None STAFF RECOMMENDATION: POSTPONE until the April 14, 2016 MPC meeting as requested by the applicant. COMMENTS: The applicant is proposing to subdivide this 4.7 acre tract into 6 detached residential lots at a density of 1.28 du/ac. This property which is zoned R-1E (Low Density Exclusive Residential) is located on the northwest side of Broome Rd., just north of Chadwick Dr. The R-1E zoning district has a minimum lot size requirement of 7,500 square feet with no minimum lot width requirement. The proposed lots range in size from 20,280 square feet to 34,870 square feet (0.47-0.8 acres). The proposed minimum lot width will be 75'. Since Broome Rd. is classified as a major collector street, all lots will be required to have a turnaround area for the driveway so that vehicles will not have to back out onto Broome Rd. subdivision's entire street frontage of Broome Rd. The sidewalk will be installed prior to approval and recording of a final plat for this subdivision or a bond shall be posted with the City of Knoxville Department of Engineering to guarantee such installation. The applicant has identified on the concept plan approximately 1.2 acres of the property to be available for transfer to three existing lots located on Mars Hill Rd. (identified as Lots 7-9 on the concept plan). The resubdivision of this property would have to follow platting procedures that would not result in an increase in the total number of lots (maximum of 9 lots as designated on the concept plan). ESTIMATED TRAFFIC IMPACT: 78 (average daily vehicle trips) Average Daily Vehicle Trips are computed using national average trip rates reported in the latest edition of "Trip Generation," published by the Institute of Transportation Engineers. Average Daily Vehicle Trips represent the total number of trips that a particular land use can be expected to generate during a 24-hour day (Monday through Friday), with a "trip" counted each time a vehicle enters or exits a proposed development. ESTIMATED STUDENT YIELD: 2 (public and private school children, ages 5-18 years) Schools affected by this proposal: West Hills Elementary, Bearden Middle, and Bearden High. School-age population (ages 5 18) is estimated by MPC using data from a variety of sources. While most children will attend public schools, the estimate includes population that may be home-schooled, attend private schools at various stages of enrollment, or drop out of the public system. Students are assigned to schools based on current attendance zones as determined by Knox County Schools. Zone boundaries are subject to change. Estimates presume full build-out of the proposed development. Build-out is subject to market forces, and timing varies widely from proposal to proposal. Student yields from new development do not reflect a net addition of children in schools. Additions occur incrementally over the build-out period. New students may replace current population that ages through the system or moves from the attendance zone. School capacities are subject to change by Knox County Schools through building additions, curriculum or scheduling changes, or amendments to attendance zone boundaries. MPC's approval or denial of this request is final, unless the action is appealed to Knox County Chancery Court. Kliefoth" <kliefoth2@earthlink.net> Good afternoon to you all, I am writing to you today regarding Brian Rowe's proposed neighborhood concept that will be heard Feb 11th 2016, Agenda number 16 2 SE 16 C. After reviewing the proposed project there are some concerns that come to mind. 1.) Broome Road at the point of concern has a very sharp curve in the road, I live 3 houses up from that curve I hear the cars/trucks who slide off the road from going too fast. Normally I will use my truck to pull them back onto the road, some wind up calling tow trucks ( this happens only on the North West side of Broome). Albeit this occurs only 4 or 5 times a year. However, this is where the proposed driveways will be which brings up sight distance issues to me. 2.) Given the width of the properties and the fact that West Hills homes are historically built parallel to the road we are concerned of the size, layout and style of housing that will be built. Because of the gas line as well as water drainage put on the properties it leaves very little space to build housing consistent with the integrity of the existing housing. If I could ask you to drive by the area on Broome Road, Kempton and Westborough you will see the size and style of housing that exists and have access to Broome Road.. There is not enough buildable property to warrant that size of housing. The neighbors would be more likely to welcome 3 houses on that amount of land rather than 5. We are not opposed to the development of the property we are concerned about the size of the homes being consistent with the existing structures. I live diagonal from Brian Rowe, I have welcomed him into the neighborhood, our children have begun to see each other from time to time. I am not making this personal and I have told Brian that I never intend on making it personal. My position is to step up and defend the Neighborhood and make sure it's integrity is kept fore front. Yes, there are smaller homes just south of the project area however those hoses do not have access into West Hills or Broome Road and are not considered part of West Hills. As the President of the West Hills Community Association, I have asked Brian Rowe to come address the neighborhoods concerns ( which Brian has agreed to do.) at our Monthly Neighborhood Association meeting (February 15th our meetings used to fall before MPC, however, since MPC changed the day ours now falls after your meeting.) to give him the opportunity to address any concerns in a more private setting as well as to not take time to address these issues on Feb the 11th resulting in wasting your time. I hope you will consider West Hills Inviting Brian to our meeting so he can describe the project as showing our willingness to hear him out and work with him. I think it is very important for a Developer and a neighborhood to have the time to get together and discuss this before any final rulings occur. I hope you would agree with that thought process and consider postponing any final decision until after this takes place. I welcome any feedback. To: MPC Knoxville From: Debra E. Smith Date: February 3, 2016 RE: 2 SE 16 C Proposed Neighborhood Dear MPC: West Hills Community is a most sought after neighborhood. Established, well built, all brick ranchers, basement ranchers are being sold days after coming on the market, BUT that is in danger of being tarnished due to Mr. Brian Rowe and his development team. My letter is to express concern about the following in regards to 2-SE-16-C being built directly on Broome Road, concerns include but are not limited to: Width of properties on parcel once built Driveways entering directly onto Broome Road (5 6 total) Homes being 10 feet apart once finished Site distance issues on Broome Road (exiting neighborhood) Water table, drainage, gas line issues Destroying 50 year old trees, landscaping, wildlife areas I personally had a conversation with Brian shortly after he moved in (September) and was told he would not be building/developing/planning for at least 1.5 years; so here we are 4 months later with a public variance meeting on 2/11? He also stated that he has gone door to door asking for approval on his project, he has yet to knock on one door including mine directly across the street. Two associations West Hills & Kempton/Westborough meet on a monthly basis, and collectively we can agree we have not seen or heard from Mr. Rowe in regards to 2 SE 16 C? We are not against development, but we are against inexpensive, shot gun style homes sitting on top of one another for the sake of being built. We would like for Mr. Rowe to consider building fewer, quality homes on larger sites. This in turn will ensure the integrity of the neighborhood and keep our property values on the higher end at which they are currently.

I am counting on you the MPC to assist West Hills in the matter and concerns above. I am also asking that the request be postponed UNTIL Mr. Rowe meets with our association to discuss the particulars of his proposed project which in turn will allow us to get a better understanding on his intentions, discuss our concerns, make recommendations and WORK TOGETHER in what is best for our tight knit community. Thank you for your time and attention on this very important matter. We will be present at the upcoming meeting on 2/11 along with many of the neighbors and look forward to presenting our case at that time. I believe my property values may be adversely affected by the high density design, which is not consistent with anything else on that section of the road. I also question the safety of adding up to 5 ( or more) driveways on a dangerous curve marked with several large arrows and warning signs. I would be in favor of a quality development plan that would match the other nearby homes, one of which is mine, in lot size and footage. And a responsible curb cut onto Broome Rd, perhaps into a cul de sac, would reduce the danger, and must be considered. Please consider postponing any action, especially any approvals, until we have had a chance to meet with Mr Lowe and the association. Surely there is a plan that would satisfy all parties concerned.
