Under the direction of the Warden, the Correctional Caseworker II is responsible for the supervision of female inmates within established guidelines in order to provide safe and secure custody, while at the same time encouraging rehabilitation and reintegration through case planning and management. Development, facilitation, and leading facility programming will also be required. The incumbent of this position may be expected to act in the position of Warden while the Warden is on leave. For the purposes of this job description the definition of in the absence of the Correctional Warden is if the Warden is in the building but indisposed (ie. Dealing with a matter in a unit, in a meeting etc.). The incumbent will therefore, be responsible for the functional supervision of 2-4 correctional floor staff at the direction of or in the absence of the Warden. 3. SCOPE Describe the impact the position has on the area in which it works, or if it impacts other departments, the government as a whole, or the public directly or indirectly. This position will be based out of the Nunavut Women s Correctional Centre located in Iqaluit Nunavut. This position will be one of two Correctional Caseworkers on shift at any given time. The Correctional Caseworker II will be involved in direct supervision of 1 to 10 female inmates who are incarcerated to the Nunavut Women s Correctional Centre. The Correctional Caseworker II will also carry a caseload of 2 to 5 inmates at a time. 4. RESPONSIBILITIES Correctional Caseworker II Page 1 revised October 27, 2017

Describe major responsibilities and target accomplishments expected of the position. For a supervisory or management position, indicate the subordinate position(s) through which objectives are accomplished. 1. Provides safe and secure custody of female inmates within established guidelines to ensure the safety of society, inmates and staff. - Follow and maintain institutional security procedures. - Conduct formal and informal inmate counts in accordance with policy - Conduct and record a security audit of the facility and outbuildings at the beginning of their shift. - Observe and assess inmate behaviour, and intervene when appropriate. - Apply informal disciplinary action and assist in formal disciplinary action. - Escort and transport inmates on medical appointments, community outings, etc. - Direct supervision of visits from the public to the facility. - Monitor, record and report inmate movement within and outside the facility. - Collect data and write safety and security reports and enter them into COMS (Correctional Offender Management System) - Administer contraband control (searches and frisks). - Responsible for the day to day operations of the facility and overseeing division of duties between staff team on shift. 2. Assist the Warden in HR management within established guidelines to ensure an effective, efficient and motivated staff team as well as a safe and secure environment. - Assist the Warden with assigning staff and relief coverage to their posts and may be fully responsible for this function in his/her absence. - Responsible for the initial training and orientation (observation shifts) of new Correctional Caseworkers including casual workers. - Provide support to Correctional Caseworker I in a leadership role. - May be responsible for after hours and on-call assignment. 3. Assists with developed facility programming for female inmates in order to provide suitable opportunities for rehabilitation and reintegration within society. - Develop and lead a wide variety of activities and programming that provide opportunities for inmates to prepare the offenders for their eventual release into society. - Facilitate education programs to provide inmates with the tools to address their criminogenic factors in a more appropriate way. These programs may include but are not limited to: Parenting, Life Skills and Substance Abuse etc. - Prepares breakfast during the week and weekend, and assists some meal preparation and life skills programming within the kitchen. 4. Assist with case management, within established guidelines, in order to prepare female Correctional Caseworker II Page 2 revised October 27, 2017

inmates for eventual reintegration within society. The Caseworker will be assigned a primary and secondary caseload of approx. 2-5 clients. - Perform initial ORAMS assessment (Offender Risk Assessment Management System) - The Caseworker will have weekly case management meetings with their primary caseload and with their secondary caseload when necessary. - The Caseworkers will use the LS/CMI (Level of service case management inventory) assessment tool to develop a case plan for the offender. - The Caseworker will work with their assigned offender to develop a release plan prior to sentence expiration. These release plans will be submitted to the Warden for approval. - The Caseworker will provide guidance and advise inmates regarding case plan objectives. - Write progress reports on inmate s involvement in centre programming. - Assists the inmates in making decisions regarding appropriate programming strategies during their stay at the Centre. - Meets with inmates on a regular basis to discuss progress in programming. - Process temporary absence applications submitted by the inmate. 5. KNOWLEDGE, SKILLS AND ABILITIES Describe the level of knowledge, experience and abilities that are required for satisfactory job performance. Knowledge identifies the acquired information or concepts that relate to a specific discipline. Skills describe acquired measurable behaviours and may cover manual aspects required to do a job. Abilities describe natural talents or developed proficiencies required to do the job. These requirements are in reference to the job, not the incumbent performing the job. - The Department of Justice has determined that due to the obligation to protect the privacy rights of female inmates, it is a bona fide occupational requirement of this position that successful candidates will be female. - High School Diploma - Human Services or Correctional Services Diploma or equivalent certification an asset. - Strong understanding of corrections policies and procedures including standing orders and contingencies. - At least two years experience working in the Corrections field and/or Human Services Field. - Requires knowledge in case management and planning. - Case management experience an asset. - Excellent communication skills as this position will be responsible for the orientation and training for new Correctional Officer staffs including casuals. - Demonstrated good supervisory and strong interpersonal skills. - Good understanding of corrections policies and procedures. - Practical knowledge of various corrections techniques. - Good verbal and written communication skills. - Sound problem solving skills. - Strong interpersonal skills. - Cultural sensitivity & awareness. - A capacity to communicate in Inuktitut and/or Inuinnaqtun is an asset as the incumbent will work directly with inmates. WORKING CONDITIONS List the unavoidable, externally imposed conditions under which the work must be performed and which create hardship for the incumbent.
