IAEA Activities to support Operating Nuclear Power Plants and Newcomers Ki Sig Kang Tech. Head Division of Nuclear Power 1

KANG Ki Sig Republic of Korea Working Nuclear Industry since 1984 NPP design and Construction site Ph. D Nuclear Engineering, KAIST. Working for IAEA since 2000 Unit Head to Support Engineering for Operating Npps and Expansion Npp Programme

Nuclear Power reactors (30 March.2016) 444 in operation 384 GW(e) capacity 64 under construction (2/3 in Asia) 3

Post 2011: Making nuclear power safer 29 permanent shutdowns 30 new reactors in operation 28 construction starts (incl. UAE, Belarus) All NPPs reviewed & upgraded to meet new requirements based on lessons learned Some Newcomers reviewed plans Few operating countries to phase out 4

Age of operating reactors >25 years: 333 units >30 years: 273 units >40 years: 81 units 81 5

Permanent shutdowns (March 2016) 7 reactors announced early shutdown in 2015: Korea Sweden USA Kori 1 Ringhals 1&2 Oskarshamn 1&2 Pilgrim FitzPatrick Mainly economic reasons Decommissioning & Dismantling! 6

Status of LTO programs As of December 2013 Canada: Ongoing refurbishments and lifetime extension process USA: 20 yrs licence extension of 73 units approved, 11 in revision, 19 letters of intent UK: Licence extensions for several years France: Periodic 10 yrs inspections and licence extensions Sweden: No decision on lifetime extension Germany: Phaseout planned Finland: 20 yrs licence extension of 4 units Hungary: 20 yrs extension of 4 units Switzerland: No extend the licence Russia: Licence extension of different reactors by 15-25 years Korea: No legal end to the licence Japan: limiting the lifetime to 40 years. India: No legal end to the licence Argentina: Ongoing lifetime extension activities Two basic regulatory approaches to LTO: License renewal and Periodic safety review

Plant Life Management for long term operation Bridge to New NPPs Turbine Building 14

Plant life management programme integrates ageing & economic planning Maintain a high level of safety Optimize operation, maintenance & service life of SSCs Maintain acceptable performance Maximize return on investment over NPP service life Provide owners/operators with optimum pre-conditions for long term operation 15

Reactor Pressure Vessel Irradiation embrittlement of vessels and internal components Life-limiting factor for the reactor vessel Compiling a comprehensive database of worldwide embrittlement information 16

RPV heat annealing to reduce transient temperature 17

Concrete Exposure to High Temperature and Radiation Prolonged exposure to elevated temperatures and radiation facilitates chemical interactions and induces strains Gamma and neutron exposure levels be sufficient to impact the concrete shielding effectiveness. 18

Buried Piping Corrosion on soil side of piping. Potential effects on system safety, releases of hazardous material. Developing the enhanced guidelines to increase inspections and focus on key preventive measures. 19
