FLEXIBLE SCHEDULE. $45, ANNUALLY TO $60, ANNUALLY EFFECTIVE DATE: MARCH 2018 This position description is established by the Board of Directors ( Board ) of the Fort Lupton Fire Protection District ( District ) to outline the basic requirements, duties and general responsibilities of the COMMUNITY OUTREACH SPECIALIST position. This position is atwill, which means the District may terminate the employment relationship at any time and for no reason, subject only to the requirements of Federal and State law. Similarly, the employee may terminate the employment relationship without notice at any time for no reason. Summary of Position: The COMMUNITY OUTREACH SPECIALIST is responsible for scheduling, organizing, planning, preparing, developing, and presentation of programs and instruction intended to reduce community risk. This includes educating and informing the public to increase fire and life safety education while reducing the threat to injuries through community support services. Basic knowledge of applicable standards and codes is required. The COMMUNITY OUTREACH SPECIALIST will provide referral and education intended to reduce juvenile firesetter risk in the community. The COMMUNITY OUTREACH SPECIALIST may act as the Public Information Officer (PIO) for the District, disseminating and releasing information to external and internal audiences through social media, a written press release, or in person. Chain of Command: The COMMUNITY OUTREACH SPECIALIST will report to the Fire Chief.
2 Supervision Exercised: The COMMUNITY OUTREACH SPECIALIST performs no supervisory duties. However, he/she will work closely with the Fire Marshal and other Command Officers in scheduling/coordinating community events and presentations. Essential Duties and Responsibilities: This description is illustrative only and not intended to be and all-inclusive list. 1. Provides support services and responds to emergency and non-emergency calls, as required. 2. Knowledge of equipment related to the fire service, including but not limited to, safely driving and operating District vehicles; communicating messages via radio; fire hoses; nozzles; air packs; various tools; fire extinguishers; fans; ropes; ladders; extrication equipment; emergency medical equipment; AED; oxygen bottles; suction units; spine boards; cervical collars; and ambulance cots. 3. Coordinates, schedules, assists, and presents, quality training, fire, and life safety educational opportunities to both internal and external customers that will be age appropriate and promotes risk reduction. 4. Create, gather, purchase, organize information, and materials necessary for effective presentation of fire and life safety education programs. 5. Schedules, coordinates, and hosts special events for the District. Communicates with command staff the need for coverage and attendance at the events. Communicates the coordination and approval of the community events to the Fire Chief. 6. Maintains records and documentation relating to District equipment, including computer entry and organization of records, as required. 7. Exercise strong analytical and problem-solving skills, including the ability to collect, integrate, analyze, and use data and information, to compare and evaluate possible actions or courses of conduct based upon the data. 8. Participate in the District s juvenile firesetter program. 9. Identify, apply for, and manage successful grant opportunities for the District. 10. Design written materials such as newsletters, brochures, media releases, annual report, fact sheets, and social media information with the coordination and approval of the Fire Chief. 11. Oversee the District website and keeps the information current. 12. Utilizes and coordinates appropriate media methods including Twitter, Facebook, Instagram and other popular social platforms to disseminate public information. 13. Manage and oversee the District s Child Safety Seat program. 14. Completes special projects, as required, including non-incident related projects that will have completion deadlines and standards. Requires strong computer skills, internet research skills, and project coordination skills. 15. Screen, answer, and return time sensitive phone calls while managing calendars, which requires strong organizational and scheduling skills. 16. Serves as the primary point of contact for public information and directs calls to appropriate staff member. 17. Assist in the recruitment/retention of career and volunteer firefighters. Schedule and attend career fairs in conjunction with the Training Division. 2

