Indonesia s Experience in Performing a Nuclear Energy System Assessment (NESA) Dr. Ferhat Aziz National Nuclear Energy Agency, BATAN - Indonesia Presented at Joint PESS/INPRO/INIG Side Event Nuclear Energy for Energy Security IAEA, Vienna, 18 September 2012
2 Background Nuclear is part of the National Energy Policy on Optimum Energy Mix. The energy policy aims at energy security through energy conversion in all sectors: to reduce dependence on oil, diversify energy, increase economic growth and promote environmentally-friendly development (Presidential Decree No. 5/2006). The Indonesian Government has set a near-term target to mitigate GHG emissions, at 26% by 2020 (Presidential Decree No. 61/2011). Nuclear can contribute to meet low carbon scenario, in addition to relieve pressure from increasing demand of fossil fuels (conserve strategic oil and gas resources).
Considering more rigorous issues in embarking on nuclear power including a long-term commitment, Indonesia needs to develop a well-planned strategy. The IAEA provides such tools: Energy System Planning and Economic Studies INIR (Integrated Nuclear Infrastructure Review) Mission under Milestones Approach for near-term deployment of NPP NESA (Nuclear Energy System Assessment) using the INPRO Methodology for assurance of sustainability of nuclear energy system (NES). 3
4 Utilizing 3 IAEA tools Preparation First NPP. Decommissioning End state, Beyond Energy system planning: Projected role of nuclear energy in Indonesia s energy mix INIR (Integrated Nuclear Infrastructure Review) Mission under Milestones Approach: - Phase 1 in 2010 Updates First NPP Current status: Action Plan for Phase 2 has been prepared Updated results: For low carbon scenario, nuclear has an important role in the national energy mix NESA (Nuclear Energy System Assessment) using the INPRO Methodology: - Preparatory work Conduct NESA From cradle to grave, Periodic updates On-going for NPP and fuel cycle facilities
5 Objectives of NESA Indonesia To perform an assessment of the nuclear energy system (NES) using the INPRO Methodology to support Indonesia s nuclear power program To identify gaps in areas that require follow-up actions To identify potential regional / international arrangement for components of NES
6 Scope of NESA Indonesia ( ) FUEL CYCLE FACILITIES Economics Infrastructure ASSESSMENT AREAS Waste Management Proliferation Resistance Physical Protection Environment Safety Mining and Milling Conversion (+Enrichment) Fabrication (+ Reconversion) Power Plant Spent Fuel and Waste Management Note: = Self assessment; = In-depth assessment; = General assessment

8 Resources involved for NESA Indonesia Man power Core Team: 1 Project Manager, 4 Deputies for NES, 7 Coordinator Areas with 3-4 members, Secretariat, 9 national counterparts/consultants, 2 CFEs at INPRO Funding BATAN / National Nuclear Energy Agency IAEA through Technical Cooperation and INPRO Budget for workshop and review mission Assessment supports INPRO Group / experts IAEA experts
9 National Participation Cooperation among stakeholders is essential in performing a NESA for the various aspects involved, e.g. energy planning, power generation and distribution, regulations, environment. The institutions participating are as follows: BATAN / National Nuclear Energy Agency BAPETEN / Nuclear Energy Regulatory Agency ESDM / Ministry of Energy and Mineral Resources New and Renewable Energy KLH / Ministry of Environment PT. PLN / State Utility Universities / UGM and ITB
10 A Graded Approach for Indonesia Preparatory work - Kick-off meeting / Workshop NESA - Established ToR NESA Objectives, Scope, Approach, Planned Activities and Schedule Stage 1 Preliminary NESA for all INPRO areas for a selected NES: one NPP and related NFCFs Using generic data Stage 2 Limited scope NESA - Assessment of NES Stage 1 in the areas of Eco, Infrastructure, Waste Management Stage 3 Full scope NESA - Assessment in Stage 2 is extended to Proliferation Resistance, Physical Protection, Environment, Safety Stage 4 Full scope NESA - Assessment of NES consisting of different types of NPPs and NFCFs Using data (generic, vendor, operator)
11 Preparatory Work in 2011 Kick-off Meeting in Serpong, Indonesia, Oct 2011 Lectures and training by 4 INPRO experts on INPRO Methodology and NESA, as well as tools: DESAE, NEST, e-nesa. Quizzes and work session/case study 35 national experts participated Indonesia and INPRO agreed on ToR NESA Indonesia: Scope, Assessment areas, Graded Approach, Planned Activities and Schedule, Project duration ( )
12 Schedule for NESA Stage 1 Activities 1. Familiarization with NESA using INPRO Methodology (training, workshop) 2. Identification of NES to be assessed and depth of assessment 3. Stage 1 Preliminary NESA for all INPRO areas for a selected NES (NPP and NFCFs) - Collecting data (generic), analysis, assessment - Progress meetings, submission of common reports - Draft Report Stage 1 and Peer Review by IAEA/INPRO Group
13 NESA Stage 1 (Jan Sep 2012) Performing NESA Stage 1 Collecting data activity Assessment of NES Submission of Draft Report (Partially) INPRO Peer Review (To be held 1-5 Oct 2012) Finalization of Report NESA Stage 1 Collecting the required data is a major issue. NESA Stage 1 has allowed identification of data to be sought from vendors / operators. A scientific visit will be conducted to vendor country under guidance and assistance from INPRO and IAEA consultants (To be held Oct/Nov 2012)
14 Activities in NESA Presentation of results, 2012 Kick off meeting, October 2011 Coordination meeting, 2012 First Draft Report September 2012
15 Expected Outputs of NESA Indonesia Documentation of NESA Indonesia using the INPRO Methodology: Fulfilment of criteria for the seven INPRO areas Gaps in the areas and Proposed actions to follow-up Potential national, regional and international arrangements for fuel cycle Set of framework and guidance for future NESA in Indonesia
16 Expected Outcomes of NESA Indonesia Provide mapping of preparedness of national institutions and industries; potential collaboration with suppliers/designers/operators of NPP and fuel cycle facilities; potential regional and international arrangements. Inform Management on measures to be incorporated into planning to support Indonesia s nuclear power program Help to support issues raised by national stakeholders including government / decision makers, e.g.: Safety of nuclear energy system Fuel supply security Waste management / End state, etc.
17 Overall Benefits of IAEA Tools Increase awareness of all issues / aspects associated with implementation and development of NES for near term as well as long term The IAEA tools assists to: Project the role of nuclear energy in optimum energy mix Identify gaps and develop the infrastructures needed for the first NPP Assess the sustainability of the national nuclear energy system Technology user becomes a knowledgeable customer
18 Closing Remarks Extend appreciation to the INPRO Group for the continuous support throughout the project, and also to the Technical Cooperation and the IAEA experts and resources
THANK YOU 19
