MSW IMPLEMENTATION IN CROATIA MMATI - MARITIME SAFETY DIRECTORATE Toni Maričević, Senior Officer Rijeka, 25/08/2016

(Official gazzete no. 181/04, 76/07, 146/08, 61/11, 56/13) Regulation on Single Window for Formalities in Maritime Transport (Official gazzete, no. 119/15) Interagency Agreements between MMATI, Customs, Border Police and Sanitary Inspection

MSW what it is? Reporting Formalities Directive 2010/65/EU, Article 5:...place where, in accordance with this Directive, all information is reported once and made available to various competent authorities and the Member States. MSW why? Reporting Formalities Directive 2010/65/EU, Article 1:...to simplify and harmonise the administrative procedures applied to maritime transport by making the electronic transmission of information standard and by rationalising reporting formalities.

Harbourmaster s offices: 292 Customs: 180 Border Police: 356 Sanitary Inspection: 20 Ports: 161

CIMIS Administrative Facilitation Before: HMO Ship E-mail, fax, personal Customs Sanitary Now: Border Ship CIMIS HMO Customs Sanitary Border PCS (future) Free pratique Sanitary free pratique Port clearance (departure) Notice of deficiencies etc.

CIMIS concept

CIMIS and PCS integration CIMIS reporting formalities (administrative tool) / PCS logistics/commercial tool Port Community Systems (PCS) - system which optimises, manages and automates port and logistics efficient processes through a single submission of data and connecting transport and logistics chains (EC). HR PCS s status: One cargo PCS in port of Ploče and 3 passenger PCS in port of Šibenik, Split and Dubrovnik. (All Croatian Ports have access to CIMIS and are using it as a reference tool for ship arrivals / departures as well as for HAZMAT and ISPS controls). Possible future (web service) integration between CIMIS and HR PCS s can create benefits for all stakeholders involved especially if their use avoids duplication of services and investment in technology.
