Agenda MESB CAD-to-CAD project What is CAD-to CAD Point to Point vs Intelligent Hub Hosted and Software as a Solution Advantages of CAD-to CAD CAD-to-CAD example Geo Fence Wrap Up 4
Investigate: MESB CAD-to-CAD Study Public Safety Data Interoperability Determine level of Interest among City, County, and municipal PSAPs. Inventory by PSAP of current CAD, Mobile and Mapping product versions and vendors. Evaluate AVL utilization and usefulness. Evaluate existing cooperative agreements and data sharing initiatives 5
Recommend: MESB CAD-to-CAD Study Public Safety Data Interoperability Data interoperability options including multiple CAD-to-CAD vendor solutions. Implementation plan of a Regional CAD-to-CAD data sharing solution including costs, milestones and timelines. Research expanding project
Greater Minnesota-What Does This Mean for Us? Resounding support amongst MESB agencies for their surrounding non-mesb PSAPs CAD-2-CAD could be deployed statewide Emergencies have no borders
What is CAD-to-CAD?
Current Information Sharing Practices By Phone: Most Incident transfers are done by phone Typically no incident data transfer Resource sharing Delays can occur if the receiving PSAP does not pick up the phone By Radio: Some resource sharing is done by radio Typically there is no view into the availability of resources Multiple PSAPs may have to be contacted before an available resource is found From News Outlets: Major Incidents and Weather Alerts 9
CAD-to-CAD: Share Incident Information Real Time Situational Awareness
Traditional CAD-to-CAD Point-to-Point Network Interface Code Translation Incident Sharing Connection Security State Session Call Natures Unit Types Triggers Business Rules
It Can Be Complicated 12
Intelligent Hub Architecture Intelligent Hub
Traditional CAD-to-CAD vs Intelligent Hub Intelligent Hub TRADITIONAL POINT-TO-POINT Customer requirements are built and maintained by the CAD Providers CAD vendors must maintain network connectivity, session management, codes translation, and rules between systems Interfaces are complex and expensive INTELLIGENT HUB Configurations maintained by the customer All CAD vendors write to a common API Future-proof forward compatibility Common code translations from/to all systems Adapters are simple, flexible, and reusable
Hosted & SaaS Hosted Solution Traditional Cloud Software as a Service Solution (SaaS) 15
Advantages of CAD-to-CAD Share resources between participating PSAPs Dispatch resources based on regional closest vehicle calculations (AVL) Track and view the status of all sharable resources Transfer incident information along with call Track and view all sharable incidents 16
Advantages of CAD-to-CAD Regional map provides situational awareness Track/View snow plows, buses and service vehicles Standard API for CAD vendor integration Single CAD interface cost per PSAP Regional interoperability 17
Different Options for C2C I can choose to only receive incidents I can choose to receive and share incidents I can view only I can control what information I share I can control who I share information with C2C solutions can support all of the above options! 18
What Happens If.. I don t have a CAD system? I am upgrading my CAD system next year? My Emergency Management wants C2C? My CAD is a SaaS 19
CAD-to-CAD Example An auto accident occurs on Sunnyside Rd. The caller dials 911 on their cell phone and happens to route them to the Minneapolis dispatch center. 20
The accident is determined to be in Edina. 21
The Minneapolis 911 call taker enters all pertinent information into their TriTech CAD and initiates a call share request to Edina by taking certain action in their own CAD system. Call share triggers are configured by a administrator. There are many options for call share triggers, including: Location Call nature Comment keyword Unit request (others) 22
An Edina 911 call taker is working at their Superion CAD workstation when a Notification alert is displayed. An information Icon appears in the lower right as well as a pending notification counter in the task bar. 23
By clicking on the Icon notification, the full screen is displayed showing more details about Minneapolis request for assistance. An ID is provided to Edina that, when copied and pasted in the comment of their newly created incident, Minneapolis receives a notification that their request has been acknowledged. Both agencies can now follow each other s incidents in the C2C portal 24

It Is Not Just Sharing Incidents CAD-to-CAD can share Applications and Interfaces 26
NG9-1-1 Initiatives NENA/APCO Standards: Emergency Incident Data Document (EIDD) National Information Exchange Model (NIEM) Automated Secure Alarm Protocol (ASAP) 27
NG9-1-1 Integration to CAD-to-CAD Single interface to: Fire and Burglar Alarms Panic Buttons Car Telematics Medical & Location Information Texting Video Feeds And other Applications/Data Shot Spotter Smart Phone Applications Social Media 28
PSAP Benefits: CAD-to-CAD Benefits Reduced Stress less time spend tracking down resources Reduced Radio Traffic resources are visible & available Reduced Workload on average a 1 to 2 minute time reduction per mutual aid incident Municipality Benefits: Reduced Response Time on average 2 to 3 Minute reduction per fire and EMS incident Resource Visibility police, fire and EMS units can view and communicate with all responding resources dispatched to an incident
