Thematic Programme CSOs/LAs: Actor-based programme benefitting CSOs and LAs Built upon solid EU policy commitments, aims at contributing to their full implementation Global coverage (all countries except IPA and industrialized) EC proposal in MFF 2011: 2 B for 2014-20 Not subject to "graduation" nor "differentiation" criteria: active in LDCs, LICs, MICs and also in countries graduating from bilateral development assistance 3-level priorities: Country level actions (this session) Regional and global levels Development Education and Awareness Raising DEAR 4

Essential features (i) Essential features (i) Comprehensive multi-actor and multi-level approach to CSOs and LAs to build synergies and innovative partnerships Fostering equitable partnerships EU / non EU Coordination to avoid fragmentation, duplication and parallel structures, particularly when it comes to delivering social services to population Maintains its "independent" nature incorporate lessons learnt from the implementation of the NSA LA and from PFD and local consultations 5

June 2013: Joint DEVCO/EEAS Programming Note for CSO/LA EUDs asked to prepare Concept Notes for CSO/LA Thematic Programme Concept Notes to constitute first step in development of Roadmaps for CSOs, notably: Analysis Vision Priorities

Template of the concept note 1. Country situation for CSOs and LAs: Enabling environment Participation and roles in domestic policies Capacity and structuration Lessons learnt from past support 2. Policy priorities Vision: Contextualisation of the priorities of the CSOs and LAs Communications TP CSO LA: how can it support the implementation of the priorities set above (selection of specific obj. among the 6 proposed) Indicative implementation modalities 3. Complementarity among instruments 4. Indicative allocation request 2014-2017 5. Consultation process (Dialogue EUD and CSO/LA, MS, and local CN con.)

EUDs response Strong interest: more than 120 EUDs submitted CNs Considerable budgetary demand, beyond the current NSA LA Process still ongoing for latecomers to align to bilateral programming

PRELIMINARY STRATEGIC CONSIDERATIONS Analysis of EE captures the complexity and diversity of country-contexts EU policies on CSOs and LAs: Marking a paradigm shift Clear link between policies and programming CN elaboration seen as tools to build a more strategic vision at CL Opportunity to build improved complementarity with bilateral and among thematic programmes Dialogue with local actors improved in quality and regularity

PRELIMINARY OPERATIONAL REMARKS All 6 specific objectives are relevant Emphasis on both CSOs and LAs in the accountability and governance agenda Piloting Territorial Approach to Development successfully perceived Interest in supporting umbrella organisations (for both CSOs and LAs) Diversification of aid modalities to support CSOs and LAs Support measure re-thought to accompany the implementation of the TP

NEXT STEPS Fine-tuning and finalisation of the CSO LA Strategy 2014 2020 to take into account the outcomes of DCI negotiations, PDF members comments and EUDs contributions (for CL) Adoption of the Strategy (Multiannual Indicative Programme) to start as soon as DCI negotiations are over and the regulation adopted Annual Action Programme for 2014 to start consequently
