1 Terms of Reference Development of a Resource Mobilisation Strategy and Action Plan for the UN in Rwanda Background The United Nations Development Assistance Framework (UNDAF) outlined how the UN in Rwanda would programmatically respond to national development priorities, as outlined in Rwanda s long-term development Vision 2020 and its first Economic Development and Poverty Reduction Strategy (EDPRS). The Common Operational Document (COD) defines the operational arrangements for the implementation of the UNDAP. Underpinning the UNDAF/COD is the ONE UN Fund, which was meant to and did mobilise resources for UNDAF/COD activities. While this Fund received a number of contributions from the Netherlands, Norway, Spain, Sweden, the United Kingdom as well as global funding from the Expanded Funded Window (EFW), between 2008 and 2012, funding has been on the decline (Please see Annex A). Justification The UNCT is faced with a complex funding environment, characterised by a global economic downturn and related financial crisis, shrinking ODA, public deficits in some donor countries and shifting donor priorities (which have had an impact on donor contributions to the UN in Rwanda). In addition, aid suspensions by bilateral donors to Rwanda due to the current crisis in North Kivu (DRC) have further added to the development funding constraints for the country. Furthermore, the United Nations Country Team (UNCT) is developing a United Nations Development Assistance Plan (UNDAP) for , aligned with EDPRS 2, which aims to enhance the strategic focus of UN support to Rwanda.
2 This requires a robust forward-looking resource mobilization strategy which takes into account this changing donor landscape as well as assesses lessons learned from past and current resource mobilisation efforts. This strategy must also explore new aid modalities and actors and outline a systematic and strategic approach to leveraging existing and new partnerships as well as recommend how to diversify the resource base for UN activities in the country. To this end, the One UN Rwanda seeks a qualified consultant to develop a resource mobilization strategy with a proposed action plan responsive to the One UN Rwanda s strategic vision, objectives, and results-orientation. Scope of work Specific tasks of the consultancy will include: Review documents and consult with UNCT members to better understand the vision, mission and focus areas of the UN s future assistance to Rwanda; Review the One Budgetary Framework to better understand how much is needed and for what result area; Assess the feasibility of the continued operation of the One UN Fund in Rwanda, its modalities of operation (earmarked versus unremarked funds) and whether there might be another arrangement for system wide resource mobilisation Assess the importance and potential of vertical and core funding sources within the UN system Assess whether operationally resource mobilisation should stay the sole responsibility of the UN Resident Coordinator. (The Code of Conduct assigns the responsibility of conducting resource mobilisation to the UN Resident Coordinator on behalf of the UNCT in Rwanda in accordance with the agreed principles as in the CoD.) Conduct a comprehensive analysis of potential global and local donors to map the feasibility of securing multi-year and thematic funding. Map donors strategic areas of interest, funds available, grantees, funding windows, requirements and guidelines and interest in funding key UNDAP result areas. Along these lines, also explore opportunities for partnerships (and mobilising and leveraging resources) from emerging donors- the BRIC countries and private sector (foundations) Recommend how to develop and maintain strategic partnerships and engagement with key donors, (past, present and future)
3 Deliverables A comprehensive resource mobilisation strategy that includes an overview of the situation, an analysis of past fundraising experience, explores future opportunities and strategies, details workflow processed and mechanisms for contribution management and outlines a time-bound action plan (with key responsible focal points) to systematically research and raise funds for key UNDAP results. An annex that maps donor interests, priorities, funding windows and points to clear actions that should be taken to mobilise funds and develop/maintain relationships with these donors An annex that outlines a series of fundraising materials that need to be produced to secure funding/raise the profile of key UNDAP results An action plan that outlines clear time lines for the action proposed A plan for building the capacity of key staff in mobilising and leveraging resources and developing and maintaining partnerships for the UN in Rwanda
4 QUALIFICATIONS REQUIRED Required Skills and Experience Education: Holder of at least a Master s Degree in the social sciences, economics or development studies. Experience: At least fifteen years experience in the development sector, preferably in fundraising, resource mobilisation or partnership building. Experience of UN system operations and donor assistance in both normal development and post-conflict settings. Knowledge of UN s Strategic Plan and Mission. Language Requirements: Fluency in spoken and written English is essential. CORE VALUES / GUIDING PRINCIPLES Integrity: Demonstrating consistency in upholding and promoting the values of UN in actions and decisions, in line with the UN Code of Conduct. Cultural Sensitivity/Valuing diversity: Demonstrating an appreciation of the multicultural nature of the organization and the diversity of its staff. Demonstrating an international outlook, appreciating differences in values and learning from cultural diversity. Corporate Competencies Demonstrates integrity by modeling the UN values and ethical standards. Promotes the vision, mission, and strategic goals of the UN in Rwanda. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability. Treats all people fairly without favouritism. Excellent analytical and organizational skills. Development and Operational Effectiveness: Ability to lead strategic information collection, analysis and result-based use of information. Ability to lead formulation of strategies and their implementation. Ability to apply Resource Mobilization and Partnerships building theory to specific institutional contexts. Excellent writing and presentation skills.
5 Institutional Arrangement : The consultant will be directly supervised by the RC/RCO and will be reporting to the Coordination Officer in the Resident Coordinator s Office. Duration: 30 working days Duty Station: The Consultant duty station will be Kigali, capital of Rwanda. Scope of price proposal and schedule of payment : Proposals must be expressed in lump Sum Amount which must be all inclusive. All costs (professional fees, travel costs, living allowances, communications, consumables, etc) that could possibly be incurred by the consultant, must be factored into the final amounts submitted in the proposal. Note that the contract price is fixed regardless of changes in the cost component. Payment shall therefore be made according to the following deliverables: Thirty per cent (30%) after the submission and the acceptance of the Inception report; Thirty per cent (30%) after the submission and the acceptance of the draft report; Forty per cent (40) after the submission and the acceptance of the final report. Travel: In case there is travel involved, all envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit 10 and Individual Consultant, prior to travel and will be reimbursed. Remuneration: Remuneration will be based on experience and qualifications and UN Rule and Regulations applying a competitive selection process. Interested candidates are requested to apply with their CV, proposed work plan, and their expected fee for the full assignment based on the proposed work plan.
6 Evaluation criteria of the best offer The offer will be evaluated by using the combined scoring method. Technical proposal will be evaluated on 70%. Whereas the financial one will be evaluated on 30%. Below is the breakdown of technical proposal on 100% which will be brought to 70%. Criteria Weight Max.
