SERVICES: Contract Management Alliant Information Technologies can prepare and maintain a contract management plan to describe the technical approach, organizational resources, and management controls the contractor will use to meet the cost, performance, and schedule requirements throughout the contract life. It also includes: Preparation of a monthly contract plan Performance of periodic in-progress program performance reviews Productivity and management methods, such as Quality Assurance, Configuration Management, and work breakdown structure at the contract level Centralized administrative, clerical, documentation and related functions in support of the contract. Task Order Management Alliant Information Technologies can prepare management plans at the initiation of each task order. These plans describe the technical approach, organizational resources and management controls that the contractor will use to meet the cost, performance, and schedule requirements throughout the task order period of performance. This task area also includes: Delivery of a monthly status report to monitor the execution of the task order management plan. All daily activities required for successful task order completion, such as quality assurance monitoring, configuration management, and security management. Administrative and Management Services Alliant Information Technologies can provide administrative services to ensure that individual task orders proceed through a systematic sequence of planning, execution, and completion. This work entails the preparation and maintenance of the contract management plan to describe the technical approach, organizational resources, and management controls the contractor will use to meet the cost, performance, and schedule requirements throughout the project life. The contractor may perform administrative services from within the following tasks: Quality Assurance Implement a quality assurance program for project life cycle to ensure that the process and product meet the customer's mission objectives.

Configuration Management Implement a configuration management program to identify and document the functional and physical characteristics of the project. Development Services Alliant Information Technologies can provide software and hardware system development services by preparing plans, analyzing requirements, documenting specifications, designing system configurations, conducting tests, writing documentation, and training personnel to provide an effective, efficient, technical solution. Tasks may include: Application Development Services for application development and enhancements may include War game simulations, financial and personnel recordkeeping, inventory control and systems design, program specifications, interface specifications and documentation, screen and report designs, prototypes, testing, program control specifications, structure charts, module definitions, compile or build units, data usage definitions, and networking or teleprocessing considerations. Application Development Support Perform technical, management, and administrative services to support and assist the Government application development process, including: Modification of legacy applications that will be built primarily by use of commercial off-the-shelf (COTS). Technical Architecture Framework for Information Management and other DoD standards and guidelines Technical Support Provide technical support in areas that supplement the design stage activities, which may include: Information and design reports on specialized software (i.e., languages, database management software, client-server applications, etc.). Analysis and evaluation of existing Government and COTS application software packages. Review and evaluation of management, planning, security, audit, and other products. Attendance at design sessions and evaluation and modification of previously prepared design stage documents Maintenance Services Alliant Information Technologies can provide maintenance support and procedures for IT systems. Maintenance includes:

Operational Support Provide management of current physical configurations of IT systems. Support includes monitoring mainframes, PC-client/server and network-backbone-fep to meet IT objectives. Software Support Providing support services for IT software including evaluating current software for enhancements, installing and maintaining new releases or modifications, and installing, testing, and maintaining new software and problem analysis. Network/Hardware Support Provide support services for IT network software and hardware including, monitoring traffic loads, providing technical engineering and programmatic support, and providing budgetary input. These consider current and emerging technologies, the DoD Information Infrastructure, and ongoing and future

information system support. This functional area also provides support for examining existing legacy systems. Work may include the following: Site Survey Conduct site surveys by visiting the proposed site to examine the physical layout, assess the existing environment, and collect information for requirements analysis. This includes inspection and observation of existing diagrams and Blueprints of the proposed site. Identification and Analysis of Requirements Identify the customers task order requirements to determine and document the resources needed. These include applicable state-of-the-art technology and analysis of requirements for new, IT business processes and enhanced or expanded systems. Technical Studies Conduct technical studies and propose problem resolutions in areas of systems performance, user acceptance, and capacity planning, resource use, response time, traffic flow, and computer security, system accounting software, and telecommunications protocols and interfaces. System Design Develop the system and network design encompassing overall system architecture, including hardware, firmware, and software that meets IT requirements. Systems Specification Documents The contractor will incorporate the outcome of the requirements analysis into a system specifications document to detail the engineering, qualification requirements, design of the system, and available sources. Planning Services Alliant Information Technologies gathers the information necessary to analyze requirements and develop an integrated plan for supporting an information technology. We will prepare plans, design system configurations, and train personnel to provide an effective, efficient, and technical solution that meets the IT system needs of the Government. Documents will be released to the Government on request for review, update, and incorporation into existing plans. We can provide the following plan services: Systems Strategy Plan Collect all pertinent information necessary to analyze the task order requirements and prepare a strategic plan for supporting the Governments IT needs.

Implementation Plan Develop an implementation plan based on the system design to ensure that all implementation activities are completed in a timely and accurate manner. Maintenance Plan Develop a maintenance plan based on the system design. The plan will include project completion support procedures and policies and guidelines for maintaining the system and the individual components. Configuration Management Plan Provide a configuration management plan that describes the implementation of configuration management activities, procedures, and IT standards. Quality Assurance Plan Provide a quality assurance Plan that describes the quality assurance activities, procedures, and standards to ensure the quality of each deliverable item. Transition Plan Develop a transition plan with the use of emerging technologies to perform the tasks necessary to implement the IT resources. Test and Evaluation Master Plan Write a test and evaluation master plan to verify design objectives and to ensure that all functional and technical requirements are satisfied. Telecommunication Services. Alliant Information Technologies can provide telecommunications services ranging from analyzing requirements to supporting operational systems. The review will focus on plans and procedures for evaluation, integration, and acceptance. Services include: System Test and Evaluation Recommend the level of test and evaluation (T&E) to be applied. The evaluation level will be based on mission criticality, associated risks, and the level of project complexity. The contractor will document the T&E decisions and plans for implementation. Component Testing Test individual component items before installation to ensure they are in correct working order. Components include hardware, firmware, and software items. Integration Testing Design, develop, install, test and validate, operate, and maintain prototype applications and databases to determine optimal solutions for integration concepts and problems integral to the DII integration process. Acceptance Testing Perform acceptance testing using both test and live data. The Government will provide the applicable standards and procedures in individual delivery orders. Independent Verification and Validation (IV&V) IV&V support provides an independent, impartial, and authoritative evaluation of hardware and software. In support of the Governments requirements, the contractor will perform IV&V tasks that include, but are not limited to, the following: Reviewing the system requirements analyses and specifications

Planning the system IV&V and T&E Providing rapid prototyping services Evaluating information engineering tools and techniques Supporting system and media conversions Training Services Alliant Information Technologies can provide training support services for all levels of information systems managers, operators, maintainers, and users. Services available include developing alternative training scenarios, appropriate training approaches, training plans, training curricula materials, and administering and conducting training sessions on Government and contractor sites. The required training capability may include the following: Training Plan and Objectives Develop a training plan and provide training to Government personnel. Training resources should be available to support all skill levels across a wide variety of subject matters but are not limited to operating systems, business applications, database, administration, networks, telecommunications, maintenance, and IT business processes. Training Methodology and Approach Use the training plan to identify the best value approach in meeting specific training deliverables. This approach should identify both hardware and software components of the ITA and consider approaches as centralized, regional, on-site, train-the-trainer, and train the user. Conduct Training Conduct in-depth training for Government personnel using a variety of training materials and equipment. The training can include all aspects of the IT resource and be of the scope and length to provide personnel with the expertise to efficiently use the IT features.
