Request for Bids At The Greenville-Spartanburg International Airport Addendum No. 2 June 27, 2011 All Bidders shall include with their bid submittal a signed statement indicating they have reviewed and accepted Addendum #1, dated June 23, 2011 and Addendum #2, dated June 27, 2011 as part of the bid documents. Item 1. Questions received to date: Question No. 1 On page 47 of the bid package, the words at the top of the page state that there are SIX (6) FIXED GROUND POWER UNITS. The previous page lists requirements for seven (7) GPU s. The description of work on page 11 also indicates there are seven GPU s required. Please clarify in the addendum. Answer No. 1 Remove Attachment B Bid Form and Replace with attached revised Attachment B Bid Form. There are total of nine (9) aircraft preconditioned air systems, nine (9) fixed ground power units and the retrofit of five (5) existing bridges for bridge pre-cool/pre-conditioning. *Please note additional scope of work at Gates A3 and A4. Question No. 2 In the specification, section 2.0. A 9 it states that Each DX unit shall be provided with required hardware, software, databases and any required site licenses to provide remote monitoring and control features as specified herein. The JetAire PCA units are equipped with a PLC controller that has the capabilities to communicate via a number of protocols including ModBus TCP/IP. Communication via this protocol requires no proprietary software, databases, and site licenses to provide for remote monitoring. Please confirm that ModBus TCP/IP communication protocol is acceptable. Answer No. 2 Approved. This is acceptable. Question No. 3 Table 3-1 and 2.0 B 1 thru 6 define the required performance parameters of the PCA unit to be bid. Based on the aircraft curves with 100 percent passenger loads, electrical loads, and solar loads the PCA size should be at least 60 Tons due the presence of the B-757-300 and A321-100. These two aircraft drive the unit to a typical 60T size. This size of PCA unit requires a 175 amp service. Additionally, the presence of the MD-80 with 100 percent passenger loads, electrical Page 1 of 11

loads, and solar loads drive the PCA size to a 45 50T unit. This size of PCA unit requires a 150 amp service. All other aircraft in the mix drive the unit size to a 30T unit size. Please confirm that it was the intent of the airport to drive the unit sizes based on the aircraft mix and the 100 percent sizing requirements. Answer No. 3 Correct. The PCA contractor is responsible for sizing the PCA appropriately to ensure the equipment is capable of providing all heating, cooling, ventilation and control requirements as specified for occupation of each deign aircraft as indicated in Table 3-1 on design day conditions as further described in the specifications. Each unit shall be rated for the worst case/largest type aircraft indicated in Table 3-1. Question No. 4 2.0 B 12 States that the interface for the dry contacts or approved digital I/O signal shall be wired from the PAS back to the rotunda pedestal and terminated inside a contractor provided exterior duty junction box. Please confirm that the wiring shall be the responsibility of the PBB supplier because typical wiring down a telescoping bridge requires use of the PBB manufacturer s cable management system. Due to the unknown variables associated with a potential unknown PBB manufacture it is difficult for the PAS supplier to determine the scope of work to provide for this wiring. Answer No. 4 This interface wiring is the responsibility of the PCA contractor and the PCA contractor will coordinate with the PBB contractor. Question No. 5 2.0 B 13 States that the interface for an enable or shall be wired from the PAS back to the rotunda pedestal and terminated inside a contractor provided exterior duty junction box. Please confirm that the wiring shall be the responsibility of the PBB supplier because typical wiring down a telescoping bridge requires use of the PBB manufacturer s cable management system. Due to the unknown variables associated with a potential unknown PBB manufacture it is difficult for the PAS supplier to determine the scope of work to provide for this wiring. Answer No. 5 This interface wiring is the responsibility of the PCA contractor and the PCA contractor will coordinate with the PBB contractor during installation. Question No. 6 2.0 C 1. States that Power will be available at the base of the PBB with an exterior rated disconnect. This bidder shall extend service to the PAS units are required. Please confirm that the power wire extension shall be the responsibility of the PBB supplier because typical wiring down a telescoping bridge requires use of the PBB manufacturer s cable management system. Answer No. 6 Section 2.0, C.1 Delete: This bidder shall extend the service to the PAS units as required. Reference General Description of Work and Tasks, subpart D. The PBB Contractor shall include in their bid running the required electrical down the bridge for the PC Air and Fixed Ground Power. Question No. 7 2.0 C 1. States that Power will be available at the base of the PBB with an exterior rated disconnect. How much power is available and what size is the power disconnect? Answer No. 7 Power will be made available and the proper disconnects will be provided by the Owner under separate contract. Sizing of the electrical, including disconnects, will be based upon information provided during the submittal/shop drawing phase by the PCA contractor. Question No. 8 2.1 B States that air flow modulation is required to be done by an inlet air damper and a discharge air damper shall not be used as the means to modulate air flow. The JetAire DX PCA units utilize a discharge air damper to modulate air flow and to facilitate bridge pre-cool. By using a discharge air damper for air flow modulation, the JetAire unit contains one less damper actuator than a unit with an inlet damper and therefore has increased reliability due to having fewer components. Please allow a discharge air damper for air flow modulation. Answer No. 8 Approved. This is acceptable. Question No. 9 2.1 C States that all components used in the DX unit shall be UL or CSA listed or recognized. The JetAire DX units are listed per UL 1995. Please accept the entire unit listing as fulfilling this requirement. Answer No. 9 Approved. This is acceptable. Question No. 10 2.1. D. 2 f 1 states that the shaft bearings shall have a median life of 200,000 hours. This statement is typical to systems with belt and pulley driven fan systems. The JetAire DX units utilize premium efficient direct drive fan assemblies with standard grease able L10 bearings. Please accept the industry standard direct drive ratings. Answer No. 10 Approved. This is acceptable. Page 3 of 11

