CITY OF GOLDEN VALLEY (MN) invites applications for the position of: Building Official SALARY: $82,701.00 - $98,454.00 Annually OPENING DATE: 01/17/14 CLOSING DATE: 02/02/14 11:59 PM SUMMARY OF POSITION: The Building Official administers, supervises, and manages the issuance of all building permits for commercial, industrial and residential projects. The Building Official is responsible for the enforcement of all construction-related codes including the Building Code, the Mechanical Code State Plumbing Code and other related codes. The position oversees and conducts all plan review, inspection, and code compliance actions related to building development. This person supervises the other staff (building inspectors and administrative assistants) in the Inspections Department. ESSENTIAL DUTIES AND RESPONSIBILITIES: Directs, plans and coordinates the administration of building, mechanical, and plumbing codes, ordinances and policies. Supervises, monitors, and conducts plan reviews to ensure code and other ordinance compliance and oversees issuance of all building permits within the City. Issues Certificates of Occupancy. Administers building code violation procedures to ensure code compliance. Reviews permits and applications and meets with architects, engineers, consultants and developers to clarify requirements for construction design, materials and practices. Supervises building inspections staff including transfers, rewards, discipline, adjustment of grievances, training, performance appraisal, assignment of work and recommends hiring, termination and promotions. Participates in the selection of new subordinate employees; delegates work assignments to personnel and directs staff continuing education and training. Will perform construction inspections or visit sites to verify compliance between plans and actual construction. Responsible for accurate and effective administration of city addressing and street naming ordinances and policies. Recommends legal action for non-compliance cases and prepares documents for prosecution. Attends departmental staff, project and other meetings and related classes or seminars. Keeps informed of new building methods, materials and trends in the industry. Oversees and participates in the administration and enforcement of ordinances and codes relating to building, mechanical, plumbing and other related codes. Reviews and checks plans and interprets and applies code requirements. Recommends, develops and establishes policies ensuring efficient issuance of permits and operations of the Department. Recommends revisions and updates of building, mechanical, plumbing and other related codes. Prepares and manages the electrical inspection contract. Assists supervisor with the development and administration of the Department budget and fee schedule. Resolves administrative, technical and code issues courteously and with good customer service. Maintains effective communications with other City departments. Demonstrates and promotes strong customer service to internal and external customers. Other duties as necessary or as assigned. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the practices, procedures, equipment and materials used in municipal building inspection.
Knowledge of the skills and positions supervised and the ability to delegate work effectively. Thorough knowledge of the state building code and the ability to interpret this code. Knowledge of soils, building construction, building design, blue print reading, and building code. Knowledge of residential/commercial plumbing and mechanical codes. Knowledge of municipal planning and zoning requirements and procedures. Ability to effectively communicate both orally and in written format with staff, general contractors, and the public. Ability to provide direction and make required daily decisions. Ability to meet physical requirements of conducting inspections. Ability to supervise and perform professional building inspection of considerable difficulty. Ability to establish and maintain effective working relations with City staff and the public. Working familiarity with computer hardware and software related to plan review and inspections. Read and interpret building plans and specifications. MINIMUM AND DESIRED QUALIFICATIONS: MINIMUM REQUIREMENTS: 8-10 years experience in municipal building inspection. Minnesota Building Official Certificate. I.C.B.O. Certification as Building Inspector/Plans Examiner. Two years of higher education coursework related to building construction practices. Valid Minnesota Class D Driver s License with a good driving record. DESIRED QUALIFICATIONS: Bachelor s degree in architecture, engineering or related field. Three years of supervisory/management experience. TOOLS AND EQUIPMENT USED: Tools and equipment essential to this position will be consistent to those found in the field of municipal building inspection WORK ENVIRONMENT: The Building Official operates in a varying work environment depending on circumstances and need. Work is achieved both in office and on-site. Exposure to potentially hazardous conditions may exist surrounding on-site inspections. In addition to the conditions listed above, this position requires attendance at night meetings of the Board of Building Review.