Maintains positive, effective working relationships with but not limited to District volunteers and employees, supervisors, the Board, the public, media, and other agencies, such as police, ambulance, Division of Fire Prevention and Control, City Government, community groups, and other professional service providers. 19. Assists the Fire Marshal with the fire prevention program, fire prevention week, and other community events. 20. Attends community meetings as required. 21. Positively and effectively communicate both verbally and in writing delivering presentations and information to diverse civic social groups that includes, employees, volunteers, adults, and children. 22. Works directly with community groups to enhance fire and life safety education for preschool children through aging adults. 23. Attend District/Departmental meetings and trainings, as required. 24. Positively and effectively, work within a team environment, and shared decision-making process. 25. Exercise discretion and independent judgment over matters of significance related to public information and public relations support, including but not limited to critical thinking as related to, chain of command, quality control, consistently applying operational guidelines, policies and procedures established by the District. 26. Works in a safe manner, presenting a professional appearance, and representing the District in a positive manner at all times. 27. Timely prepare complete and accurate District reports and other records. 28. Present a professional image of the District at all times with multiple outlets including radio, television, public venues, and social events. 29. Maintain minimum training requirement and certifications as required by the District. 30. Perform such other duties as may be prescribed by the Fire Chief or his/her designee. Minimum Qualifications and Required Certifications: 1. Associate s Degree in public relations, communications, marketing, journalism, or closely related field, and at least two years of experience involving marketing, public relations, education, or a related field preferred. 2. At least three years of progressively greater responsible experience in dealing with public relations in a professional setting. 3. Ability to write legibly and speak clearly to all audiences. 4. Work independently in the absence of supervision. 5. Knowledge of fire department functions, practices and procedures. 6. Knowledge of Special District and Division of Local Government Operations. 7. Sensitivity to confidential matters required. 8. Possess and maintain a valid Colorado Driver s License and a safe driving record 9. Successfully complete a drug and alcohol test after a conditional offer of employment and during employment as necessary or required. 10. Successful completion of a criminal background check upon hired and during employment as necessary or required. 11. Must be at least 18 years of age at the time of hire to this position. 12. Demographic and operational knowledge of the Fire District. 3
4 13. Must also be able to use VCR, slide projectors, computers, sound systems, and other audio-visual devices to present training materials. 14. Given the District s population, the ability to speak, read, and write Spanish at a level to communicate information with non-english speaking members of the District is preferred. 15. Or, a combination of education, experience, certifications, and training which clearly demonstrates the candidate s ability to perform the essential functions of the position. The COMMUNITY OUTREACH SPECIALIST shall possess and maintain the following: 1. Valid Colorado Driver s License with a safe driving record. 2. High School Diploma or GED required. Associate s Degree in communications or related field preferred. 3. Current State of Colorado Public and Life Safety Educator I Certification. 4. Current Child Safety Seat Technician. 5. State of Colorado Juvenile Firesetter Specialist I (Required within 6 months of hire). 6. State of Colorado Fire Instructor I (Required within 1 year of hire). 7. NIMS 100/200/ Valid CPR card. Working Environment/Physical Requirements: A substantial portion of this position will involve sedentary, administrative work in an office environment. Moderate physical activity is required. 1. This position will also require response to emergency scenes in an outdoor environment in all weather conditions. 2. Must possess the ability to lift items in excess of fifty (50) pounds occasionally and up to twenty-five (25) pounds frequently. 3. This position requires standing, walking, sitting, stooping/bending, lifting, reaching overhead, climbing stairs, and repetitive motions. 4. Will be required to work in all weather conditions and in extreme temperatures below twenty degrees (20 degrees) Fahrenheit and in excess of one hundred degrees (100 degrees) Fahrenheit. 5. A portion of this position may be performed near or around hazardous and adverse conditions, including but not limited to, weakened structures, slippery and uneven surfaces, proximity to moving mechanical equipment, burning structures, broken glass or other materials, electrical currents, high places, and confined spaces. 6. Work may result in exposure to contaminated environments, including but not limited to, hazardous materials, smoke, gases, chemicals, fumes, odors, mists and dusts. 7. Work may result in exposure to air or blood borne infectious diseases or illnesses, such as Hepatitis A, B or C, HIV, tuberculosis, small pox, etc. 8. Work may result in exposure to high noise levels requiring the wearing of hearing protection. 9. This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling (identifying objects by touch), depth perception and color vision. 4