Item 2. Question No. 11 2.1. D. 2 g and h states that motor bearings are to be permanently lubricated. Please accept grease able bearing motors as their rated life (with PM greasing) is significantly longer than permanently lubricated bearing motors Answer No. 11 Approved. This is acceptable. There have been several inquiries regarding the bridge pre-cool/pre-conditioning scope of work. Clarification. The PCA contractor is responsible all work including bridge modifications on the existing bridges to accommodate bridge conditioning/pre-cool functions. This includes, but is not limited to: wiring, bridge cut out and plenum for the PCAir, and cut out and supply of the rotunda exhaust fan. Bridge modifications/provisions on the new bridges will be by the PBB contractor. Add attached specification PASSENGER BOARDING BRIDGE CONDITIONING. For work on the the existing bridges, the name PBB contractor should be substituted with PCA contractor. All work on the existing bridges to accommodate bridge pre-conditioning is the responsibility of the PCA contractor and should be included in their bid. PASSENGER BOARDING BRIDGE CONDITIONING *On all new bridges, the PBB contractor shall provide and be responsible for bridge modifications, including the plenum, outlet and exhaust fan to accommodate bridge preconditioning. *On all existing bridges, the PCA contractor shall be responsible for any modifications to the existing bridges, including wiring, plenum, outlet, exhaust fan, etc. to accommodate bridge pre-conditioning. 1.0 The PBB shall include the following bridge conditioning equipment, controls and provisions for the addition of bridge conditioning equipment to be provided under separate contract. The PBB manufacturer shall coordinate with the aircraft pre-conditioned air system (PCA contractor) supplier for the complete integration of bridge conditioning equipment on the PBB. A. Bridge Air Outlet: The PBB manufacturer shall provide two stacked bridge air cut out in the sidewall of the outer tunnel for connection of bridge air ducting by the PCA contractor. The cutouts shall be 7 3/4 W x 35 3/4 H in a single inner channel of the sidewall corrugation, with a 2 1/2 space between the two openings. The cutouts will begin one foot below the furnished ceiling on a 3 tunnel bridge and 6 below the finished ceiling on a 2 tunnel bridge. The cutout will be located on the right side of the bridge between the lift column and stair landing. The interior of the cutout shall be finished with a 10 x 38 deflection supply register one set vertical, 3/4 louver spacing with color to match interior of bridge. B. Bridge Air Plenum: PPB manufacturer shall provide an insulated bridge air plenum on the side of the outer tunnel from the inlet to the bottom of the bridge using the inner pan of the side-wall corrugation as one side of the plenum. The bottom of the plenum shall provide for a 10 diameter collar for connection of the bridge air flexible air hose from the pre-conditioned air system PCA unit by the PCA contractor. C. Exhaust Fan: The PPB manufacturer shall supply and install a bridge exhaust fan to provide for minimum 1400 CFM ventilation rate. The fan shall be located to exhaust air from the top of the tunnel section near the rotunda and in such a manner to minimize bridge retraction limitation. Page 5 of 11

