2 WP5 To outline sustainable passenger transport models for the Adriatic basin To activate new governance tools To share sustainable cooperation strategies on passenger transport WP5 Actions in the light of the forthcoming Adriatic Ionian Macro-Region Technical CB and Local Working Groups Cross Border Board Local /CB Road Maps & Action Plans Adriatic Sustainable Passenger Transport Strategy Cross Border Agreements

3 5.1 Cross-border Board of institutional and operational key actors to outline an Adriatic sustainable passenger transport strategy CBB is a Governance tool in the Adriatic-Ionian Macro-Region Project Partners, Associate Partners, Institutional & Key actors to outline an Adriatic-Ionian Sustainable Passenger Transport Strategy, taking into account the Sustainability measures provided by the Sustainability Plan (WP3) and the Sustainable Passenger Mobility Guidelines (WP4). CBB activity goal is to identify: 1.Needs & Priorities (selected themes) 2.Interventions (also linked to Pilot Actions) 3.Cross-Border Agreements

4 Some hints from Local Road Maps & Action Plans 1. Develop ICT common Platform - Trip planner & Tourist Info (FB03, FB10, FB11, FB14,FB15) (Already a MoU with Albanian Port of Saranda and the Albanian Ministry of Transport and Infrastructure) 2. Twinning projects between ports a) New hydrofoil connection Trieste->Pola (FB01, FB05) b) New line Monopoli -> Ploce (FB06, ) 3. Develop ICT common Platform for Document Exchange (Maritime Single window software) (FB06, FB13, all?) 4. To foster an international cruise sector promotion (FB01, FB02, FB07, FB11) 5. To cooperate for a joint policy and to promote Adriatic as a destination in whole. This would include promotion materials, active participation of ports at world fairs, joint web site, etc. (FB01, FB02, FB07, FB11) 6. Develop a joint actions considering the EUSAIR Strategy - pillar 4: a) Topic 1 - Diversified tourism offer (products and services) b) Topic 2 - Sustainable and responsible tourism management (innovation and quality) (FB07) 7. Green Ports (common services for bi-fuel ships) (FB02) 8. Common basic services for the five categories of Ports (Hub, Local, Hydrofoil, Cruising, Seaplane) (FB05, FB18, all?) 9. Luggage services (airport/railway station -> port) (Agreement on common procedures?) (FB01, FB07)

5 5.4 Drafting and adopting Cross-border Agreements (CbA) for the optimization and the sustainability of passenger transport Cross-border Agreements (CbA) definition Draft and adoption of CbA for the optimization and the sustainability of passenger transport, improving regional transport and mobility integration. CbA among participating Countries are outlined following the definition of CBB Road maps & Action plans (for a sustainable passenger transport strategy, the optimization of the passenger transport and the reduction of CO2 emissions) and pilots coordination and results provided by WP6 activities, ensuring sustainability to the actions. CBB is the space where Agreements are designed, promoted and adopted, in synergy with TWGs and LWGs. Possible CBA on common stressed goals Bi-lateral and/or Multi-lateral Involved Signatories: PPs, administrations, local authorities, sectoral stakeholders At least 3 Agreements - 1 per PP Country

ITS Platform for Integration with hinterland and improved information services to passengers/travellers 2. Tourist info traffic Planner (FB3) signed 3 MoUs (FB3-FB15; FB3-PA Saranda; FB3-FB13) 1. Fast maritime line Trieste-Pula new services/new calls/prolongation (LB) 2. Maritime line Monopoli-Ploce in-land port additional services for passengers 3. Luggage management (pick-up & drop-off) between ports/airports and beyond (to destination hotels) 4. Services to people with different needs/reduced mobility in port terminal structures 5. Adriatic-Ionian Maritime Passenger Transport Observatory (FB1) 6. Inter-Faculty cooperation (FB11, FB12, FB16) 7. Proposal of MoU between EA SEA-WAY and AdriHealthMob (FB3)

8 5.4 Drafting and adopting Cross-border Agreements for the optimization and the sustainability of passenger transport Title IMPLEMENTATION OF SPECIFIC SERVICES TO MARITIME TRAVELERS General Specific Implementation of services to people with different needs/reduced mobility in port terminal structures Services interesting people with different needs and reduced mobility (i.e. disabled/handicapped persons, elderly, minors, pregnant women, etc.) Observance of specific rights: no discrimination, no higher costs, equal footing, free assistance; respect of previous notification (EU Reg. 1170/2010 on Passengers rights) Implementation of information and assistance to travelers Organisation of specific trainings for port terminal operators (awareness and assistance trainings) Amelioration of port terminal facilities Sharing experiences and promote joint initiatives on the issue Communications sharing Travel info/data flows Adoption of common solutions facilitating the introduction of internationally recognized policies and codes of conduct concerning facilitation of the transport of disabled persons and persons with reduced mobility Standardization toward EU legal framework Beneficiaries (members network) Region administrations Port Authorities Local/city administrations Tourist agencies Local economic/transport sector players (services to tourism, travel, shipping, logistics, etc.) Funding EU projects, private investments; public contribution CBA first proposal draft sent to some EA SEA-WAY PPs (Dec 2015)
