1.3 REGULATORY BODY Atomic Energy Council (AEC) is the national regulatory body for all peaceful applications of atomic energy. AEC has a Chair and four Council members The regulatory body is currently regulation radiation sources and preparing for nuclear power regulation. 12

1.4 Pre-FS Pre-Feasibility studies are being conducted with support from IAEA under TC Project UGA2001: Supporting Pre-Feasibility Studies for Launching the First Nuclear Power Plant 13

1.4 Highlights of Pre-FS Site survey has been conducted and potential areas identified. Study on integrating nuclear power into the generation capacity concluded. Technology & fuel cycle assessment concluded. Ten reactor technologies identified and option for nuclear fuel supply proposed Review of policy, legal and institutional framework is ongoing 14

1.7Nuclear Law The existing Atomic Energy Act, 2008 Currently Policy, Legal and regulatory Infrastructure Working Group (PLRIWG) is reviewing the existing law 17

2.0 Past main Activities for Infrastructure development Main activities have been in the following areas:- National Position Siting Nuclear Safety Human Resources Development Stakeholders Involvement 18

2.1 National Position 2010 Nuclear energy was identified in Uganda Vision 2040 as a key source for meeting future energy needs. 1 July 2014, Ministry of Energy and Mineral Development restructured into three Directorates and 12 Departments. Nuclear Energy Unit made a stand alone reporting directly to Director of Energy Resources Development 18 22 August 2014 - National Training Course on MAED was conducted with support from IAEA 19

2.1 National Position 17 21 November 2014 - National Training Course on MESSAGE was conducted with support from IAEA. Over 10 staff in the Ministry of Energy and Mineral Development, ERA, UEGCL, UETCL and National Planning Authority were trained. 7 April 2015 - A Study on Integrating Nuclear Power into the Generation Capacity Plan, 2015 2040 was concluded. The study confirms that nuclear power will have an important role in the future energy mix. 22 April 2015 Cabinet approved the Nuclear Power Roadmap Development Strategy 2014 2015 and constitutes a Standing Cabinet Committee on Nuclear Energy Development 20

2.2 Nuclear Safety Workshop on Leadership, Management for Safety and Safety Culture, 27 th 31 st October 2014, Members of the PLRIWG and Atomic Energy Council Staff participated. The workshop underscore the need to establish a sound IMS. 21

2.3 Siting Site survey was condcuted by the STDWG and potential areas identified in three regions. Currently, the STDWG is further conducting studies to identify potential sites in the three regions. 22

2.4 Human Resources Development 2011 Three NEU staff completed post graduated training in Nuclear fields: 2-Nuclear Engineering and 1 Nuclear Law and Policy 2012 Two NEU staff and One AEC staff completed post graduated training in Nuclear fields 2013 Two NEU staff completed post graduated training in Nuclear fields 1-Nuclear Engineering and 1 Nuclear Science and Technology 23

2.4 Human Resources Development 2015 Three AEC staff completed post graduated training in Nuclear Engineering and 2 staff are pursuing postgraduate training in nuclear fields: 1 Nuclear Engineering, 1- Nuclear Science and Technology 24

2.4 Human Resources Development Scientific visit on nuclear engineering infrastructure development was conducted in Turkey from 15-19 December 2014 for six Members of STDWG. The aim of SV was to exchange information, experience on reviewing and assessing NPP sites. The lessons learnt are being used to improve NPP siting studies in Uganda 25

2.4 Human Resources Development Scientific visit on nuclear engineering infrastructure development was conducted from 1 5 June 2015 in Seoul, S. Korea for eight Members of STDWG. Areas covered included the role of local industries, possible approaches to planning and management of NPP, nuclear fuel supply chain, strategies for management of nuclear waste. 26

2.4 Human Resources Development Scientific visit on nuclear engineering infrastructure development is being conducted from 6 th 17 th July 2015 in USA for 12 Members of PLRIWG. Areas to be covered will include comprehensive introduction of NPP and policy issues 27

2.5 Stakeholders Involvement Nuclear career seminars at Universities and regular awareness campaigns are conducted public events such Joint Sector Reviews. 28
