Study on urban logistics The Integrated perspective European Commission, DG MOVE, Sustainable & Intelligent Unit (B.4.) 23/04/2018

About the study Policy background: Commitment of the 2013 Urban Mobility package. Duration: Started in 2015 and was published in February 2018 https://ec.europa.eu/transport/themes/urban/studies_en Objective: Help stakeholders understand urban freight and identify most suitable actions to overcome related challenges Target group: Policy makers and public authorities Methodology: Online consultation, External experts, Stakeholder workshops Outcome: Guidance documents and Technical reports (+ Umbrella document) including best practices and recommendations) on six different aspects of urban logistics

Challenges An efficient urban transport system is essential for sustainable development in urban areas but facing challenges, e.g.: Conflicting and diverse requirements of a wide range of participants. Complex and diverse operations of urban goods transport and the various problems caused therefrom. Lack of expertise from urban practitioners.

Solutions (General recommendations) Logistics profiles is a way to characterise a city's challenges Use a SUMP or SULP for urban freight policy implemenation Forums like DTLF present valuable recommendations Implement UVARs to regulate freight traffic in residential areas

Topic Use of information and communication technologies Treatment of logistics in Urban Vehicle Access Regulations Schemes Engagement of stakeholders when implementing urban freight logistics vehicles Logistics schemes for E- commerce The use of environmentally friiendly freight vehicles Indicators and data collection methods on urban freight distribution Examples of specific recommendations Investigate challenges before implementing ICT solution Evaluate and adjust Promoting and ensuring interoperability is fundamental Analyse costs and benefits Consider pilot tests or introduction in phases Consider mitigation solutions for logistics sector Develop a proper stakeholder engagement strategy Involve stakeholders as soon as possible Look elsewhere for good and bad practices Improve awareness of logistics e-commerce Better link urban -to transport system perspective Take measures that make urban freight more effective Take the initiative and lead by example Establish a Local Recharging Infrastructure Network Foster public procurement of EFFVs Raise awareness about urban freight data Choose key indicators Mobility Use sound and data collection methodologies

Linking the six topics Choosing the best policy approach Proposed five step to select the best fitted policy approach for mitigating the urban logistics challenge Step 1 Identifying the urban freight logistics issues Step 2 Characterising the city's logistics profile (LP) Step 3 Selecting relevant solutions Step 4 Defining Performance Variables, Data collection and Metrics Step 5 Implementing policy solutions and driving results

EC promotion European Mobility Week 16-22 September The annual EUROPEANMOBILITYWEEK Award (local authorities that demonstrate significant efforts in promoting sustainable urban mobility). Winner 2017 Vienna. Activities included possibility rent cargo bike. The annual SUMP Award (recognises outstanding sustainable urban mobility planning.) The 5th Award for Sustainable Urban Mobility Planning of 2016 was attributed to Brussels for its innovative freight strategy. The conference on sustainable urban mobility plans (SUMPs), Nicosia, 14-15 May Civitas Forum Conference in Umeå, Sweden, 19-21 September
