BACKGROUND The overall objective of the Integrated Approach Pilot (IAP) Taking Deforestation out of Commodity Supply Chains is to reduce the global impacts of agriculture commodities expansion on GHG emissions and biodiversity by meeting the growing demand of palm oil, soy and beef through supply that do not lead to deforestation.

The objective of the child project Support to reduced deforestation commodity production is to support agricultural development in areas suitable for production while conserving forests and safeguarding the rights of forest-dependent communities. The Project Preparation Grant (PPG) will develop a full-sized project integrated and synchronized with the other three child projects of the IAP; Adaptive Management and Learning Project, Generating Responsible Demand Project, and Enable Transactions Project. The Project will focus on three commodities that have driven tropical deforestation, land use change and associated emissions over the last decade: palm oil (largest driver in Indonesia and southeast Asia) and soy and beef (largest drivers in Latin America). In this regard, UNDP-GEF would like to engage a national consultant to provide support on the PPG Development process at the Indonesia country level. II. SCOPE OF WORK, ACTIVITIES, AND DELIVERABLES Scope of Work The national consultant will support the Team Leader and Project in all activities required at the Indonesia country level to adapt the global logical framework into a national project intervention. This will include, in conjunction with participating Implementing Agencies (IAs): Facilitate interaction with the IAs involved in the country, supporting the operation of a country Working Group (WG) for the preparation of the production child project; Prepare country needs assessments which will include national baseline for the project, gap analysis, barrier analysis and proposed areas of intervention for the country based on the global log frame and provisional country budgets; Analyse as needed policy, extension, and land use planning as part of country assessment; Support and undertake government and stakeholder consultations in the design of the country interventions; Work closely with the lead international consultant to ensure harmonization between the country interventions and the programme coherence and available budget; Ensure the proposed interventions are incremental and develop the national budget and cofinancing for the country interventions; Coordinate the selection process for the pilot landscapes and collect baseline data for them as needed; Coordinate with another GEF Project; Strengthening Forest Area Planning and Management in Kalimantan and another related SPOI project; GCF - sustainable commodity on Oil palm, Cocoa, Coffee and Spice to make sure the projects synergy under SPOI. Organize, with the UNDP Country Office, the consultations and workshops required for the log frame design and national level indicators; Detail the institutional arrangements for the project within the country; Prepare all material for lead consultant to incorporate into the global Project Document (Prodoc); Respond to comments provided during internal and GEF Council and GEF Secretariat reviews. WORKING ARRANGEMENTS The national consultant will support the Team Leader and Project in all activities required at the country level to adapt the global logical framework into a national project intervention. Travel Plan Below is an indicative travel plan for the duration of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. There may be also unforeseen travel that will come up during the execution of the contract which will be agreed on ad-hoc basis. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Academic Qualifications: A master s degree in natural sciences, development studies, social sciences with a specialization in environment, energy, biodiversity or any other closely related field Years of experience: A minimum 8 years experience with environment issues Experience in UN/international organizations project design document development and needs assessments Experience with the sustainability issues and multi-stakeholder initiatives Proven ability to work with governments and policy reform preferable Experience with developing business plans and outreach is an advantage

EVELUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70%] * Financial Criteria weight; [30%] Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation Criteria Weight Maximum Point Technical 40% 40 Criteria A: qualification requirements as per TOR: 1.
