An introduction from the Chair* Dear Candidate Thank you for your interest in this important role of Executive Director, international. This is a really exciting opportunity to join as we deliver our Global Strategy, with a vision of everyone everywhere having access to safe water and sanitation by 2030. /James Grant Access to safe water and sanitation is everyone s right and yet 650 million people still live without access to safe water and 2.3 billion people lack an adequate toilet. This is totally unacceptable in the 21st century and leads to around 315,000 children dying every year from diarrhoea. works alongside communities and partner organisations from government, civil society and the private sector, to catalyse the changes needed to improve access to safe water, sanitation and hygiene (WASH) for the poorest and most marginalised people as a critical step out of poverty. As Executive Director, International, you will play an instrumental role in overseeing the effective delivery and review of our ambitious Global Strategy 2015-2020 by the members of s global federation. The strategy renews our commitment to accelerate transformational change by focusing on four aims reducing inequalities of access to WASH services; strengthening sustainable services; improving hygiene behaviour; and integrating safe water, sanitation and hygiene into all areas of human and economic development. We believe that empowered communities engaged in championing their rights, alongside effective service providers, whether public, private or NGO, are critical to ensuring affordable, adequate and sustainable services that reach the poorest and most marginalised people, and change their lives. is a global federation of six self-governed members working in 37 countries. We plan to extend the membership through merger or development of new member countries and through the transiting of existing country programmes to being self-governed where this will better deliver our mission. Your role will be to lead and manage the international secretariat and work with the members the CEs and their s to ensure that together they deliver the Appointment of Executive Director international 2
Global Strategy effectively with ambition and high standards. You will be facilitating effective and integrated working, so that the overall impact of the work of each member and the country programmes is greater than the sum of its parts. Since the inception of international in 2010, this role has been undertaken by Barbara Frost alongside her role as Chief Executive of UK. The growth of the federation and its anticipated continued growth mean we now wish to appoint someone who is solely dedicated to leading the secretariat. Key to success in this role will be a global vision and the ability to align all member countries to deliver our Global Strategy, maximising s drive, passion and commitment to achieving our 2030 vision. You will facilitate strong relationships across the federation and ensure has a positive global identity backed up by common standards to which all members operate. /Ernest Randriarimalala international Established in 1981, has grown significantly in income and reach over recent years. From its origins in the water industry in the UK, has now become a global organisation with self-governed members of international who are part of our global federation. Membership of international now consists of America, Australia, Canada, India, Sweden and UK, with Japan on the horizon. India is the first country to transition from being a country programme to being an independent member country. It is envisaged that more country programmes will make this journey, where this will enable us to achieve greater impact. Four principles underpin the governance of international: Principle 1 - Achieving 's mission as effectively as possible is fundamental to all we do and the collective global interests of are paramount. Principle 2 - international will only undertake activities that it will deliver more effectively than member countries. Principle 3 - will only have one delivery organisation in each of the regions or countries where services are provided. international continued international has a small secretariat that draws on existing staff and resources of member countries, so as to remain light touch and to allow the organisation to focus on its mission. For example, finance, IT and HR support for the secretariat are provided by the UK office and the UK Directors lead on ensuring global alignment and collaboration in their own areas of specialism. The international secretariat has to date been led by Barbara Frost, alongside her responsibilities as Chief Executive of UK, and it was always envisaged that these roles would be split at some point as the organisation grew. The creation of this new role reflects the ambitious new strategy for 2015-2020 which is likely to lead to further substantial growth of the organisation, as well as the need to build organisational capacity. /Nyani Quarmyne Role description Executive Director, international Reporting to the Chair of international, the Executive Director will lead the international secretariat in ensuring the effective development and delivery of s Global Strategy by the members of the federation. They will be responsible for facilitating effective working across the federation, so that s overall impact is greater than the sum of its parts. Appointment of Executive Director international 10
Key accountabilities Lead, with the Chief Executives (CEs) of members and the of international, in ensuring that has clear, ambitious and integrated strategic aims and plans for the federation as a whole. Champion the key principles underpinning the work of international and its relationship with member countries, ensuring the collective global interests of are paramount. Lead the international secretariat team, ensuring that purpose and plans are clear and can be funded by members. Ensure an effective performance management process is in place to demonstrate delivery of the Global Strategy and to review its relevance, and identify potential member performance issues as early as possible. Ensure regular accreditation of members against the criteria for membership. Lead in identifying opportunities and drawing together plans for the growth of the federation, ensuring that this supports the achievement of our mission. Lead the membership assessment process and support new member development from affiliate through to full membership. Oversee the licencing of the name and marks to new members on behalf of the international. Maintain an overview of the global financial position of the federation as a whole, supported by the UK Director of Finance. This includes an overview of bi-lateral member financing and of the best allocation of funds to maximise s collective impact and sustainability. Work with the CEs of member countries to ensure consistency of organisational culture and approach. Promote existing global standards across the membership and identify new standards (to which all members are expected to operate) as needed. Facilitate collective decision making across the CE group where a common position is needed, and support member CEs to determine lead responsibility for global themes or functions using the principles of matrix management. Support effective and productive relationships between member countries, identifying opportunities for linkages and joint working and, where needed, support the resolution of differences. Ensure information, ideas, learning and opportunities are shared across the federation. Support the effective governance of international, including ensuring members are kept updated on cross-member and secretariat issues and agreeing agendas for international meetings with the Chair.
