exposure to a variety of adverse weather conditions and temperatures, snow, slippery/uneven surfaces, mud, snow, water, electricity, loud noise, vibrations, dust, fumes, limited ventilation, machinery, and materials listed above; working under vehicles/equipment and in confined spaces, on ladders/scaffolds; public contact, working alone and as a member of a team. 2. Physical Activities: Physical activities include heavy lifting and carrying (over 45 lbs.); pulling, pushing, reaching, walking, standing, sitting, crawling, kneeling, repeated bending, use of hands and fingers, use of both eyes for sight, including ability to distinguish color and distance, hearing, extensive use of arms and legs to climb on top of, under, in and around equipment and facilities; work in proximity and use of computer screens; verbally communicating, operating motorized vehicles and equipment, and moving objects, components, parts, tires, oil drums and other equipment, tools and machinery. 3. Work Schedule: Work schedule may include days, nights, weekends, and holidays, extended shifts and overtime as needed due to urgent priorities or as scheduled. 4. Safety Sensitive: This position is considered safety sensitive by the Department of Transportation (DOT) Federal Transit Administration DOT FMC and FTA regulations. The incumbent in this position operates Federal Motor Carrier Safety Administration vehicles in a test driving function; operates Federal Transportation Administration Revenue Service vehicles in a test driving function; and, performs maintenance on revenue service vehicles used to transport passengers as part of a public transit system. The incumbent must pass a Department of Transportation (DOT) Federal Transit Administration (FTA) preemployment drug test. The incumbent may also be subject to random drug and alcohol testing while employed in this capacity by the Town. 5. Furnish mechanics hand tools adequate to perform the job functions safely, efficiently and in accordance Page 5 of 6
6 with industry standards. IX. EDUCATION, EXPERIENCE AND FORMAL TRAINING 1. Minimum of one year of experience in the repair and maintenance of motorized vehicles and mechanical equipment. 2. Minimum of High school diploma or equivalent GED required. 3. Evidence of continued advancement in technical knowledge and skills X. LICENSES & CERTIFICATES 1. Valid CDL with Class B, P2 Endorsement or ability to obtain within 60 days of hire. 2. Valid Federal Motor Carriers (FMCSR) Medical Examiners Certificate or ability to obtain in 60 days. 3. Pre employment drug and alcohol testing required at time of hire. 5. Qualified Annual Vehicle Inspector Certification or ability to obtain within 90 days. 6. Underground Storage Tank Operator Certification or ability to obtain as required to meet the organizations need. 7. Motor Vehicle Air Conditioning Certification section 608 and 609 or ability to obtain within 12 months of employment or as required to meet organization needs. Incumbent s driving record will be reviewed on a regular basis and must be in compliance with organizational standards and policies. Further, incumbents are required to notify the Town, their supervisors and/or manager of any motor vehicle violation (except parking citations) at the time of issuance (immediately upon receipt of the ticket/violation, or upon the next working shift). This requirement exists, regardless of whether the incumbent plans to challenge the violation in court.