Each exhaust fan shall be controlled by a combination starter to be supplied and installed with all required connections, cable and conduit on the rotunda column by the bridge manufacturer. The fan shall operate from 480V, 3 phase, 3 wire power from the bridge electrical feeder. The fan, starter, and starter enclosure shall be NEMA 4 rated, and provide by PBB manufacturer. The starter controls shall be arranged such that a remote N.O. contact (provided by the PCA contractor) shall operate the fan. AN isolated fan status contact shall be provided for monitoring of the fan by the PCA contractor. D. Bridge Air Controls: The PBB manufacturer shall provide a Bridge Air ON lighted push-button and a non-lighted Bridge Air OFF push-button. The push buttons shall be located on the bridge control console (or when required by spec) and wired to terminal blocks within the console for field connections by the PCA contractor. Each pushbutton shall provide a set of N.O. & N.C. contacts. The ON light shall be suitable for operation at 28V AC/DC. E. Bridge Operation Interlock. The PCA manufacturer shall supply a set of isolated normally open or normally closed (determined by PBB manufacturer) contacts located in the PCA control cabinet. These contacts to be wired to the PBB controls in order to prohibit any horizontal bridge operation while the PCA is in operation. The PCA must be off in order for the bridge to resume normal operation. F. Bridge Wiring: The PBB manufacturer shall provide control wiring from the control console to the exhaust fan starter on the rotunda column. The wiring shall consist of two, # 18 AWG minimum wire pairs for control of the exhaust fan. The wires shall be routed in such a manner to provide for NEC Class II wiring and terminated at terminal blocks within the bridge control console for field extension to the PAS controls by the PCA contractor. G. Submittals: The PBB manufacturer shall provide the following submittals for the bridge exhaust fan: 1. Complete electrical power and control diagrams of the exhaust fan system. 2. Control termination diagrams for interface with PCA contractor. 3. Exhaust fan OEM catalog cuts. 4. Exhaust fan mounting details indicating, as a minimum, weather sealing provisions, mounting location, mounting details, techniques employed to minimize bridge retraction and any flexible exhaust air boots or hoses used. PRE-CONDITIONED AIR SPECIFICATION 1.0 Bridge Preconditioning Each gate system shall provide the necessary controls, equipment and hardware to provide passenger bridge pre-conditioning bridge prior to aircraft arrival. This will serve to precondition the bridge from possible soaked conditions to enhance de-planing passenger comfort. A. Function: Bridge Pre-conditioning shall function to operate the PCA unit in a reduced operating mode to automatically heat or cool the passenger bridge when the Bridge Air push-button is activated at the bridge control console. B. Passenger Boarding Bridge Interface: The PBB manufacturer shall supply and install the following components at each new bridge for interface with the bridge pre-conditioning equipment and PCA unit: 1. Bridge exhaust fan capable of providing a minimum of 1400 CFM ventilation from the roof of the bridge tunnel closest to the rotunda. 2. Exhaust fan starter with all required input power and control interface provisions for the PCA unit controller. 3. Bridge air control push buttons, ON & OFF, located on the bridge control console. Each button will contain a N.O. & N.C. contacts and will be terminated at a terminal block within the console. 4. Control wiring from a control console terminal block to the exhaust fan starter for PCA unit automatic control and status monitoring. 5. Bridge air side wall cutouts in the right side of the outer tunnel between the lift column and stair landing, one foot below the bridge tunnel finished ceiling. The cutouts provided will be 7 3/4 W x 35 3/4 H and include interior air grills. 6. Bridge air plenum on the side wall of the outer tunnel from the inlet to the bottom of the bridge with an 10 diameter collar at the bottom for connection of bridge air hose from the PCA unit s bridge air damper. 7. Bridge interlock to prohibit bridge horizontal operation when PCA is in operation. 8. Provisions at bridge rotunda for mounting of PCA electrical disconnect box. C. Bridge Air Components: The following bridge air components shall be supplied and installed by the PCA contractor: Page 7 of 11

1. Bridge Air Damper: A bridge air damper shall provided to divert PCA unit outlet air from the aircraft air delivery hose to the bridge air ducting. The damper shall be under the control of the PCA unit controller. The damper will be rated for the air delivery pressure of the PCA unit during aircraft air operations. 2. The control damper actuator shall electronic direct coupled type which require no crank arm and linkage. 3. Bridge Air Flexible Ducting: Flexible, insulated air duct shall be extended from bridge air damper to the fixed bridge air plenum provided by the bridge manufacturer on the side of the bridge. a. The flexible air ducting shall be factory insulated. Insulation shall achieve a minimum thermal conductance rating of k = 0.5 and must be completely shielded from the airstream at all times. Where the flexible duct joins the fixed ductwork install with duct sealer and worm screw drive adjustable bands to make joint secure and airtight. b. The flexible air duct shall be routed and supported under the bridge in such a manner to prevent excessive drooping or sagging and to prevent interference with bridge operating mechanisms. D. Bridge Air Sequence of Operation If the PCA unit is off, bridge preconditioning shall be activated by pressing the Bridge Air ON push-button at the bridge control console and/or in the side of entry of the PBB rotunda. This action shall start the PCA unit in a pre-set reduce operating mode, open the bridge air damper to divert supply air to the bridge tunnel and start the bridge exhaust fan. The PCA unit reduce operating mode shall be such that the aircraft air delivery hose is maintained in it s storage basket while still providing approximately 1400 CFM supply air to the bridge. Bridge air will circulate through the bridge to the bridge exhaust fan and continue until the following occurs: The Bridge Air OFF button is depressed (PBB will not move horizontally until OFF button depressed). An automatic 0-30 (software adjustable) minute timer elapses its preset time. The timer shall be under the control of the PCA unit ddc controller. Page 8 of 11

Exhaust fan status and bridge air or aircraft air ON status of the PCA unit will be available for remote display on the remote monitoring system via the PCA unit ddc controller. -END SECTION- [This Area Intentionally Left Blank] Page 9 of 11
