Job Title: Safety & Training Supervisor Wage/Hour Status: Exempt Reports to: Director of Transportation Pay Grade: A02 Dept/School: Transportation Days: 227 Date Revised: Job Code: Primary Purpose: Responsible for the selection and training of qualified School Bus Drivers according to Comal ISD established guidelines and legal requirements. Provides on-going training and performance evaluations for all employees, assists the director in administration of the department s entire safety program including industrial safety. Maintains the highest level of ethical behavior with Campus Administrators, fellow employees and our community. Education / Certification: 1. High School Diploma or GED. 2. Some college to include education in a safety management or engineering discipline preferred. 3. Class B CDL license w / P&S endorsements. 4. Texas School Bus Driver Safety Training Certificate. 5. Must complete TEEX Training Academy certification program for school bus driver instructors within 60 days of employment or 1 st available regional class. 6. Must complete the two-day Vehicle Collision Investigation through TASB within one year of employment. 7. Must complete Supervisor Training Drug Detection and Deterrence as required by CFR 49 Part 40 within one year of employment. 8. Must be certified or willing to obtain certification by the Texas Association of Pupil Transportation (TAPT) as a Pupil Transportation Official, Supervisor, Specialist or Trainer. 7. Strong working knowledge of MS Office Software (Word, Excel, Outlook, PowerPoint, etc.) and transportation related software. 8. Basic math skills, detail orientation, mapping and routing skills. Experience / Other Requirements: 1. Transportation safety experience and/or driver safety experience, to include supervisory experience, is required. 2. Three years in the transportation industry to include experience supervising/training a driver workforce is preferred. 3. Must have and maintain clean safety record with zero preventable accidents/on the job injuries within the last 12 consecutive months. 4. Personal cell phone is required to handle district related business, including after hours, or when away from the office on district business. Major Responsibilities and Duties: 1. Develops and implements a twelve month plan that includes training a sufficient number of drivers to sustain full employment, thru recruitment, training, orientation and safety programs. 2. Proactively recruits individuals to become School Bus Drivers. Instructs selected individuals through the successful completion of training and testing to the level of State Certified School Bus Driver; training School Bus Drivers according to district guidelines and legal requirements 3. Screens all driver applicants through the use of written applications, personal interviews and reference checks to determine the acceptance or rejection of the applicant into the Comal ISD s School Bus Driver Training Course. This responsibility includes the administration of the structured interview procedures and initial information regarding Comal ISD drug/alcohol screening, as well as submission and receipt of a satisfactory background check with State and Federal authorities. Organizes and supervises the implementation of an approved State "School Bus Driver Training Course," monitoring it and recommending upgrades to the course as necessary. 4. Responsible for emphasizing the drivers' role and impact on children's educational performance throughout training & orientation. 5. Refreshes and broadens the driving skills of existing employees who operate Comal ISD owned \ leased vehicles. 6. Develops, schedules and performs Driver Field In-Service training to meet the needs of the Comal ISD. Provides ongoing training and performance evaluations for all bus drivers and bus assistants 7. Performs a Driver Proficiency Evaluation on each driver (including road evaluation) at least once during the school year. Initiates necessary retraining.
8. Manages the Transportation department s entire safety program, including scheduling monthly safety Workshops/meetings, administers and maintaining the department s safety awards programs. 9. Supervises the Accident Review Committee, maintains minutes of each meeting, reviews and discusses Committee recommendations with the Area Supervisor. Initiates driver retraining according to Comal ISD guidelines. 10. Assists Director in preparation of the Budget and subsequent analysis of variance. 11. Identifies and develops potential candidates for TEEX Training Academy Certification program. 12. Provides initial training and in-service for Safety Trainers, Behind-the-Wheel Road Trainers, and periodically evaluates their performance. 13. Participates / advises administration about inclement weather conditions that may result in the closing of schools or road hazards. 14. Coordinates and trains qualified bus drivers for district and region School Bus Road-e-o. 15. Develops and implements student safety awareness programs and coordinates on campus student rider safety training with school personnel. 16. Documents and maintains all training records as required by State and Federal regulations and Comal ISD policies. Files shall be maintained to document the progress of each Trainee and all In-Service training for each driver in accordance with Comal ISD policy and procedures. 17. Manages implementation of Risk Management, Safety & Driver Training Programs for all employees by providing First Aid Classes, Defensive Driving, Industrial Injury Prevention and other Comal ISD sponsored programs as necessary. 18. Assumes primary responsibility in responding to personal injury and vehicle accidents by on scene investigation and preparing and submitting reports to Risk Management in accordance with Comal ISD policy. 19. Schedules periodic school site visits and road observation of drivers to ensure compliance with established procedures. 20. Investigates complaints relative to safety issues and take corrective action to remedy concern. 21. Supervises compliance with policies and/or processes by action and speech and discusses any breach of policy and procedure noted with the Director of Transportation. 22. Helps to lead and direct department s behavioral-based safety processes and applies system safety concepts to our transportation environment. 23. Provides safety and training support to the department s workforce and maintenance personnel. 24. Attends professional development activities/programs to keep abreast of developments and innovations in area of transportation.
25. Compiles and analyzes monthly and periodic statistical reports of pertinent personal injury and vehicle accident data. 26. Administers and maintains Comal ISD random drug/alcohol testing and pre-employment drug/alcohol testing program. 27. Provides notice to drivers of upcoming expiration dates of various documents and ensure their renewal (physicals, driver licenses, school bus certificates, and First Aid Certificates). 28. Obtains reviews and monitors Driver Abstracts from State agencies for all driver personnel. 29. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records. 30. Performs other duties as assigned. Supervisory Responsibilities: Safety Trainers and Behind the Wheel Trainers. Evaluates the performance of all direct report personnel on a regular basis according to policy. Review findings with the Director and employee individually. Due to the nature of the position, being available after hours, weekends, and holidays is required. On call situations are to be expected.
