Project name: Assisting Lebanon in Implementing UPR and Recommendations Made by Other International Human Rights Mechanisms. Period of assignment/services: 6 months. BACKGROUND OHCHR and the European Union Delegation in Lebanon have signed an agreement to implement a project entitled Assisting Lebanon in Implementing UPR and Recommendations Made by Other International Human Rights Mechanisms aiming at assisting Lebanon in improving its implementation rate of accepted UPR recommendations and enhancing its record in providing timely reports to the treaty bodies. The project seeks to address longstanding gaps within the national legislative and policy framework on human rights protection, the low implementation rate of existing human rights laws and policies and delays in establishing human rights structure.

On 18 December 2016, a new State Minster for Human Rights (MoHR) was appointed within the new cabinet formed under Prime Minister El Hariri. In light of this, OHCHR embraces the cooperation with the MoHR and the important role that it would play in developing and protecting human rights in Lebanon). 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Duties and Responsibilities OHCHR is seeking the services of a national consultant to provide technical support related to human rights to the Ministry of Human Rights (MoHR). The consultant will be based at the MoHR where he/she will provide 4/5 full working days at the MoHR and 1/5 full working day at OHCHR office. Scope of Work o Researches, extracts and compiles basic information and technical data on specific human rights issues relevant to Lebanon; o Assists in monitoring human rights developments/issues by collecting, analyzing and compiling materials from multiple sources, e.g., relevant databases, the library and the Internet; o Assist in coordinating the establishment and operations of the national mechanism for reporting and follow up and the structuring of the MoHR; o Assists in the establishment and maintenance of relevant computerized databases relevant for the work of MoHR; o Prepares a variety of reports, presentations, tables, lists, graphs, charts and/or diagrams for information and review by senior officers within MoHR; o Drafts letters, agenda for meetings, minutes of meetings and information notes in both Arabic and English; o Co-ordinates and sets up press briefings, press statements, pamphlets or other public awareness campaigns to educate public on any specific issue; o Performs the full range of office management and administrative support functions; o Processes all incoming and outgoing correspondence, including highly confidential documents, tracks correspondence and maintains files and records (both paper and electronic); o Attends meetings, and monitors follow-up activities; o Performs other duties as assigned. 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: A first university degree (Bachelor) in law, human rights, social sciences or any related field. II. Years of experience: A minimum of two years of experience in research, coordination, and administrative services. III. Technical experience: Experience in human rights work in Lebanon is an asset. Experience in working with senior officials is desirable. Ability to apply knowledge of various United Nations international mechanisms as well as administrative, financial and human resources rules and regulations in work situations is an asset. IIV. Competencies: For the post, fluency in both English and Arabic is required. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: (I). Technical Proposal: (i) Letter to UNDP Confirming Interest and Availability for the Individual Contractor (IC) Assignment (ii) Explaining why you are the most suitable for the work (iii) P11 (Personal History Form) including past experience in similar projects and at least 3 references, mentioning the references e-mails addresses. 5. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR as follows: The consultant will be paid 30% upon delivering the 1 st progress report, 30% upon delivering the 2 nd progress report and 40% upon submission of the Final Report. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated

working days). The financial proposal shall be presented using the enclosed format of Appendix a - Annex III. Travel: All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. 6. EVALUATION Individual consultants will be evaluated based on the following methodology: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70%] * Financial Criteria weight; [30%] Only candidates obtaining a minimum technical score of 70 points would be considered for the Financial Evaluation.
