FRANCO CONSULTING ENGINEERS, LLC Franco Consulting Engineers (FCE) is a DBE and MBE certified consulting engineering firm qualified to provide professional services in Highway Design, Project Consulting, Project Management, Environmental Reports, Utility Coordination, Pavement Design, Geotechnical Investigations, Materials Testing, and Construction Inspection. FCE was established on April 4, 2006. Our Company s Mission: To provide consulting engineering services on transportation projects, from concept planning through construction, with a motivated and skilled professional team committed to delivering excellent services using common sense and practical experience. QUALIFICATIONS FCE has two offices in Indiana, one in Greenwood and one in Indianapolis. FCE s laboratory in Indianapolis is approved by INDOT and accredited by AMRL. Currently, FCE has one (1) drill crew with over forty years of combined experience in geotechnical drilling and sampling. FCE staffs its offices with four (4) Registered Professional Engineers, and six (6) INDOT certified and qualified technicians. FCE personnel have vast experience in geotechnical engineering services throughout the state of Indiana. DRILLING SERVICES FCE Engineers have performed drilling for over ten thousand (10,000) soil borings varying in depth from 10 ft. to 300 ft. Our sampling techniques include Split-Spoon and Shelby tube sampling for Soils. All sampling and testing is obtained in accordance with ASTM and AASHTO Standards. Our drilling equipment consists of: 1992 CME 55, Truck Mounted Drill Rig. 2006 Ford 350 Geotechnical Engineering analysis and recommendations include the followings: Foundation Design (Pile, Spread Footing, Drilled Shaft), Seismic & liquefaction analysis. Retaining Structures, Ground Anchor (Tiebacks), Soil Nailing, Soil Improvement/Ground improvement Reinforced Slope, Seepage Analysis, Settlement and Stability, Dewatering system Structural design for foundation systems, Types of foundation and footing support Bearing Capacity of soil, Potential construction problems, Cost effective alternatives GEOTECHNICAL ENGINEERING Our engineers have over 55 years combine experience in geotechnical engineering investigations. A partial listing of our geotechnical engineering investigations is listed below: SR 26 from 0.38 mi east of SR29 to 4.46 mi east of SR29 (to Clinton/Howard County Line). Franco Consulting Engineers is performing a geotechnical investigation for this 4-mile section of the SR 26 as a subconsultant to SEH, Inc. Illiana Highway in Lake County, Indiana. FCE s personnel performed geotechnical investigation, laboratory testing, and providing geotechnical report and recommendations for 21 miles of new roadway project. 1

I-65 in Johnson and Marion Counties, Indiana. FCE s personnel performed geotechnical investigation, laboratory testing, deep and shallow foundation analysis, slope stability analysis, settlement analysis, ground improvement analysis, seismic analysis, and prepared geotechnical report. I-65 from SR 38 to SR 25 in Tippecanoe County, Indiana. FCE s personnel performed geotechnical investigation, and laboratory testing for this section of the road. I-69 from SR 38 to SR 13 in Madison County, Indiana. FCE s personnel performed geotechnical investigation for this section of I-69. I-65 from SR 311 to Memphis Road in Clark County. FCE s personnel performed geotechnical investigation, laboratory testing, deep and shallow foundation analysis, slope stability analysis, settlement analysis, ground improvement analysis, seismic analysis, and prepared geotechnical report. I-69 extension sections 2, 3, 4, and 5 in Davies, Gibson, Pike, Monroe, and Greene Counties. FCE s personnel performed geotechnical investigation, laboratory testing, deep and shallow foundation analyses, slope stability analyses, settlement analyses, ground improvement analyses, seismic analyses, and prepared geotechnical report. All work was completed within the time frame as dictated by the INDOT as Fast Track project to be built as Design/Build project. US 50 bypass from 0.1 miles West of CR 400 west to SR 3 in Jennings County, Indiana. FCE s personnel performed geotechnical investigations, laboratory testing, and prepared geotechnical report and recommendations for the proposed us 50 bypass phase I and II. This project involved four bridge structures with MSE walls along with 4.5 miles of new roadway and other drainage structures. This project was a very fast track and FCE s personnel completed phase I geotechnical Investigation in 30 days. FCE s personnel performed 120 soil borings, laboratory testing, deep and shallow foundation analyses, slope stability analyses, settlement analyses, MSE Wall analyses, seismic analyses, and prepared geotechnical report. I-465 NE Section from Fall Creek to U.S. 31 in Marion County, Indiana. As a sub consultant to URS Corporation, Franco Consulting Engineers personnel provided geotechnical investigations for this $600 million project. This project involves three interchanges (I-69, Allisonville road, and U.S 431), twelve miles of roadway, and over thirty bridge structures, and over two miles of retaining structures. I-69 from S.R 37 Interchange to 0.5 miles north of 82 nd Street in Hamilton and Marion Counties, Indiana. Franco Consulting Engineers personnel performed soil borings, laboratory testing, foundation analyses, and prepared geotechnical report and recommendations for the Indiana Department of Transportation. Georgetown Road from 56 th Street to 62 nd Street in Indianapolis, Indiana. Performed soil borings, laboratory testing, slope stability analysis, settlement analysis, retaining wall analysis, pavement design analysis, and prepared geotechnical report and recommendations. Shadeland Avenue from I-70 to I-465 in Marion County. FCE Engineers performed soil borings, laboratory testing, slope stability analysis, settlement analysis, retaining wall analysis, deep and shallow foundation analysis, and preparing geotechnical report and recommendations. Sheridan Avenue over Pogue s Run in Indianapolis. FCE Engineers performed soil borings, laboratory testing, slope stability analysis, retaining wall analysis, shallow foundation analysis, and preparing geotechnical report and recommendations. Multi-Use Path along 71 st Street from Lakeknoll Drive to Hague Road in Marion County. FCE Engineers performed soil borings, laboratory testing, slope stability analysis, settlement 2

analysis, retaining wall analysis, pavement design analysis, and prepared geotechnical report and recommendations. KEY PERSONNEL GABRIEL FRANCO, P.E. CEO/Project Manager Mr. Franco is the Chief Executive Officer at FCE. He has a BSCE in Civil Engineering with over thirty years (30) experience in Highway Design, Project Consulting, Project Management, Environmental Reports, Utility Coordination, Construction Inspection, and contract administration. FIROOZ ZANDI, P.E. - President/Project Manager Mr. Zandi is the President at FCE. He has a MSCE in Civil Engineering with over thirty years (30) experience in civil engineering design, geotechnical engineering, pavement design, construction management, materials engineering, contract administration, project management, forensic investigation, geotechnical consulting, and construction inspection. He is a registered Professional Engineer in Indiana (P.E. # 60910079), Illinois (P.E. # 062-056438), and Kentucky (28884). Mr. Zandi is a former employee of the Indiana Department of Transportation (INDOT) with over sixteen years (16) experience as Chief Geotechnical Engineer, Division Chief of Contracts and Construction, Division Chief of Materials & Tests, Deputy Chief Engineer, and Chief Engineer. RICHARD BALLARD, PE- Vice President/Senior Geotechnical Engineer/Project Engineer/Inspector Mr. Ballard is vice President at FCE. He has a B.S in Civil Engineering from the Rose Hulman Institute of Technology with over eight years (8) experience in geotechnical engineering, pavement design, and materials testing and construction observation. Mr. Ballard has performed geotechnical engineering analyses, laboratory testing, and field inspection for various INDOT, city of Indianapolis DPW, and private project.
