Background Information The African Union, established as a unique Pan African continental body, is charged with spearheading Africa s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. In seeking to achieve these objectives, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of new organization structure and the filling of regular, fixed and short-term vacant posts. The Commission of the African Union invites applicants who are citizens of Member States for the regular post of Head of Programmes in the Economic, Social and Cultural Council (ECOSOCC) Secretariat located in Lusaka, Zambia. ECOSOCC is an advisory organ to the African Union (AU) established in 2004. ECOSOCC is composed entirely of civil society organizations (CSOs). ECOSOCC s mandate, amongst other things, include the following: Promote continuous dialogue between all segments of the African People on the issues concerning Africa and its future Forge strong partnerships between governments and all segments of the civil society, in particular women, the youth, children, the Diaspora, organized labour, the private sector and professional groups; Promote the participation of African civil society in the implementation of the policies and programmes of the Union. Support policies and programmes that will promote peace, security and stability in Africa, and foster development and integration of the continent; Promote and defend a culture of good governance, democratic principles and institutions, popular
participation, human rights and freedoms as well as social justice; Promote, advocate and defend a culture of gender equality; Promote and strengthen the institutional, human and operational capacities of the African civil society; Contributing, through advisory opinion, to the effective translation of the AU s objectives, principles and policies into concrete programmes, as well as evaluating those programmes Contributing to the promotion and realization of the AU s vision and objectives Promoting and supporting the efforts of institutions engaged in reviewing the future of Africa and forging pan-african values in order to enhance an African social model and way of life The Citizens and Diaspora Directorate (CIDO) in the AU Commission act as the current Secretariat for ECOSOCC. Summary Of The Job Description Under the direct supervision of the Principal Coordinator of the ECOSOCC Secretariat, the Head of Programmes oversees the effective delivery of the programmes and activities of ECOSOCC. In so doing, the incumbent will ensure that ECOSOCC continues to develop effective strategies to support civil society through the ten sectorial cluster committees and that these strategies are geared towards making meaningful contributions in addressing the socio economic and political challenges of the continent.the Head of Programmes shall assist the Principal coordinator in programme planning, coordination and implementation of the organs strategic plan and all relevant strategic documents of the African Union. Tasks 4. Major Duties And Responsibilities Under the direct supervision of the Principal Coordinator of the ECOSOCC Secretariat, he/she will be responsible for the following: Assist the Principal Coordinator in the management of programme staff, namely Programme Officers, Desk Officers, Research Officers and all support staff recruited within the programme's team Assist in the development, management and supervision of the ECOSOCC implementation plan. Ensure ECOSOCC sectorial cluster work plans and quarterly progress updates are up to date and incorporated in to the overall planning document.
Assist in conducting annual appraisals and agree on annual performance objectives for direct reports, to be monitored during quarterly one to one sessions. Assist in the development and implementation of resource mobilization strategies in close collaboration with Strategic Planning Performance Monitoring Evaluation and Resource Mobilization (SPPMERM Produce bi-annual programme reports of the organs implementation. Coordinate and conduct workshops, technical consultations, dialogue sessions and other activities as required Closely liaise with relevant AU organs and departments Support in the delivery of training for ECOSOCC Sectorial Cluster Committees and National Chapters based on identified training needs. Support the identification, development and enhancement of value partnerships to the work of ECOSOCC Support networking and linkages with external organizations and technical experts on key programme priorities at national and international level Represent ECOSOCC in key national, regional and international networks and foras. Perform any other task as may be assigned by the supervisor Requirements 5. Academic And Professional Work Experience Required Master s University Degree in Social Sciences, International Studies, or development related field, with seven years of progressive responsible experience out of which three years must be at supervisory level OR Bachelor University Degree in Social Sciences, International Studies, or development related field, with ten years of progressive responsible experience, out of which five years must be at supervisory level Other Experience Administrative experience is an advantage. Proven experience in leadership and management in Non-Governmental Organization(s) with demonstrated proficiency in policy formulation, preferably bilateral and international relations; financial management; monitoring and evaluation; program / project management and project reporting is a must. 6. Skills And Competencies Required Functional Skills: Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; Strong liaison skills and ability to work closely with civil society organizations, member states and and international partners both on the continent and in the diaspora. Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders in the context of complex and shifting priorities. Personal Abilities: Excellent interpersonal and communication skills, both verbal and written. Teamwork: Works collaboratively with colleagues to achieve organizational goals; Strong analytical skills and the ability to master new material quickly Ability to take on additional responsibilities that are challenging and outside of tasks required Ability to manage a team of professional staff, set priorities successfully, to work with other professionals with minimal direction and supervision and ability to meet tight deadlines
Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform. 7. Language Requirement Proficiency in one of the AU working languages (Arabic, English, French or Portuguese) is a must. Knowledge of one or more of the other working languages would be an added advantage. 8. Tenure Of Appointment The appointment will be made on regular term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables. The appointed Head of Programs, will undergo an induction programme with CIDO to help with the familiarization with ECOSOCC, AU organs, AUC and other management related matters. The induction will be for a period 3 months. 9. Remuneration Indicative basic salary of US$ 37,453.00 (P3 Step1) per annum plus other related entitlements e.g. Post adjustment (44% of basic salary), Housing allowance US$ 16,819.80 (per annum), education allowance (100% of tuition and other education related expenses for every eligible dependent up to a maximum of US$ 10, 000.00 per child per annum), etc. for internationally recruited staff of the Commission. 11.
