About the EPIRB project Where? The Environmental Protection of International River Basins (EPIRB) project aimed to improve the quality of water in transboundary river basins in the wider Black Sea region and Belarus, including Azerbaijan. The project strengthened cooperation on environmental protection and water resources management and promoted the principle of integrated water resources management (IWRM) in accordance with the EU Water Framework Directive (WFD). Why? How? The project built capacities through a learning-by-doing approach and the co-development of river basin management plans (RBMPs) for selected pilot basins. The project has strengthened the capacities of national authorities for monitoring the quality and quantity of water, including groundwater, and improved the availability and quality of datasets on the status of transboundary river basins. Five RBMPs have been developed for selected river basins/sub river basins in line with the requirements of the WFD. What?

EPIRB activities in Azerbaijan MONITORING Building capacity for WFD-compliant monitoring and improving the availability and quality of data One of the key areas of EPIRB support was the training of specialists on WFD-compliant monitoring through both formal and informal courses, as well as practical on-site trainings during field surveys. Joint field surveys (JFS) included surveying, monitoring, sampling, equipment programming and evaluation. The information obtained was used to fill in data gaps, improve the classification of water bodies, and assess the degree to which designated uses have an impact on water. RIVER BASIN MANAGEMENT PLANNING Increasing knowledge on the development and implementation of RBMPs The draft RBMP for the Central Kura River Basin District was developed following a detailed planning exercise carried out in close cooperation with the Ministry of Ecology and Natural Resources of Azerbaijan (MENR) and key beneficiary institutions. Stakeholders were involved at various stages of the planning process through a variety of communication channels. The final draft plan describes the river basin district and investigates the pressures that pose a threat to its water environment. The plan demonstrates the impact of these pressures on the state of the waters; identifies possible improvements; and recommends specific actions to ensure that the combined efforts achieve the improvements needed in the Central Kura River Basin District.

PILOT PROJECT HIGHLIGHTS Water resource use in the Zayamchay and Goshgarchay transboundary tributaries Although the two tributaries are located in the EPIRB pilot region, they were not included in the Central Kura RBMP. In this pilot project, therefore, detailed analyses of water use, pressures and impacts were carried out in the two tributaries, combining IWRM and WFD objectives through the establishment of environmental flows and environmental quality objectives. Based on these analyses, detailed IWRM plans were developed for both rivers. Rehabilitation of the Gazakh Regional Laboratory New equipment for carrying out water quality analyses was purchased for the MENR Gazakh Regional Laboratory located in the Central Kura River Basin District, and hands-on training was provided for staff on the use and maintenance of the new equipment. Implementing the Floods Directive in Zayamchay River sub-basin Drawing on data recorded during several floods in the Central Kura River Basin, flood risk management plans were developed for the Zayamchay River sub-basin. This involved identifying affected areas and preparing flood hazard and flood risk maps.

PILOT PROJECT HIGHLIGHTS Support to the implementation of the Water Code and approximation to EU directives Assistance was provided in the preparation of secondary legislation to support the implementation of Azerbaijan s Water Code in order to introduce IWRM principles, and to promote approximation to the WFD and the Urban Waste Water Treatment Directive. A legal and institutional review of the existing situation was followed by the preparation of draft decrees of the Cabinet of Ministers on the application of the RBMP approach and the establishment of river basin organisations, and by the drafting of key secondary legislation. Refurbishment of the groundwater monitoring network This project involved repairing, cleaning, painting and installing protection heads on 25 groundwater monitoring boreholes owned by the MENR in the Central Kura River Basin District. Finalisation of the National Water Strategy of Azerbaijan A final draft of the National Water Strategy was developed and submitted to the relevant organisations for adoption. Work involved forming a national water strategy steering group, analysing the two existing draft strategic documents, and proposing their integration into one strategy. Two national workshops were organised in order to discuss the principles, objectives and targets of the strategy.
