This European Technical Approval is issued by LNEC in accordance with: Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of Member States relating to construction products 1, modified by the Council Directive 93/68/EEC 2 and Regulation (EC) no. 1882/2003 of the European Parliament and of the Council 3 ; Decree-Law no. 113/1993 of 10 April 1993 4, amended and republished by Decree-Law no. 4/2007 of 8 January 2007 5, implementing in Portugal the Council Directive 89/106/EEC of 21 December 1988; Common Procedural Rules for Requesting, Preparing and the Granting of European Technical Approvals set out in the Annex to Commission Decision 94/23/EC 6. 2. LNEC is authorized to check whether the provisions of this European Technical Approval are met. Checking may take place in the manufacturing plant. Nevertheless, the responsibility for the conformity of the products to the European Technical Approval and for their fitness for the intended use remains with the holder of the European Technical Approval. 3. This European Technical Approval is not to be transferred to manufacturers or agents of manufacturers other than those indicated on page 1, or manufacturing plants other than those laid down in the context of this European Technical Approval. 4. This European Technical Approval may be withdrawn by LNEC, in particular pursuant to information by the Commission according to Article 5(1) of Council Directive 89/106/EEC. 5. Reproduction of this European Technical Approval including transmission by electronic means shall be in full. However, partial reproduction can be made with the written consent of LNEC. In this case partial reproduction has to be designated as such. Texts and drawings of advertising brochures shall not contradict or misuse the European Technical Approval. 6. Subject to the application introduced, the European Technical Approval is issued by the approval body in its official language. This version corresponds fully to the English version circulated in EOTA. Translations into other languages have to be designated as such. II. Specific conditions of the European Technical Approval (ETA) 1. Definition of the product and intended use 1.1 Definition of the product This European Technical Approval applies to the factory made thermal and acoustic insulation product Cortipan of granulated natural cork agglomerated with an additional binder based on polyurethane resin (PU), in the form of boards and without facings, hereafter referred to as insulation boards. The insulation boards are not made of used or recycled cork (other than recirculated from the product boards) and do not include additives (e.g. flame/fire retardants, biocides, BaP-bituminous based binders). The boards are produced by a continuous moulding (pressing) process. After moulding and curing of the boards one of the faces (upper face) is mechanically ground to rectify its surface. Standard dimensions of the insulation boards are 1000 mm 500 mm and their thickness is between 20 mm and 60 mm. The nominal density range is 170 kg/m 3 (+/ 15 %). Airborne sound insulation boards to be used in walls, roofs and ceilings (inside cavities or as lining for internal walls) and in floors (inside cavities or in non-living areas of attic floors). The insulation boards cannot be installed as an impact sound insulation product and cannot be exposed to compression loads. The insulation boards shall not be used in places where they may be exposed to wetting, weathering or moisture. The insulation boards are not self-supporting elements; thus they require an additional supporting element (wall, roof, or ceiling or floor). The boards are attached to the substrate either by means of cement-based adhesive or mechanically fixed with additional permanent elements. In ceiling and floor applications the boards may be simply laid over the substrate (without adhesive bond or mechanical fixings). Regarding ER 3 the following use categories have to be considered, depending on the intended use of the product: Category IA1: Product with direct contact to indoor air Category IA2: Product with no direct contact to (e.g. covered products) but possible impact on indoor air Category IA3: Product with no contact to and no impact on indoor air The provisions made in this European Technical Approval are based on an assumed working life of the insulation board for the intended use of 50 years, provided that the conditions laid down in sections 4.2, 5.1 and 5.2 for the packaging, transport, storage, installation and use are met. The indications given on the working life cannot be interpreted as a guarantee given by the producer, but are to be regarded only as a means for choosing the right products in relation to the expected economically reasonable working life of the work. 2. Characteristics of the product and methods of verification 2.1 Composition and production method With regard to composition and production method the insulation board must correspond to that which was the basis for the approval tests. Composition and production methods are deposited with LNEC. See also clause 4.1. 2.2 Product characteristics 2.2.1 Reaction to fire The reaction to fire was tested according to EN 11925-2 and classified according to EN 13501-1. Reaction to fire of the insulation boards is class E (E fl ) according to EN 13501-1. 2.2.2 Water vapour diffusion resistance Water vapour diffusion resistance coefficient µ is between 8 and 15, determined according to EN 12086, method C. 2.2.3 Content and/or release of dangerous substances The product consists of granulated agglomerated natural cork with additional binder based on polyurethane resin (PU). A written declaration was submitted by the ETA holder stating that the insulation boards do not contain substances which have to be classified as dangerous (including flame retardants and biocides) 7. 7 According to Directive 67/548/EEC and/or listed in the Indicative list on dangerous substances of the EGDS and/or substances that may be dangerous to the users of the works and the environment taking into account the installation conditions of the construction product and the release
