5 Project Scope Rehabilitation includes the following: Complete deck replacement Painting of structural steel, replacement of bearings, structural steel repairs, concrete substructure repairs Improved bridge drainage and highway lighting (on the highway, surface streets under the viaduct, upper levels of the north and south garage, and the Columbus Avenue railroad underpass) Other safety improvements, such as at the I-291/I-91 merge Comprehensive Traffic Management
6 Fast Facts Viaduct length is approximately ¾ mile Over 22,350 cubic yards of concrete for bridge deck and barriers all 22,350 cubic yards placed Over 7.2 million pounds of reinforcing steel 7.2 million pounds placed in total Over 450 bearing replacements all 450+ bearings replaced 27 subcontractors to date From April through October, an average of over 145 workers per day on the project with over 70% from the Greater Springfield area

9 Definition of Full Beneficial Use I-91, I-291 & Assoc. Ramps The majority of the contract work has been completed and the asset(s) has been opened for full multi-modal transportation use, except for limited contract work items that do not materially impair or hinder the intended public use of the transportation facility. All anticipated lane takings have been completed. This includes completion of superstructure work, bridge barrier, permanent guardrail, removal of temporary concrete barriers, final paving, permanent traffic markings and signage, permanent lighting.
10 Definition of Substantial Completion The majority the roadway and utility work is complete on the municipal streets and the remaining work not directly requiring lanes taken on the I-91, I-291, and the associated lanes is complete. Completed work includes all structural steel repairs, painting of structural steel, bearing replacements, installation of municipal street lighting, final paving and traffic markings at the municipal street level, Restoration of all disturbed areas.
11 Definition of Field Completion All physical contract Work is complete including punchlist. The Contractor has fully demobilized from field operations.
12 Next Steps (3 month look-ahead) Removal of temporary signs and RTTM system Continue painting of structural steel Continue structural steel repairs Clean drainage systems/prepare for final drainage work Assess pier repairs needed in the North and South garages Begin intersection restoration work

17 Adjacent MassDOT work Highway and bridge work south of the viaduct is underway. This project runs from the Connecticut state line to the Viaduct. This work includes the rehabilitation of the I-91 bridge deck over Main Street (South End) and the full bridge deck replacements of I-91 over Broad St. and Union St. Emerson Street bridge work is complete. Phase 1 bridge work for the Union and Broad Street bridges is 90% complete. All bridge work will be complete in April 2018 Work also includes pavement preservation and retaining wall repairs Traffic flow is reduced to two lanes at these locations All paving and remaining items should be complete in June 2018

19 Other adjacent work MGM mitigation work at multiple locations in the area. Work includes signals, pavement markings, sidewalks. Meetings with MassDOT, MGM, prime contractors from all three projects, and the City of Springfield are held on a regular basis.
20 Speed Limits Speed reduced from 50 to 45 MPH approaching the work zone, with 40 MPH limit in the zone Double fines in the work zone State Police enforcement for driver and construction team safety
