POLICY STRATEGIC RESPONSES The policy identifies a number of strategic areas of intervention 1 Optimization of land and agrarian reform contributions to economic empowerment of the vulnerable groups Land tenure for food security Government food purchase programme Prioritize women equity in land ownership Spatial development plans municipalities should earmark land for agricultural production Government departments and entities should purchase at least 35% from small holder producers Agro-Industrial development led by agricultural area potentiality and markets Provision of production inputs This should take into account the different categories of producers 2
