Location: Head Office 5. Reports to: Executive Director 6. Job Summary Plans, coordinates, executes, manages and reports on the activities relating to projects, policies and related corporate plans as well as performance against objectives in order to facilitate the achievement of the NYS Strategic objectives and improvement of performance levels. 7. Job Specification a) Education & Training Preferably a postgraduate qualification in Business Administration, Public Administration or other related discipline Alternatively, a Bachelor s degree in Business/Public Administration or related discipline supported by training and/or experience in Strategic Planning, Balanced Scorecard or similar areas. b) Experience At least five (5) years relevant experience at management level, corporate planning and research, knowledge and expertise in Spatial and Development Planning; Proven experience and knowledge of the relevant legislative frameworks of local government and the government wide planning framework. Proven experience in ensuring the coordination and integration of cross sectoral plans. c) Learned Disciplines/Skills Excellent knowledge of planning and development or project planning Excellent research and analytical skills Knowledge of performance management techniques Working knowledge of relevant computer applications Interpersonal skills Team work and cooperation Excellent communication skills Problem solving an decision making skills 1

Provides strategic leadership to the NYS by: i. Determining the strategic vision and plan pertaining to the area of responsibility ii. Leading the process of determining the ideal institutional arrangement pertaining to the area of responsibility iii. Providing visible, supportive and effective leadership B. Coordinates and leads the NYS s strategic, integrated development and performance planning and reporting processes: Leading and managing the planning processes for the NYS 2
i. Providing direction and coordinating the development and review of credible plans, including the Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDIP) ii. Managing the alignment of strategies and goals within the NYS iii. Assessing and monitoring the impact of national and sector wide changes on plans (including national and policy statement changes) iv. Managing the development and implementation of service delivery plans within the legislative and regulatory framework v. Identifying and managing all relevant risks in plans vi. Formulating plans, strategies and goals based on the past and current performance and the financial position of the NYS C. Manages the performance of the NYS by: i. Overseeing the development and implementation of a NYS wide performance (management) monitoring, evaluation and reporting systems for the NYS ii. Participates in the design and development of the work plan/programme for each Division iii. Leading the process of monitoring, evaluating and reporting on the performance of the NYS in line with agreed measures and standards iv. Managing the performance reporting process in order to ensure measurability, accuracy, validity, reliability and timeliness of submissions v. Informs senior management on significant divergence from performance targets set in plans and facilitate the development of strategies to close performance gaps identified. vi. Making submissions and presentations to relevant stakeholders on the substantive details contained in the performance reports D. Guides the management of change within the area of responsibility by: i. Analyzing the financial and non financial impact of changes in the external and internal environment that could affect area of responsibility ii. Managing and implementing change management initiatives within area of responsibility as required. iii. Proactively finding creative and innovative solutions to change iv. Consulting with and managing various stakeholders particularly regarding change E. Guides effective, efficient and economic financial management and administration of the Division s financial resources in line with the GOJ guidelines by: i. Monitoring and addressing non-compliance with financial management policies and procedures ii. Leading and managing the budget presentation, adjustment and implementation process 3
iii. Overseeing capital and operational budget expenditure iv. Monitoring and managing irregular, unauthorized and/or wasteful expenditure v. Managing and providing pertinent financial management information in line with the policies and procedures of the NYS F. Contributes towards effective and efficient audit processes by: i. Preparing the relevant reports and documents necessary for carrying out an effective and efficient audit process ii. Making sure that the relevant audit authorities have timely access to records and all relevant information of the NYS to enable them to perform their respective functions G. Contributes towards good governance by: i. Clarifying roles and responsibilities, separation of powers and reporting lines for all relevant role- players ii. Coordinating and managing the implementation of initiatives aimed at maintaining or improving governance within area of responsibility iii. Monitoring, evaluating and reporting on compliance to relevant policies, procedures and codes of good practice iv. Promoting a culture of good governance, transparency and accountability within area of responsibility v. Supporting the formulation of strategies and systems to encourage good governance, ethics and the code of conduct, e.g. mechanisms for reporting misconduct, fraud, corruption, etc. H. Guides the management of risks within area of responsibility by: i. Contributing to and supporting the establishments and maintenance of effective, efficient and transparent systems for corporate services risk management and internal control ii. Contributing to and supporting the accounting officer in implementing a risk management and fraud prevention plan iii. Contributing to and supporting the Director of Finance and Accounts in undertaking risk assessments iv. Mitigating corporate services risks within the NYS by undertaking the necessary measures to predict and manage those risks I. Supports and contributes to the formulation of policies and procedures that are pertinent to the area of responsibility by: i. Reviewing relevant policies and procedures ii. Supporting the accounting officer and leading the administrative aspects of the process for adopting policies and by-laws. 4
iii. Conceptualising and formulating corporate services related policies in line with relevant frameworks and within the NYS s constraints J. Directs and guides strategic corporate services projects by: i. Managing the process for conceptualizing and designing the projects in line with the IDP and SDBIP ii. Overseeing the development and implementation of project plans iii. Monitoring, evaluating and reporting on the implementation of financial projects iv. Contributing towards establishing a systems for managing projects within the NYS K. The NYS and Division rules, policies and procedures are adhered in the execution of duties L.
