If the Base Bid is lower than the Construction Budget, the Trustees reserve the right to award a contract on the basis of Base Bid alone, or, if the budget allows, on the basis of Base Bid plus the additive alternative as the Construction Budget allows. If the bidder is awarded the contract and then fails to execute the contract, this bidder s security shall be forfeited to the State. References must include contact names and telephone numbers, description of work completed, date and amount of contract.
