Project Environmental Review UPDATE November 23, 2017 Northshore Waterfront Liaison Committee Teck
Agenda Project Objectives Project Description Project Discussion VFPA PER process Project Review Status
Project Objectives Create free-flowing traffic access into the Neptune Terminal for trucks and construction equipment from Low Level Road off existing Overpass Access for upgrade works terminal coal updates (Allison project: new rail dumper, new conveyors, replacement shiploader, new track 0) Mitigate reduced access for emergency and large vehicles related to G3 Terminal construction and changes Enhance firetruck access Eliminate the use for the existing height restricted underpass Create an opportunity for track straightening at dumper area and reducing risk of train derailment
Project Description Components Construction from the existing two-span steel bridge using a new curved steel 66 m bridge length (824 m 2 ) above grade over the eastern terminal rail lines (Track 0 through Track 8) Curved bridge components, supported by 2 abutments and 1 pier on pile foundation over the span over the tracks Approach ramp will be 230 m in length (2,197 m 2 ), 6% grade from eastern coal stockpile area up to new bridge span Ramp will be constructed using light weight fill Overpass extension connected to existing surface drainage and stormwater pollution prevention and capacity Low impact construction on the existing facility operations, allow for consistent turning traffic movement Security Gate off Low Level Overpass
Location North Vancouver Existing Neptune Terminal VFPA lands
Location Connection to existing low-level road overpass Access into existing terminal developed site Create free flowing traffic access to Neptune site Mitigate reduced access
Existing Neptune Cargill Overpass
Visualization of Overpass Extension
Overpass Extension Seismic and geotechnical studies Archaeological assessment, and monitoring Pile supported bridge deck design consistent with existing overpass Light weight fill for ramp No preload Limited surface soil disturbance
