1 Request for Bids At The Greenville-Spartanburg International Airport Addendum No. 1 June 21, 2011 All Bidders shall include with their bid submittal a signed statement indicating they have reviewed and accepted Addendum #1, dated June 21, 2011 as part of the bid documents. Item 1. Questions received to date: Question No. 1 There are no bridge models or fixed walkways mentioned in the RFB. Would it be possible to receive a CAD drawing of the layout, in order for the manufacturer to determine the models? If so, could you also provide finished floor elevations at the terminal building? If neither of these are possible, could you please provide the desired bridge models and fixed walkways, if any? Answer No. 1 CAD files are not available. A drawing is attached showing the aircraft gate and bridge locations. No fixed walkways are required. Finished floor elevations at the terminal building will be provided in Addendum #2. All bidders are encouraged to visit the site to confirm field conditions. New bridges shall be mounted on the existing concrete bridge foundations and utilize the existing anchor bolts. 2 Answer No. 2 The PBB contractor is responsible for providing the mounting provisions, the input power and communications cabling for the 400HZ and PCA Units and the external plenum with 10 inlet for bridge pre-cool and the inside bridge grill for bridge pre-cool. The 400Hz and PCA units will be provided and installed under separate contract by the PCA contractor. 400Hz and PCA training will also be provided by the PCA contractor. Question No. 3 Will cable hoists be required? If so, how many and who is to provide and install the hoist(s)? Answer No. 3 Cable hoists will be provided and installed by the PCA contractor on all eight (8) bridges. Mounting provisions are to be provided on all eight (8) bridges by the PBB contractor. Question No. 4 Item D on Page 11 requires an exhaust fan to be located on the rotunda end of the PBB, but on Page 10, Item 10 there is also a requirement for a ventilator to be located on the cab. Please confirm if one or two exhaust fans are required. If only one is required, where is this to be located? Answer No. 4 Delete the requirement for a ventilator on the cab. Question No. 5 Pages 19 & 20, Regional Jet Service On Page 19, Item 11 there is a requirement for a sideshifting cab if regional jets are in the scheduled aircraft mix, then on Pages 19 and 20, Items 1 through 6 there is a requirement for a floor that we manufacture that meets all requirements and services all scheduled aircraft, without the side-shift capability. If we can prove that our regional jet floor, that meets the specification Pages 19 and 20, Items 1 through 6, is able to service the scheduled aircraft mix, would this be acceptable? Answer No. 5 Delete the requirement for a side-shifting cab. A side-shift cab is not required. The PBB bidder is responsible for ensuring the proposed bridge can service all required aircraft. Question No. 6 Page 20, Item F, Aircraft Closure There is a requirement that the aircraft enclosure color shall be white. The industry standard color for the aircraft enclosure is gray. This is the same color as the existing enclosures we have supplied to GSP. Would the Airport accept the industry standard color of gray for aircraft enclosure? Answer No. 6 Revise the aircraft enclosure color to the color gray to match existing. Page 2 of 6
3 Question No. 7 Page 21, Item 4, Maintenance Ladder There is a requirement for a maintenance ladder with safety cage and handrails. We do not have any equipment on the roof that would require routine maintenance, so there is no need to have access to the roof of our bridges. Therefore, we ask that the maintenance ladder is to be removed if no roof access is needed for routine maintenance. Even if we provide roof access ladder, there is no need to provide roof handrail on top of tunnel C. JBT bridges need to have such a handrail since the electric motors on top of the lift column requires periodic maintenance. Previous bridges that TKAS supplied to GSP do not have these items. Please confirm that that maintenance ladder with safety cage can be removed if no routine maintenance is required on top the bridge. Also, please confirm that no handrails are required on top of the bridge if no routine maintenance is required. Answer No. 7 Delete the requirement for maintenance ladder, safety cage and handrails if no maintenance is required on top of the bridge. If the manufacturer has any serviceable equipment located on top of the bridge, the requirement for the maintenance ladder, safety cage and handrails shall remain. Question No. 8 Pages 30~32, Section 2.5, Baggage Lifting System/Baggage Valet To our knowledge, there is not a service stair-mounted baggage lift that will meet all the requirements of the specifications. The unit that comes the closest to meeting these requirements is supplied by a manufacturer in Florida. We are using them for several of our projects over the past year and the units have failed miserably. Our company is no longer utilizing the lifts from this company because of poor quality and support. There is another manufacturer in Utah, but we have no knowledge if this product is viable; however, we do