RESERVE BANK OF MALAWI PROCUREMENT REFERENCE NO. RBM/ADMN/SLVR/005/18 ENGAGEMENT OF A CONTRACTOR FOR THE REHABILITATION OF THE SILVER STADIUM FOOTBALL PITCH 1.0 Introduction The Reserve Bank of Malawi ( The Bank ) intends to rehabilitate the football pitch at its Silver Stadium located in Area 47 in Lilongwe. The Bank therefore seeks the services of reputable civil works contractors to carry out the works. 2.0 Objective The objective of the works is to achieve effective surface water drainage, a durable smooth and even playing surface for the football pitch at the Stadium to meet General Standard Pitch specifications as per Managers Guide to Natural Grass Pitches by FIFA for competitive football. 3.0 Scope of the Works The preferred contractor shall among other things be required to carry out the following works to achieve the intended purpose: Detailed assessment of seasonal climatic and environmental conditions relating to the geographical location of the Stadium 1
Assessment of existing site conditions including soil type and condition, subsurface water conditions, condition of existing pitch drainage system. Determination of appropriate seasonal timing for the intended works to achieve desired results effectively and efficiently. Selection of applicable rehabilitation requirements including selection and application of suitable soils; selection of suitable grasses for the climatic zone in which the Stadium is situated. The selection of soils shall be expected to strike a balance between nutrient retention and permeability. Design, specification, and implementation of undersurface and surface water drainage system. Perforated plastic pipe undersurface drainage can be considered. Design, supply and installation of effective pitch irrigation system including pipes and pressurised sprinklers. Water shall be provided by the Bank using mains and borehole supply. Reapplication of soil, replanting and development of grass turf to full coverage. Re-marking of the pitch using existing standard football pitch dimensions Making good all the surroundings and features affected by the works Training of the Bank s landscape service provider on proper care of the pitch and associated facilities 2
4.0 Qualification Criteria Interested contractors are therefore requested to submit the following information: 4.1 Administrative Compliance Information Failure to submit any information in this sub-section will lead to disqualification. 4.1.1 Submission of Bid Securing Declaration 4.1.2 Copies of original documents defining legal status of the contractor like Business Registration Certificate. 4.1.3 Principle place of Business, Articles & Memorandum of Association 4.1.4 National Construction Industry Council current Registration Certificate in the Unlimited Category (Buildings); 4.1.5 Certificate and/or letter from the Malawi Revenue Authority with TPIN 4.2 Technical Compliance Information In evaluating the submissions, contractors will be assessed on the following; 4.2.1 Knowledge of football field construction with proven previous experience of at least two reference sites 4.2.2 Knowledge of relevant agronomical aspects of the grass turf with respect to the applicable climatic conditions 4.2.3 Possession of relevant mechanised equipment for the works or evidence of ability to acquire the same through hiring 4.2.4 Indicate major items of construction plant and equipment. 3
4.2.5 Be able to assemble a team of construction professionals to undertake the assignment. The team should be clearly indicated and CVs of the team should be included. The lead person to possess at least a BSc in Civil Engineering or related field 4.2.6 Be able to provide a qualified Agronomist among the key personnel for grass turf specification and associated works 4.2.7 The proposed key professional staff/ team should have not less than 5 years experience in their respective fields. 4.2.8 Submission of the Project Schedule and Quality Plan 4.2.9 Liquid assets and/ or credit facilities of not less than K75 Million. 5.0 Bidding Documents Eligible interested bidders may obtain further information and inspect the Bidding Documents from the Procurement Department at the address shown in 6 below from 08:00 to 11:30 and 14:00 to 16:00 hours from Monday to Friday, except public holidays. A complete set of Bidding Document in English may be purchased by interested bidders from the address shown in 6 below and upon payment of a non-refundable fee of MK5,000.00 between 8:00 am to 11:00 am from Monday to Friday except on public holidays. The method of payment will be cash or bank certified cheque. 5 Inspection of the Site Site Inspection shall be done on 24 April, 2018, at 10:00 am at the Silver Stadium in Area 47. Interested bidders are encouraged to attend the site meeting. 4
6 Submission of Tenders Tenders clearly marked Rehabilitation of the Silver Stadium should be submitted to the following address: The Chairman, Internal Procurement and Disposal Committee, The Reserve Bank of Malawi, P.O Box 30063, Lilongwe 3, Malawi. OR Should be deposited in a Tender Box marked, Rehabilitation of the Silver Stadium placed at the Bank s reception at the Head Office, Lilongwe. The deadline for submission is 15 May, 2018, 15:00 hours which shall coincide with the time of opening of the bids at the Bank s Auditorium in Lilongwe. Late submissions shall be rejected.