Page 4 of ETA 13/0783 Issued at 2013-06-26 In addition to the specific clauses relating to dangerous substances contained in this European Technical Approval, there may be other requirements applicable to the products falling within its scope (e.g. transposed European legislation and national laws, regulations and administrative provisions). In order to meet the provisions of the EU Construction Products Directive, these requirements need also to be complied with, when and where they apply. 2.2.4 Formaldehyde content and/or release The insulation boards do not contain formaldehyde. 2.2.5 Airflow resistivity The minimum declared value of airflow resistivity is 5 kpa.s/m 2 according to EN 29053, method A. 2.2.6 Sound absorption The declared weighted sound absorption coefficient and class of the insulation boards, calculated and expressed in accordance with EN ISO 20354 and EN ISO 11654, are given in Table 2. The declared values of thermal conductivity λ D,90/90(23/50), determined according to EN ISO 10456 for a moisture content of the insulation boards at 23 ºC and 50% RH, are given in Table 3. Issued at 2013-06-26 Page 5 of ETA 13/0783 2.2.10.2 Dimensional stability under normal laboratory temperature and humidity conditions (23 ºC and 50% relative humidity) According to EN 1604, the relative change of dimensions in length, ε l, and width, ε b, does not exceed 1.0%. The relative change in thickness, ε d, may exceed 1.0%. The use of the product should therefore be avoided in places where these environmental conditions (90% relative humidity) cannot be prevented to occur frequently. 2.2.11 Moisture content The measured value of moisture content does not exceed a mass fraction of 8%, according to EN 12105. 2.2.12 Geometry 2.2.12.1 Length and width Tested according to EN 822, the insulation boards are within the declared range of length and width indicated in Table 1. 2.2.12.2 Thickness Tested according to EN 823, the insulation boards are within the declared range of thickness indicated in Table 1. 2.2.12.3 Squareness According to EN 824, the deviation from squareness on length and width of boards, S b, may exceed the maximum allowed deviation of 5 mm/m (some deviations may reach 7 mm/m). The deviation from squareness in relation to thickness of boards, S d, does not exceed 2 mm. 2.2.12.4 Flatness According to EN 825, the deviation from flatness, S max, does not exceed 3 mm. 2.2.13 Density Tested according to EN 1602, the insulation boards are within the declared range of density indicated in section 1.1. 2.2.14 Bending strength According to EN 12089, method B, the minimum measured bending strength is 147 kpa. This measured value is higher than the minimum required value of 50 kpa. 3. Evaluation and attestation of conformity and CE marking 3.1 System of attestation of conformity According to the decision 1999/91/EC of the European Commission 8 as amended by decision 2001/596/EC 9 the system 3 of attestation of conformity applies. System 3: Declaration of conformity of the product by the manufacturer on the basis of: (a) Tasks for the manufacturer: (1) factory production control; b) Tasks for the approved body: (2) initial type-testing of the product. Note: The manufacturer has to make a declaration of conformity. 3.2 Responsibilities 3.2.1 Tasks for the manufacturer 3.2.1.1 Factory production control The manufacturer shall exercise permanent internal control of production. All the elements, requirements and provisions adopted by the manufacturer shall be documented in a systematic manner in the form of written policies and procedures, including records of results performed. This production control system shall insure that the product is in conformity with this European Technical Approval. Page 6 of ETA 13/0783 Issued at 2013-06-26 The factory production control shall be in accordance with the control plan relating to this ETA which is part of the technical documentation of this European Technical Approval. The control plan is laid down in the context of the factory production control operated by the manufacturer and is deposited within LNEC 10. The results of the factory production control shall be recorded and evaluated in accordance with the provisions of the control plan. 3.2.1.2 Other tasks for the manufacturer The manufacturer shall make a declaration of conformity, stating that the boards are in conformity with the provisions of this ETA. 3.2.2 Tasks for the approved body Initial type-testing of the boards The tests and verifications on which this ETA is based have been carried out on samples of the current production. For the purpose of initial type-testing, the results of these tests shall be used unless there are changes in the production line or plant. In such cases, the necessary new initial type-testing has to be selected by LNEC. These tests could be taken over by the ETA holder for declaration of conformity. 3.3 CE marking The CE marking shall be affixed on the packaging or on the accompanying documents, e.g. the EC declaration of conformity. The letters CE shall be accompanied by the following additional information: The name and address of the producer (legal entity responsible for the manufacture), The last two digits of the year in which the CE marking was affixed, The number of the European Technical Approval, Reaction to fire (Euroclass), Density, Nominal thickness, Nominal length and nominal width, Declared value of thermal conductivity λ D, Declared value of airflow resistivity. 4. Assumptions under which the fitness of the product for the intended use was favourably assessed 4.1 Manufacturing The European Technical Approval is issued for the insulation boards on the basis of agreed data/information, deposited within LNEC, which identifies the board that has been assessed and judged. Changes to the boards or production process, which could result in this deposited data/information being incorrect, should be notified to LNEC before the changes are introduced. LNEC will decide whether or not such changes affect the approval and consequently the validity of the CE marking on the basis of the approval and if so whether further assessment or alterations to the approval shall be necessary. 4.2 Installation of the product in the works The insulation boards shall only be installed in structures where they are protected from rain, weathering and moisture. The installation instructions given by the manufacturer shall be taken into account for installation of the insulation boards. Where the insulation boards are fixed by using adhesives and/or anchors, only such adhesives or anchors shall be used, which are suitable for this purpose. The assessment of these fixing means is not part of this European Technical Approval. The insulation boards shall be protected from moisture during the installation. The insulation boards shall not be exposed to compression loads. The conditions in clause 1.2 shall be taken into account. 5. Indications to the manufacturers 5.1 Packaging, transport and storage Packaging of the product shall be carried out so that the insulation board is protected from moisture during transport and storage, unless other measures are foreseen by the manufacturer for this purpose. 10 The Control Plan is a confidential part of the European Technical Approval and only handed over to the approved body or bodies involved in the procedure of attestation of conformity.