know that the capacity of that unit is only 350 lbs, which does not meet the specifications. Aside from service landing-mounted lifts, there is an option for a baggage conveyor that can be service stair mounted or bridge cab mounted, supplied by at least two, maybe three manufacturing companies. There is also an option for rotunda mounted, terminal mounted and walkway mounted baggage lifts that are manufactured by a few reliable companies. In the best interests of all involved, especially the airport, we ask that the service stair platform mounted baggage lift be removed from the requirements and substituted for either a baggage conveyor or baggage lift, mounted on the rotunda, at the terminal or walkway (if applicable). Answer No. 8 Delete the requirement for a baggage lifting system/bag valet. Question No. 9 Please confirm whether this bid is tax exempt or should taxes be added to the bid. If taxes need to be added to the bid, please confirm the tax rate. Answer No. 9 This bid is not tax exempt. The state sales tax rate is 6% and is to be included in the bid amount. The contractor is responsible for paying all applicable taxes on this project. Page 3 of 6
4 Question No. 10 Section 14950, Pg 18, Clause 2.2.D.4: The specification calls for a minimum clear with of 5-0 for the cab rollup door. Our standard design is a clear width of 44. Please allow our standard design to be supplied. Answer No. 10 Not approved. Specification remains the same. Question No. 11 Section 14950, Pg 19, Clause 2.2.D.9: The specification calls for LED cab light fixture. Our standard design incorporates a fluorescent fixture. Please allow our standard design to be supplied. Answer No. 11 Not approved. A fluorescent fixture will not be accepted. The LED light fixture specification remains. Question No. 12 3Section 14950, Pg 21, Clause 2.2.G.1: The specification calls for a 30 to 36 wide service door. Our standard design is a 28 door. Please allow our standard design to be supplied. Answer No. 12 Not approved. Specification remains the same. Question No. 13 Section 14950, Pg 21, Clause 2.2.G.1: The specification calls for the provision of a cipher lock with key override to match the existing airport key/lock system. Please provide details on the existing system. Answer No. 13 The existing airport cipher key/lock system is a Kaba 5000 Combination Lock and accepts an ILCO cylinder. KABA Model # 5021XSWL26D41 Question No. 14 Section 14950, Pg 22, Clause 2.2.H.1.a.12: Our standard offering is a warning bell which alerts that the PBB is about to move. Please allow the warning bell in lieu of a horn. Answer No. 14 Approved. This is acceptable. Page 4 of 6
5 Question No. 15 Section 14950, Pg 33, clause 3.2.A: Per this clause we are to furnish all anchors for the hurricane tie downs. Who is responsible for the installation of these anchors? Answer No. 15 Delete the requirement for hurricane anchors. Question No. 16 Section 14950, Pg 34, clause 3.7.A : The specification calls for training is to be provided, however no details have been given on the training required. Please advise on the duration and type of training to be performed Answer No. 16 The following training is required to be provided. Airline / Operator Training approved manufacturer training for airline and airport operators 2 half day classes for each airline currently servicing GSP. Each airline will be trained individually. Train-the-Trainer Training approved manufacturer training for supervisor and trainer level operators, 2 classes will be provided. Maintenance Training approved manufacturer training for airport facilities maintenance technicians involving two 8 hour days of maintenance training, including preventative maintenance and servicing, troubleshooting and basic repairs. Question No. 17 Page 11, Item A: The scope of work includes the removal of existing bridges and all associated equipment prior to the installation. Please provide details on the type of additional equipment located at each gate location which is to be removed. Answer No. 17 Removal of all equipment mounted to the existing passenger boarding bridges including, but not limited to pre-conditioned air (PC Air) and fixed ground power units shall be the responsibility of the PBB contractor. Question No. 18 The tender documents do not include drawings or any other information that can be used to generate equipment sizing. We request that you provide an AUTOCAD layout drawing, or specify what equipment we need to supply. Without this information we cannot correctly size the new PBB equipment. Answer No. 18 See Question and Answer #1. Page 5 of 6
6 Question No. 19 Are taxes to be included or is the project to be tax exempt? Answer No. 19 See Question and Answer #9. Question No. 20 The tender documents did not include commercial terms. Please provide if applicable. Answer No. 20 The owner shall pay the complete invoice within 30 days of final acceptance. Question No. 21 Please confirm that adequate power will be supplied by the airport and the bidder has no responsibility for power requirements. Answer No. 21 Power will be provided at each gate location and will be located at the terminal building face near the passenger boarding bridge pedestal/base. -END- Page 6 of 6
